D.A. Lacey under pressure after Beck recommends criminal charges against officer in fatal shooting
In the months leading up to her bid for reelection, Los Angeles County Dist. Atty. Jackie Lacey has found herself under increasing political pressure to take a tougher stance in prosecuting police shootings and use-of-force cases. This week, an unlikely and influential figure joined the push: Los Angeles Police Chief Charlie Beck. Beck's public call for criminal charges against a police officer who fatally shot an unarmed homeless man in Venice immediately spurred others to demand that Lacey file what would be her agency's first prosecution of an officer in an on-duty shooting in more than 15 years.

Mayor Garcetti Cites Privacy Concerns For Not Releasing Video Of Venice Shooting
Los Angeles Mayor Eric Garcetti resisted a call Thursday to release video of an LAPD officer fatally shooting a homeless man in Venice. Speaking on KNX 1070 NEWSRADIO's “Ask The Mayor” program, Garcetti cited victims' privacy rights and an ongoing review of the footage from the May 5, 2015, shooting of 29-year-old Brendon Glenn as reasons not to immediately release the footage. “Sometimes you have victims where you don't (want) to be releasing a video where — even if there is an officer-involved shooting — if there was a victim of domestic violence or sexual assault, we have to provide privacy, too,” he said.

Man Sentenced to 25 Years in South L.A. Shooting Death of Boy in Spider-Man Costume
A 24-year-old man was sentenced Thursday to more than 25 years in state prison in the fatal South L.A. shooting of a 5-year-old boy who was posing in his Spider-Man costume on Halloween 2010. Marcus Denson had pleaded guilty in 2013 to one count of voluntary manslaughter and two counts of attempted murder in the 2010 shooting that left young Aaron Shannon Jr. dead and the boy's grandfather and uncle wounded.

LAPD officer who mistakenly shot teen in replica gun case was justified, commission finds
A Los Angeles police officer who mistakenly shot a teenager last year after seeing a group of boys with a replica gun was justified in opening fire, even though the wounded teen hadn't been holding the toy weapon, the L.A. Police Commission decided this week. The Feb. 10 shooting generated calls for better training of LAPD officers and renewed concerns within law enforcement over the dangers of realistic-looking toy weapons. Jamar Nicholson, then 15, and three of his friends were rapping and dancing in the alley that morning — part of their typical routine before school, they previously told The Times. One of Jamar's friends was holding a toy gun.

California Considers Expanding Ban on Assault Rifles
California's attorney general is backing a renewed effort to expand the state's ban on assault rifles in the wake of recent mass shootings. The bill introduced Thursday by Democratic Assemblyman David Chiu of San Francisco would bar the sale or transfer of most semiautomatic rifles with detachable magazines. Attorney General Kamala Harris says AB1663 would close a legal loophole that allows firearms manufacturers to include ``bullet buttons'' that let firearm owners rapidly exchange empty ammunition magazines for ones full of bullets.

Field Poll Shows Californians Split on Death Penalty Initiatives
A field poll released Thursday showed that Californians are almost evenly split on the subject of capital punishment, meaning the outcome of the November 2016 ballot measures could be won or lost by just a few votes. The poll found that 47 percent of respondents would like to replace the death penalty with a life term without the possibility of parole. Meanwhile, about 48 percent said they are in favor of the death penalty and would instead vote to speed up the execution process.

Chicago police release video of fatal 2013 shooting of Cedric Chatman
Video of Chicago police fatally shooting a black teen on Jan. 7, 2013 was released to the public Thursday afternoon. Cedrick Chatman, 17, was unarmed when he was killed. Three surveillance cameras -- a blue light camera at 75th and Jeffrey, and two surveillance cameras at South Shore High School -- captured the shooting from a distance. Attorneys Mark Smolens and Brian Coffman, representing the Chatman family, expressed frustration after a hearing Thursday morning that the city abruptly reversed its position Tuesday afternoon on whether to allow the public to see video of that shooting.

FBI: No evidence man who attacked cop part of organized cell
The head of the FBI said Thursday the agency has found no indication that the man who ambushed a Philadelphia policeman was part of an organized terror cell or that there are plans for another such attack in the city. But FBI Director James Comey said the agency continues to investigate the Jan. 7 shooting of Officer Jesse Hartnett as a terrorist attack. The decision to do was made almost immediately after Edward Archer of Yeadon confessed, telling authorities he was "following Allah" and that he pledged his allegiance to the Islamic State group, Comey said.

Ex-Mayor Richard Riordan endorses ballot measure against mega-developments
A proposed ballot measure that would place a two-year moratorium on developments that don't comply with existing planning and zoning rules was endorsed Thursday by former Los Angeles Mayor Richard Riordan. The Neighborhood Integrity Initiative, which could appear on the November ballot, is backed by the Coalition to Preserve L.A. Supporters want to end “spot zoning,” which occurs when City Council members approve mega-developments on parcels that are zoned for smaller buildings.

Valley's dingbat apartment buildings will benefit from new earthquake law
Boxy, dingbat-style apartments dot the San Fernando Valley, the understated architectural design evoking the region's 1950s post-war boom. But now the Valley's stock of dingbats is getting a face-lift. Lawmakers this week passed a sweeping new ordinance requiring property owners to pay for seismic upgrades to all pre-1978, wood-frame residential buildings.

LA Mayor Garcetti wants Super Bowl 55 at new Rams stadium
Los Angeles Mayor Eric Garcetti was on NFL NowThursday to discuss the Rams returning to the area. Garcetti said he has been a lifelong Rams fan, dating back to when he was a kid. “Some of the best memories I had as a kid where going to Rams games with my father,” he said. Garcetti, apparently, is still bitter that the Rams lost Super Bowl XIV to the Steelers in 1979. “I still want a rematch,” he said. “I was there at the Rose Bowl when they (the Steelers) took victory from our hands.”
