Brussels attacks: 26 die in 2 explosions at Brussels Airport, 1 at subway station
Three explosions that ripped through the Belgian capital of Brussels on Tuesday killed at least 26 people and wounded 130 more, according to Belgian media, and raised the reality of terror once again in the heart of Europe. "We were fearing terrorist attacks, and that has now happened," Belgian Prime Minister Charles Michel told reporters. Belgian federal Prosecutor Frederic Van Leeuw said it was too soon to know exactly how many people died in the bombings. Yet the Brussels Metro Authority reported that 15 died and 55 were wounded in the subway station blast. And Belgian media reported at least 11 more people were killed in the two blasts in the Brussels Airport departure hall.

Fox Midday: Los Angeles Police Protective League Speaks on Use of Force Policy
This week, the City of Los Angeles' Board of Police Commissioners voted to create a new use-of-force policy which emphasizes de-escalation and the use of minimal force when dealing with violent or potentially violent situations. The plan is to form a working group composed of the city attorney, LAPD officials and the police officers' union to come up with specific language for the policies. The officer's union, The Los Angeles Police Protective League has concerns that the new policies could make their jobs more dangerous than they already are. LAPD Detective Jamie McBride, a member of the LAPPL Board of Directors visits Midday Sunday to talk about the union's concerns.

Security Heightened At LA Metro Stations Following Deadly Terror Attacks In Brussels
Security at all Los Angeles County Metro stations will be heightened following a deadly terror attack that occurred in Belgium, officials said Tuesday. According to airport police, there is no credible threat to Los Angeles International Airport at this time, however, security precautions are being taken. Earlier this morning, explosions erupted at Zaventem Airport and Maelbeek Metro in Brussels. At least 28 people were killed and 136 others were wounded in the explosions. Both the airport and transportation system in Brussels will remain on lockdown until further notice.

Man Found Shot to Death Inside Alley in South LA
A man was found dead inside an alley in South Los Angeles after a shooting late Monday night, police said. The shooting was reported just after 11:30 p.m. near the intersection of 88th Street and Baring Cross, according to the Los Angeles Police Department. Police found a man in his 30s suffering from several gunshot wounds. The victim died at the scene, according to the LAPD. Witnesses reported seeing a silver Mercedes Benz speeding away from the scene of the shooting, police said.

Man Shot, Wounded During Carjacking in South LA
A man was wounded during a carjacking Monday night in South Los Angeles after the thief shot him, police said. The carjacking was reported around 8:43 p.m. in the 1800 block of Manchester Boulevard, according to the Los Angeles Police Department. Police said the thief approached the victim and brandished a handgun before demanding the car keys. The man was then shot and the gunman drove away in the victim's car, which was described as a gray Volkswagen. The victim suffered one gunshot wound, and was in stable condition Monday night, according to the LAPD.

3 wounded in Pacoima shooting
Three men were wounded by gunshots Sunday in Pacoima, authorities said. The shooting happened at 13191 Corcoran St. at about 3:50 p.m., said Sgt. S. Kennedy of the Los Angeles Police Department's Foothill Station. Two victims were taken to the hospital by ambulance and one was taken by private vehicle with wounds not believed to be life-threatening, Kennedy said. One had an ankle wound. No suspect information was available because the victims were not cooperating with police, he said.

Mayhem in East Hollywood as robbery suspects crash into 4 cars; 3 in custody
Three robbery suspects were in custody following a multi-vehicle collision in East Hollywood Monday that left two of them injured, police reported. The chain of events began about 12:30 a.m. in the area of Santa Monica Boulevard and Kingsley Drive, where a police detective in an unmarked car spotted the driver of a black Toyota Camry commit a traffic violation, according to Officer Liliana Preciado of the Los Angeles Police Department's Media Relations Section. The detective activated the forward-facing red light on his unmarked car, but did not pursue the Camry, Preciado said. The Toyota's driver took off southbound on Normandie Avenue, where the car initially collided with one vehicle near the intersection of Normandie and Melrose avenues, followed by two other vehicles, she said.

Officials: Airline worker flees check; nearly 70 lbs cocaine found in bag
Federal authorities are searching for a flight attendant they say bolted from a security screening at Los Angeles International Airport, leaving behind about 70 pounds of cocaine stashed in her luggage. Transportation Security Administration officers stopped the woman at random Friday, and she remained at large Monday, said Special Agent Timothy Massino with the U.S. Drug Enforcement Administration. The flight attendant was sent to a secondary screening area, but she quickly dropped her bag, ditched a pair of Gucci heels and fled barefoot downward in an upward-moving escalator, said Marshall McClain, president of the union representing LAX airport police officers.

Kamala Harris backs a bill that would improve disclosures on police shootings
California Atty. Gen. Kamala Harris wants to require police agencies to file detailed reports about officer-involved shootings to her office electronically, so they can be quickly and easily posted on a state website for public viewing. Despite the heated national debate over police use of force, no reliable database tracks all police shootings in California, making it difficult for researchers to definitively answer some fundamental questions, including whether minorities are shot at disproportionately higher rates and which departments pull the trigger most often. For years, state law required police departments to report deaths in custody, including fatal officer-involved shootings, but the requirement had little enforcement and many departments routinely neglected to file the required information.

Opponents Say Governor's Prison Plan Unlikely To Make Ballot
Opponents say Gov. Jerry Brown is unlikely to gather enough signatures to put his plan to reduce the state's prison population before voters in November. The California District Attorneys Association said in a court filing Monday that Brown is falling far short of the roughly 1 million signatures he'll need by late April to make sure his plan qualifies for the ballot. The group says his chances are so poor that the California Supreme Court should reject the governor's appeal of a lower court ruling about the measure.

FBI: Might Have A Way To Unlock San Bernardino Attacker's iPhone
In a stunning disclosure, federal authorities said Monday that they may have found a way to unlock an iPhone used by one of the shooters in the San Bernardino attack, a development that could make Apple's forced cooperation unnecessary. In a filing late Monday, federal prosecutors asked to delay a much-anticipated court hearing set for Tuesday over the FBI's demand for Apple to help unlock Syed Rizwan Farook's encrypted phone. An “an outside party” came forward over the weekend and showed the FBI a possible method for unlocking the phone, according to the filing.

City Council Committee Considers New Holiday For LA: ‘Indigenous Peoples Day'
A City Council committee was scheduled to take up a proposal Monday to establish Indigenous Peoples Day as a holiday in Los Angeles. The Arts, Parks and River Committee will discuss a motion introduced by Councilman Mitch O'Farrell — who is part Native American — that calls forsetting aside a day each year to recognize the history, culture and achievements of indigenous peoples. Indigenous Peoples Day has typically been adopted in other cities as part of a wider movement to criticize the celebration of Columbus Day, which falls on the second Monday of October.

MTA Develops Plans For Rail Line Underneath Sepulveda Pass
The 101 and 405 freeway interchange is the most congested in the country, but now the Los Angeles County Metropolitan Transportation Authority has outlined a new transportation plan to change the way SoCal residents get around. The plan would add rail lines and expand freeways all over Los Angeles County. One of the more ambitious projects is a tunnel under the always crowded Sepulveda Pass. But it wouldn't be for cars - it would be for a rail line connecting the San Fernando Valley to West Los Angeles. "The tunnel cost goes exponential as you get wider and more difficult and risky.

LA ordinance would let homeless store belongings
The Los Angeles City Council postponed its vote Friday on proposed revisions to a law that bans homeless encampments during the day, delaying a decision on whether to allow transients to keep a recycling bin's worth of belongings in a public area, such as a sidewalk, if no alternative storage space is available. The issue is now scheduled to be taken up at the March 29 City Council meeting, according to the city clerk. The law, known as 56.11, prohibits tents and other living space to be set up between 6 a.m. and 9 p.m. and does not allow any storage of personal property in public areas. The proposed revisions to the law were backed this week by the council's Homelessness and Poverty Committee.
