At the Police Commission Meeting on December 13, 2011

Commission Comments – Commissioner Robert Saltzman noted that he attended an Emergency Management Department training exercise which was very well presented and quite informative. The exercise simulated a Mumbai- type attack and provided excellent preparation for all participants. He also observed a SWAT call-out over the weekend. He commended all participants including Commander Blake Chow, Captain John Incontro, and Captain Art Miller. He was particularly impressed with the flawless communication and tactics displayed by all responding entities including SWAT, Behavioral Sciences Section, and Olympic Division.

Chief's Report – Chief Charlie Beck introduced Beth Correa, who will be assuming the newly created Risk Manager position. Chief Beck thanked the Commission for their assistance and guidance in the selection of Ms. Correa. He invited all to watch the upcoming basketball game on December 14 th at 4:00 pm, at the Midnight Mission, where LAPD will be playing the Skid Row All Stars. Six pallets of food are also being donated to the Mission from LAPD as part of the Department's many holiday donations throughout the City of Los Angeles. Chief Beck thanked the Police Foundation for organizing and presenting the LAPD Holiday Party. He reported that Total Violent Crime is down by 7.7% compared to this time last year.

Report of the Executive Director – Richard Tefank reminded all that there will be no Police Commission meetings on December 27 th and January 3 rd . He also noted that Item 8E on the agenda is being pulled and will return in January.

Report of the Inspector General – Inspector General Alexander Bustamante reported that all backlogged reviews of categorical use force cases are now clear. Staff from the Office of the Inspector General have been responding to Officer Involved Shootings and a series of Use of Force reports are being completed for the Commissioners.

The Department presented verbal reports on the Vice Check-In Procedures Inspection , the Preventable and Non-Preventable Traffic Collision Inspection , and the Gang Enforcement Detail/Community Law Enforcement and Recovery Program – Selection Criteria Audit .

The Department's Quarterly Discipline Report, Third Quarter of 2011 , was received and the Office of the Inspector General was directed to submit an analysis of this report along with any appropriate recommendations to the Board. Commissioner Richard Drooyan commented that he was pleased with the new format of this report.

Assistant Chief Michel Moore presented a verbal report on the proposed changes to the current procedures regarding the vehicle impound protocols . The Department is proposing allowing drivers who are stopped and found to be unlicensed with no prior offenses, the opportunity to contact a licensed driver to remove the vehicle, as opposed to having the vehicle towed and impounded for 30 days. For this to occur, all of these requirements must be met: registered owner or person designated by the registered owner has a valid California Driver's License, registered owner and licensed driver are at the scene or readily available, registered owner authorizes the licensed driver to drive the vehicle, and vehicle registration is valid. In cases where the driver has a suspended or revoked license, or is unlicensed with prior offenses, the vehicle will still be subject to a 30 day impound. Assistant Chief Moore noted that the Department is placing the focus on the individual, not the vehicle. The Department is preparing a special order which will embody this change, and additional input from the Police Commission, the community, and other stakeholders. The Commissioners were generally supportive of the change yet expressed concern over the time allowed for an individual to contact the licensed driver. Commissioner Alan Skobin shared some suggestions including obtaining more mobile fingerprinting devices to identify individuals in the field, creating better language regarding the amount of time an officer should wait for a licensed driver, obtaining more community input, and obtaining more detailed statistics from the Official Police Garage Association to see if there are other options. Commissioner Skobin also noted that the current procedure used by the LAPD is not illegal. Chief Charlie Beck said that the Department is in the process of formulating the special order and will include the Commissioners' input as well as the community's. The special order will be brought back to the Commission for informational purposes.

At the Police Commission Meeting on December 6, 2011

Commission Comments – Commissioner Richard Drooyan thanked the Department for the outstanding job in negotiating and enforcing the removal of the Occupy LA campsite. Commissioner Robert Saltzman was present for the evening when the campsite was cleared and he commented on the precise planning and execution of the operation. He was extremely impressed on how well-trained and prepared all 1,400 participating officers were. He also commented that the entire City was still staffed and public safety was fully maintained. Commissioner John Mack agreed that the operation was well-done. He also attended the Watts Gang Task Force and had the opportunity to introduce the new Inspector General, Alexander Bustamante, to the task force members. Commissioner Richard Drooyan also asked the Department to prepare a report for the Commission on the status of 30 day holds for impounded vehicles.

Chief's Report – Assistant Chief Earl Paysinger thanked the Commission for the positive comments about the Occupy LA evacuation, and he agreed that the all participants did an outstanding job. He specifically acknowledged Deputy Chief Jose Perez, Commander John Sherman, Commander Matt Blake, Captain John Incontro, and Captain Phil Fontanetta, for their leadership. Assistant Chief Paysinger noted the dedication of the Harbor Freeway off-ramp which is now named after Deputy Chief Kenny Garner. Deputy Chief Garner passed away unexpectedly in 2009, and he will always be remembered at LAPD. Lt. Chris Waters did a wonderful job in coordinating the remembrance and dedication. Commissioner Alan Skobin agreed that Kenny Garner will always be remembered for his deep commitment to public safety and the betterment of Los Angeles. Commissioner Skobin also questioned the Department on what the overtime cost would be for the Occupy LA operation. Assistant Chief Paysinger responded that he will return with the actual dollar amount, but added that public safety was never compromised and staffing levels throughout the City were maintained. Commissioner John Mack added his respect for Deputy Chief Kenny Garner and noted the major changes Deputy Chief Garner was responsible for in terms of recruitment diversity.

Report of the Executive Director – Richard Tefank noted that the Commission Investigation Division Activity Report for October was included in the Commissioners' packages for review. He reminded all that there will be no Police Commission meetings on December 27 th and January 3 rd .

Report of the Inspector General – Inspector General Alexander Bustamante reported that all backlogged reviews of categorical use force cases have been cleared. Commissioner Drooyan noted this milestone and thanked the Office of the Inspector General for this accomplishment.

Mr. Roy Amemiya and Captain Eric Davis presented the status report from the Wilshire Area Community Police Advisory Board . This extremely diverse Area has gone through some transformation due to the creation of the Olympic Area, which necessitated new boundaries. Given the changes, they are still focusing on the same core goals of public safety enhancement and community involvement. Wilshire has provided some outstanding events for the community, including an Open House which serves as a multi-service and resource event for the community. The Commissioners lauded the leadership at Wilshire for having a good sense of what the community wants and requires.

The Request for Approval of Selected Vendors to Perform Forensic DNA Analysis was continued for two weeks to allow the Department to research the existence of qualified companies which could meet the Minority Business Enterprise/Women's Business Enterprise provision before releasing the Request for Proposal with that provision waived.

At the Police Commission Meeting on November 22, 2011

Commission Comments – Commissioner Robert Saltzman commented on the success of the recent LGBTQ Forum. Multiple law enforcement agencies were present and the effort to reach numerous sectors of the community was evident. Commissioner Saltzman was also pleased to be able to introduce the new Inspector General, Alexander Bustamante, at the Forum. Unfortunately, after the meeting, there was a murder of a transgender woman in the Hollywood Area. While the event was tragic, there was an open line of communication between the Department and the community resulting in the apprehension of a suspect. Commissioner Saltzman also attended the recent Cadet graduation ceremony at USC's Galen Center. It was an extraordinary event with a very large class of Cadets, and for the first time, there were also graduates from the Cadet Parent Academy. Commissioner Alan Skobin attended the most recent Anti-Bullying meeting. He commented that these meetings have a significant impact on the attending youth and provide immediate information and help in dealing with this under-reported crime.

Chief's Report – Chief Charlie Beck thanked the Commissioners for their attendance at numerous events. He added that the Cadet graduation is an extraordinary event for all to attend as it represents numerous lives changed through the Cadet program. It is very uplifting and positive. He sadly noted the passing of Maurice Chase, also known as Father Dollar Bill. Chief Beck became acquainted with Mr. Chase when he was a Captain at Central, and will miss his contributions to the City of Los Angeles greatly. Crime continues to decrease as Violent Crime is down by 7.5% compared to this time last year, however assaults on officers are up by 28.6%.

Report of the Executive Director – Richard Tefank reminded all that there will be no Police Commission meeting next week on November 29 th . He also noted date corrections to items 8C and 10B.

Report of the Inspector General – Inspector General Alexander Bustamante reported that five additional backlogged reviews of categorical use force cases have been posted.

At the Police Commission Meeting on November 15, 2011

Commission Comments – Commissioner Alan Skobin noted the holiday party being hosted by LA LEY and the Los Angeles Women Police Officers Association will be held on the evening of November 16. The event will be held at J Restaurant and all members of the Department are invited.

Chief's Report – Chief Charlie Beck reported on the protest action taken by Occupy LA the evening before as the members of Occupy LA expressed solidarity with those in New York. A march began at LA Live and made its way to the City Hall lawn. The event was peaceful and no arrests were made. Chief Beck noted that the City Hall lawn cannot sustain the Occupy LA movement and other locations are being considered which would provide the protestors what they need as well as providing the City of Los Angeles what it needs to continue daily activities. Commissioner Robert Saltzman again commended Chief Beck and the LAPD for the way in which they have worked with Occupy LA. He noted that relationships have not been as successful in other cities. Chief Beck reported that Total Violent Crime is down by 7.9% compared to this time last year, and gang-related crime is down by -14.6%.

Report of the Executive Director – Richard Tefank invited all to attend a welcoming reception for Inspector General Alex Bustamante next Tuesday, November 22 nd , at 8:30 am, in the COMPSTAT room. He also reminded all that there will be no Police Commission meeting on November 29 th .

Report of the Inspector General – Acting Inspector General Django Sibley reported that five additional backlogged reviews of categorical use force cases have been posted. Mr. Sibley also thanked the Commissioners and Office of the Inspector General staff for their support during his time as Acting Inspector General. President Richard Drooyan added that the Commissioners always had complete confidence in Mr. Sibley's leadership and he thanked him for an outstanding job.

All regular agenda items including the Commission Liaison and Assignments , the Budget Modification and Extension for the Fiscal Year 2010-2011 Project Safe Neighborhoods Program Grant , the Grant Application for the 2011 Intellectual Property Enforcement Project from the United States Department of Justice, Bureau of Justice Assistance, and the Destruction of Obsolete Original Records for Van Nuys Area , were approved.

At the Police Commission Meeting on November 8, 2011

Commission Comments – Commissioner Robert Saltzman commended Chief Beck and the Department for the working relationship developed with Occupy LA. He noted that President Richard Drooyan commended the Department last week and he just wanted to add his comments after another successful week. Vice President John Mack agreed that the relationship is going very well. He and President Richard Drooyan both attended the National Black Police Association Western Region Semi-Annual Education and Training Conference. The segment which they attended honored Black Female LAPD personnel in the rank of Lieutenant and above. Included in that group was the Commission's own Lt. Chris Waters.

Chief's Report – Chief Charlie Beck agreed that the relationship with Occupy LA is working well and multiple other agencies are also responsible for this good working relationship. He commended the work of the Robbery Homicide team that worked the case resulting in the conviction of Dr. Conrad Murray. Recently, Chief Beck met with the 40 officers who are now being assigned to the Housing Developments, stating that their work will provide significant public safety in these areas. He noted that the LAPD joins with the LAFD in mourning the passing of Pilot Glen Smith. Crime continues to decline as there are -7.8% fewer total violent crimes, compared to this time last year.

Report of the Executive Director – Richard Tefank announced that there will be no Police Commission meeting on November 29. He also stated that the new Inspector General, Alexander Bustamante, will be starting on November 16, 2011. He finished by noting that Items 10B, C, and D, are being continued to November 15 th , and Item 8B should reflect that the item will be received and the Inspector General will be instructed to review.

Report of the Inspector General – Acting Inspector General Django Sibley reported that five additional backlogged reviews of categorical use force cases have been posted. President Richard Drooyan thanked Mr. Sibley for his outstanding contributions as the Acting Inspector General during the transitional period.

Ten members of the Bomb Squad were presented the Police Commission Unit Citation for their work in creating a standard by which Bomb Squads across the country would operate. Those individuals are: Detective Ronald Capra, Detective Kevin Korne, Police Officer Steven Hennigan, Police Officer Anthony Huerstel, Police Officer Michael Wang, Police Officer Christian Christensen, Police Officer Steven Kuranishi, Police Officer Richard Nagatoshi, Police Officer Jeffrey Ennis, and Police Officer Oscar Iturralde. Their research and development produced the Bomb Assessment Tactical Counter Assault Tool, the Frangible Round Extended Distance Disruption System, and Modular Disablement Charges.

Harbor Area Community Advisory Board Co-Chairs Mona Sutton and Captain William Hayes, along with Sgt. Catherine Plows and Teen CPAB Co-Chair Kavita Desai, presented their annual report. This is an extremely active CPAB which is driven by local, current issues. They were very effective in getting the “Lock It or Lose It” message out following numerous property crimes. The Teen CPAB has produced television public service announcements which have been well-accepted. Next year, the Teen CPAB will host a “Young Women's Violence Prevention Conference,” again addressing current issues. This CPAB is currently planning “Helping Badge,” which is an extraordinary winter wonderland event where kids can experience snow, play games, visit with Santa Claus, receive toys, and enjoy food with their families. This event will be on December 18 th from 4:00 pm to 9:00 pm.

New Employee

Management Analyst II Rene Gardea has joined the Alarm Section. Rene has been with the City for a total of 17 years, beginning with the Los Angeles Housing Department back in 1994. He then came to the Police Department, and worked at Hollenbeck in the Crime Analysis Section, Office of the Inspector General, and Police Commission in the Employee Relations Section. In 2010, he transferred to Risk Management Division, Discovery Unit. He is now retuning to the Police Commission and we welcome him back!

At the Police Commission Meeting on November 1, 2011

After a brief closed session, the Police Commission announced the appointment of Alexander Bustamante for the Inspector General position. Mr. Bustamante is currently an Assistant United States Attorney in the Central District of California, and formerly served as a Captain in the United States Army.

Commission Comments – President Richard Drooyan noted that he attended a SWAT demonstration and he was very impressed with the professionalism, expertise, and especially the adherence to Constitutional Policing demonstrated by all participants. Vice President John Mack commended Chief Beck and the Department for the working relationship developed with Occupy LA.

Chief's Report – Chief Charlie Beck thanked the Commission for the comments and added that Occupy LA is also to be thanked for the manner in which they are exercising their First Amendment rights. He congratulated Alexander Bustamante upon his appointment and added that he has been a wonderful prosecutor and he looks forward to working with Mr. Bustamante in his new capacity. He reported that Halloween was relatively quiet, however, there were 20 arrests in Hollywood related to Halloween events. Total Part One Crime is down by 6.5% compared to this time last year, but assaults on officers is up by 31.6%.

Report of the Inspector General – Acting Inspector General Django Sibley added his congratulations to Alexander Bustamante and reported that five additional backlogged reviews of categorical use force cases have been posted.

The Quarterly Categorical Use of Force Statistics , as presented by Deputy Chief Rick Jacobs, was approved. One of the main reasons this report is generated is to allow the Department to be aware of trends and address them. This report reflected that all areas of Categorical Use of Force are down with the exception of Officer Involved Shootings which are up by 39%. Chief Beck cautioned that some statistics are misleading as the base number of incidents is low and one or two incidents can sway the percentages significantly.

The Biased Policing Update, Quarterly Report, 3 rd Quarter 2011, and Supplemental Review of Biased Policing Complaint Investigations Recommendations to the Board of Police Commissioners , as presented by Commander Rick Webb and Dr. Luanne Pannell, was approved. The Department was asked to return with a schedule and report on the re-integration of e-learning.

The Report to the Police Commission Regarding Eyewitness Identification , as presented by Police Administrator Gerald Chaleff, was approved. The Commission will form a subcommittee and continue to monitor this issue.

The Report to the Police Commission Regarding the Risk Manager Position was approved. The Commission asked that the Inspector General and the Executive Director be included in the committee that is formulating the duties of the Risk Manager, and also that the individual who accepts the position provide a strategy report to the Commission shortly after he or she begins.

The Workplace Investigation Update, Quarterly Report, 3 rd Quarter, 2011 , as presented by Captain Don Schwartzer, was approved.

At the Police Commission Meeting on October 25, 2011

Chief's Report – Assistant Chief Earl Paysinger reported that Total Part One Crime is down by 6.5% compared to this time last year.

Report of the Inspector General – Acting Inspector General Django Sibley commented that 10 additional backlogged reviews of categorical use force cases have been posted. Also, the public office hours for the Office of the Inspector General are now 8:30 am to 3:30 pm.

The Police Commission Distinguished Service Medal was presented to Renee Greif for her outstanding leadership and dedication to homeland security in creating the SAR (Suspicious Activity Reporting) program and “IWatch.” She assembled a committed group of individuals who shared her vision and unwavering enthusiasm to assist in disseminating the Department's message of terrorism prevention to the community. Her imagination and creativity provided the motivation and leadership needed to keep the group on track to attain their goals. The SAR program has since gained national attention and has been adopted as a best practices model by the Major Cities Chiefs Association and the International Association of Chiefs of Police, as the standardized and mandated reporting mechanism for suspicious activities potentially related to terrorism.

Ms. Bertha Woolridge and Captain Steven Ruiz presented the report from the Rampart Community Police Advisory Board . They have several committees which focus on specific community issues including youth, crime, traffic, and vendors. Collectively, the Rampart CPAB works on significant events benefitting the community such as National Night Out and the upcoming Open House on November 5 th . There are numerous youth programs at Rampart including Karate classes, which are quickly expanding. A Youth CPAB has been initiated and is doing well. For the future, this CPAB is looking at further expanding the number of members.

Assistant Inspector General Django Sibley presented the Inspector General's report relative to the Department's Skid Row Complaint Investigations Audit . He stated that the audit reviewed complaint investigations closed during the last six months of 2010. Overall, the Inspector General's Office found the Department's audit to be complete and accurate.

Police Performance Auditor Jeff Phillips presented the Department's report relative to the Vice Check-In Procedures Inspection . This inspection highlighted the need for a defined procedure regarding Vice employees checking in with Watch Commanders. The report was approved, yet the Commission asked for an update on the development of a procedure from Planning, Research and Development in 60 days.

The First Quarter Photo Red Light Program Cost Analysis was approved with the recommendation that internal costs, such as City salaries be included in the next report. This report included revenue to the City of Los Angeles from Court Trial Revenue and Non-Trial Revenue. The net revenue to the City for July was -$2,921; for August, it was $103,623; and for September, it was $145,000.

The Preventable and Non-Preventable Traffic Collision Inspection, First Quarter FY 2011/12, was approved with the understanding that Planning and Research Division will return in 60 days with a report on the adoption of stricter guidelines and stricter tracking of investigative time frames.

At the Police Commission Meeting on October 11, 2011

Commission Comments – Vice President John Mack stated that he was honored to attend the recent promotional ceremony and while there were many notable promotions, he was particularly pleased to see the promotion of Deputy Chief Rick Jacobs and Commander Regina Scott, who is the first African American female to serve at the rank of Commander.

Chief's Report – Chief Charlie Beck thanked Commissioner Mack for his attendance at the promotional ceremony stating that this ceremony was a long time coming. Over the weekend, he participated in a fundraiser with the Mounted Unit and rode through areas of Griffith Park. He commented on the possible “suicide by cop” scenario over the weekend, saying that it is an extremely sad event for all involved, the family as well as the officers. Violent crime is down by 8.1% compared to this time last year, and property crimes are down by 6.2%. Assaults on officers are up by 34.2% and Officer Involved Shootings are up by 41%. There are currently 9,938 sworn employees, 640 volunteers, and 2,852 civilian employees.

Report of the Executive Director – Executive Director Richard Tefank reminded all that there will be no Police Commission meeting next week, on October 18 th . He also noted that the report on Risk Management issues, will now be presented on November 1 st , and not on October 25 th .

Report of the Inspector General – Acting Inspector General Django Sibley commented that 5 additional backlogged reviews of categorical use force cases have been posted.

The Police Commission Unit Citation was presented to Commander Joan McNamara, Lt. Shannon Paulson, Detective Maria Rivas, and Management Analyst Elizabeth Carrillo for their outstanding work in developing and implementing the Suspicious Activity Report (SAR) process. These individuals developed a standardized process to recognize and report information potentially linked to terrorist activity. President Drooyan noted that this process has also been recognized and used throughout the nation.

Assistant Chief Sandy Jo MacArthur and Lt. Edgar Palmer presented a verbal report on the Police Academy Attrition Rates for Police Recruits . Chief MacArthur stated that the numbers are continually changing, making current statistics challenging. However, historically and currently, the area of concern remains the attrition rate of women in the Police Academy. Through the years, different programs have been implemented to assist individuals through the physical aspects, both before the Academy begins and during. It is an ongoing process which is also being addressed at the front end through Recruitment and reaching out to women's organizations.

The Executive Director's report regarding the response to the City Council Motion relative to the feasibility of requiring installation of revenue control equipment at all Police Commission permitted auto parks , was approved. The report recommends installing revenue control equipment, either in the form of ticket generating machines or hand-held devices. Either type of equipment would assist in the collection of taxes owed to the City of Los Angeles.

At the Police Commission Meeting on October 4, 2011

President Richard Drooyan began the meeting by sending the Commission's best wishes for a speedy recovery to the two officers who were injured in a shooting over the weekend.

Commission Comments – Vice President John Mack attended a “Cease-Fire' meeting in the South Bureau and found the dialogue to be very informative and constructive. Both President Richard Drooyan and Vice President Mack attended the CPAB Summit over the weekend and enjoyed the presentations and dialogue. Most Commissioners also attended the Mayor's Meeting for Commissioners.

Chief's Report – Chief Charlie Beck reported that violent crime is down by 7.9% compared to this time last year. He stated that the officers involved in the shooting incident are recuperating. This shooting represents the 157 th assault on LAPD officers this year. The suspects were apprehended, and are juveniles. The Department will support efforts to have the juveniles tried as adults. Chief Beck thanked Commissioners Drooyan and Mack for their attendance and participation in the CPAB Summit. He referred to the Community Police Advisory Boards as the cornerstone of the Department's community relations.

Report of the Executive Director – Executive Director Richard Tefank reminded all that there will be no Police Commission meeting on October 18 th . He noted that Item 8E needs to reflect “approve and transmit to City Council.” Also, two issues which the Police Commission requested additional information on, eyewitness line-ups and the creation of a Risk Manager position, will be on the October 25 th Police Commission agenda.

Report of the Inspector General – Acting Inspector General Django Sibley commented that 11 additional backlogged reviews of categorical use force cases have been posted.

Mr. Clint Ruthledge and Captain Phillip Tingerides presented an overview from the Southeast Community Police Advisory Board . This CPAB has a very diverse community outreach program and includes a Senior Club, Clergy Council, Spanish CPAB and Teen CPAB. There is a clear focus on youth and families through the Southeast Area. The PALs Program has grown to 800 kids and Jeopardy and Cadet Programs are extremely strong. Some of the extraordinary events planned for the youth of the area include surfing and hockey. All Commissioners commented that Southeast is doing an outstanding job in reaching the youth of the area in a very positive way.

Assistant Chief Michel Moore and Captain William Hart presented the current status and potential impact of the State Public Safety Realignment Implementation Act and Post-Release Community Supervision of State Prison Inmates . The Department fundamentally supports this Act yet feels that its hurried implementation could be problematic. The Act essentially establishes local jail custody for non-violent prisoners, modifying parole status and supervision, and shifts the revocation process from the State of California to the counties. There are concerns that the influx of prisoners (9,000 in the first year), cannot be housed in the Los Angeles County system. Alternate methods, including private jails, fire camps, and GPS bracelets will have to be utilized. Each LAPD Area will have an individual trained to work with the County to coordinate monitoring efforts of released individuals.

Sr. Management Analyst II Natalie Torres-Soriano presented an update on the Cadet Program. This program has become very robust through numerous activities throughout the year as well as proven teaching methods at each Area. Some of the special events the Cadets participate in include the CPAB Summit, Court Power Lunches, Leadership Day, Anti-Bullying Seminars, SWAT Fitness Challenge, and the Summer Tip-Off Basketball Game between LAPD and LAFD. The Cadet Program has grown so large that the graduations are now housed in the Galen Center at USC. The next graduation will be held on November 20 th . Commissioner Rob Saltzman thanked Ms. Torres-Soriano for the outstanding job she has accomplished in creating the Cadet Program. Parents of Cadets also reiterated the same sentiments.

The Executive Director's Report relative to the Supplemental Response to Policy Recommendations Submitted by the Los Angeles Community Action Network , was approved.

The Blake-Justice Consent Decree – Fiscal Year 2010 – 2011 Annual Report , was approved. Assistant Chief MacArthur will return with detailed statistics reflecting the recruit drop-out percentages.

The Department's and the Inspector General's reports relative to the Quarterly Discipline Report for the First Quarter, 2011 , were approved. A Commission Committee will be set-up to discuss initially with the Inspector General how this report can be structured to provide additional insight into the imposition of discipline.

At the Police Commission Meeting on September 20, 2011

Commission Comments – All Commissioners commented on the touching Purple Heart Ceremony which honored 82 officers in an inaugural event. Commissioner Alan Skobin, who was instrumental in the creation of this award, shared his impressions of the ceremony and commented that it was one of the most moving events he had ever been to. To see children receive the award on behalf of their deceased parent was emotionally moving for all attending. He was extremely proud to be part of the recognition of these heros. Commissioner Robert Saltzman attended and presented at the National Association for Civilian Oversight of Law Enforcement (NACOLE) annual conference in New Orleans. He learned a great deal from others at the conference and acknowledged that it is evident that LAPD is nationally recognized as a leader in terms of civilian oversight.

Chief's Report – Chief Charlie Beck reported that violent crime is down by 7.8% compared to this time last year, and there is a 29% increase in attacks on officers. There are currently 9,906 sworn employees and 2,858 civilian employees.

Chief Beck then took to the podium to present an Honorary Purple Heart Medal to Commissioner Alan Skobin for his diligence in bringing the award to fruition. In this unprecedented move of true appreciation, Chief Beck stated that the Purple Heart award would not exist if it were not for Commissioner Skobin. Being quite surprised by this recognition, Commissioner Skobin stated that he will always cherish this memory. He thanked those who worked very hard on the creation of the award and the ceremony, including Assistant Chief SandyJo MacArthur and the Los Angeles Police Foundation.

Report of the Executive Director – Richard Tefank noted that there will be no Police Commission meeting next week, on September 27 th , as that will be the day the Police Commissioners hold interviews for the Inspector General position. He also reported that the Department's Quarterly Use of Force report will be presented to the Commission in early November. Item 8a, the presentation from the Newton Area Community Police Advisory Board, is being continued to allow the new Area Captain some time to acclimate.

Report of the Inspector General – Acting Inspector General Django Sibley commented that he also attended and presented the NACOLE annual conference as well as met with members of the New Orleans Police Department. He anticipates that the all backlogged reviews of categorical use force cases will be posted by early November.

The presentation from the Newton Area Community Police Advisory Board was continued.

The recommendation for the Police Commission Unit Citation for the staff of the Office of the Inspector General was approved.

The Complaint Form 1.28 Investigations Audit, as presented by Lt. Bert Mora, was approved.

The Property Division Performance Audit, as presented by Lt. Bert Mora, was approved, however Property Division was asked to return with a status report on steps taken to obtain higher compliance on the next audit. Property Division Commanding Officer Terry Carter stated that many of the steps have already been taken.

The First Supplemental Agreement for the Phase-Out of the Photo Red Light Program, as presented by Assistant Chief Michel Moore and Police Administrator Maggie Goodrich, was approved. This agreement provides clarification requested by the Police Commission on August 30 th . The question of retaining some of the cameras has been resolved, and all cameras will be removed within 30 days. This is a six month agreement, however the Police Commission has the ability to cancel the agreement at any time before that with a 30-day notice. Chief Moore stated that the agreement reflects the wishes of both the Police Commission and the City Council.

New Employees

Daysi Ibanez has returned to the Office of the Inspector General as a Special Investigator II. Daysi started with the City after serving 8 years in the United States Naval Service as a Non Commissioned Officer. She began working for the OIG as a Senior Clerk Typist in 2005 while completing her Master's degree. In 2006 she was promoted to the rank of Special Investigator II and obtained a Certified Fraud Examiner credential. She then worked in Internal Audit Investigation Division before returning to the OIG.

Sergeant II Anthony Otero has been with the Department for fifteen years and is the newly selected Aide to the Inspector General. Sergeant Otero came to Office of the Inspector General from Officer Representation Section, where he was the officer in charge. His prior assignments include: Internal Affairs Investigator; Criminal Investigation Section-South, Gang Detective; Wilshire Area, Field Supervisor; Southeast Area, Narcotics Investigator; Central Bureau, Vice Investigator; Hollywood Area, Gang Officer; Northeast Area, and Field Training Officer. He is currently enrolled in the Doctor of Policy, Planning and Development program at The University of Southern California.

At the Police Commission Meeting on September 13, 2011

A moment of silence was observed for Detective II Jesus “Jesse” Ravega , who tragically passed away from injuries sustained in a traffic collision on September 2, 2011.

Commission Comments – Commissioner Alan Skobin commented that he was humbled to be one of the honorees at the Jack Webb Awards which benefits the Los Angeles Police Historical Society. He stated that throughout his years of volunteerism in law enforcement, he has met and worked with countless, terrific people and has encountered outstanding leaders at all levels.

Chief's Report – Assistant Chief Earl Paysinger also offered his condolences to the family of Detective Ravega, as well as to the family of Police Officer Chris Eilers, who passed away at the age of 29 after a courageous battle with cancer. He reported that violent crime is down by 6.1% compared to this time last year, which equates to 5,210 fewer violent crimes.

Report of the Executive Director – Richard Tefank reported that City Council will be hearing the issue of leaving some Photo Red Light cameras up at the same time the present Commission meeting is taking place. The issue should be back to the Commission with the requested clarifications either September 20 th or October 4 th . Commissioner Skobin asked that the cost of removing the cameras also be clarified.

Report of the Inspector General – Special Investigator II Charles Gaither reported that the Office of the Inspector General has completed and posted five additional reviews of categorical use of force incidents.

The Commission presented a certificate of appreciation to Special Investigator II Charles Gaither who was selected to become the Director of the Office of Law Enforcement Oversight in King County, Washington. Mr. Gaither was thanked for his multiple contributions at the Office of the Inspector General and wished the best in his new role.

The Executive Director's Report of the Appeal Hearing Panel following Official Police Garage Hearings related to RFP 09-980-003 OPG Service Area (Hollenbeck) , was approved. Mr. Richard Tefank stated that the hearing did not reveal additional information which would alter the final selection of the Hollenbeck OPG. Some of the issues which initially caused delays in the processing of this RFP are now resolved, and there will not be the same delays when the remaining 17 OPG RFP's are put out to bid in the near future.

At the Police Commission Meeting on September 6, 2011

Commission Comments – Commissioner Rob Saltzman stated that he met with Deputy Chief Terry Hara regarding training for the recruits as well as in-service training regarding the LGBT community. Commissioner Saltzman was very impressed with the quality of the training and has heard positive comments about it from both within and outside of the Department. He is planning on meeting with Assistant Chief Moore to discuss similar issues in the Jail Division. President Richard Drooyan had the opportunity to visit the K-9 Platoon and was very impressed with the level of training and expertise of the handlers and animals.

Chief's Report – Chief Charlie Beck congratulated President Richard Drooyan upon his election and acceptance of the President post. Last week, Chief Beck was in New York City observing the World Police and Fire Games. He was pleased to announce that the LAPD Women's Basketball Team brought back a gold medal. In observance of the 10 year anniversary of the September 11 th bombings, the Department is preparing and deploying accordingly. He reported that crime continues to decrease in the City of Los Angeles as Part One Crime is down by -6.8%, compared to this time last year. Gang-related crime is down by -15.4%, however, attacks on officers are up by 35%.

Report of the Executive Director – Richard Tefank noted that there will not be a Police Commission meeting on Tuesday, September 27 th , as the interviews with the Inspector General candidates will be held on that day.

Report of the Inspector General – Acting Inspector General Django Sibley stated that five additional reviews of categorical use of force incidents have been completed and posted. He anticipates being up to date on the reviews in approximately two months.

A certificate of appreciation was presented to Jill Bogle . Ms. Bogle has provided consistently outstanding court reporter services to the Police Commission and the Police Permit Review Panel for more than eight years. While she was not an employee of the City of Los Angeles, Commission staff certainly considered her part of the Commission family. Ms. Bogle will be beginning a new career as a Dispatcher for the Covina Police Department. All Commissioners wished her the best in her new career.

Co-Chairs Ms. Edie Ruvueni and Captain Bill Murphy presented an annual status report from the Northeast Area Community Police Advisory Board . This CPAB has embraced social media as a way to interact with the community and disseminate pertinent information. Specific current projects include graffiti abatement, emergency preparedness, and several special events. Captain Murphy commented that this is the largest and most active CPAB that he has worked with and the strong community involvement is one of the reasons why crime continues to drop significantly in Northeast. Commissioner Alan Skobin suggested that the crime prevention materials be made available to all Areas, as they are outstanding. Commissioner Debra Wong Yang offered her assistance and support as Northeast is her former home area and she understands the community quite well. Commissioner Robert Saltzman commented that he was impressed with their ability to effectively handle some of the vice issues in Griffith Park and surrounding areas.

All items: awarding of the Police Commission Distinguished Service Medal and the Police Commission Unit Citation , the contract with the Robert Presley Institute of Criminal Investigation , the Budget Modification for the 2009 Anti-Human Trafficking Task Force , the DNA Monthly Report for July 2011 , and the Destruction of Obsolete Duplicate Records for South Traffic Division , were approved.

The Ethics Enforcement Section Quarterly Report, Second Quarter 2011 , was received and the Office of the Inspector General was directed to submit an analysis of this report along with any appropriate recommendations to the Board.

At the Police Commission Meeting on August 30, 2011

Election of Officers - The members of the Los Angeles Police Commission unanimously elected Police Commissioner Richard Drooyan as the new President, and Police Commissioner John W. Mack as the new Vice President. Commissioner Mack and Commissioner Alan Skobin were thanked for their outstanding leadership of the Commission in the past. President Drooyan said that he is looking forward to building on the significant achievements the LAPD has made. He noted the recent New York Times article which depicted the LAPD as a premiere law enforcement agency in the country, and an example for others to follow.

Chief's Report – Assistant Chief Earl Paysinger thanked Vice President Mack for his leadership as former President and stated that he was very much looking forward to working with President Drooyan. He reported that total violent crime is down by 8.5%, and property crime is down by 6.6%, compared to this time last year. The Department has been working with LAUSD Superintendent John Deasy and School Police Chief Steve Zipperman as the new school year begins.

Report of the Executive Director – Richard Tefank also thanked Commissioners Mack and Skobin for their outstanding work as President and Vice President, and congratulated President Drooyan.

Report of the Inspector General – Acting Inspector General Django Sibley stated that the Office of the Inspector General continues to produce and post additional reviews of categorical use of force incidents. Vice President Mack thanked Mr. Sibley as he is again serving as the Acting Inspector General.

Co-Chairs Ms. Betty Ley and Captain William Scott presented an annual status report from the Mission Area Community Police Advisory Board . In the last year, this CPAB has developed four goals: 1) to increase the Nixle subscribership by 1,500, 2) to increase CERT training for CPAB members, 3) to increase membership to four members per basic car, and 4) to increase volunteer hours at the station. They have made significant progress in all areas. This CPAB is also very active in youth programs as Mission Area has a vibrant Cadet program. Captain Scott described a unique approach Mission uses in addressing gang issues which consists of community members and police officers meeting with area gang members in a dialogue which has produced positive results thus far in terms of a reduction in violence.

Police Administrator Gerald Chaleff verbally presented the Proposed Risk Manager position and the Liability Management Committee structure and purpose . While this position has been approved by City Council, Mr. Chaleff was asked to return in 45 days with a written report that details the exact duties of this position and the interaction the Police Commission will have in the position's function.

The First Supplemental Agreement for the Phase-Out of the Photo Red Light Program was continued for two weeks to allow for clarification on the role the Department of Transportation in this contract and to verify if the cameras need to be left up for a proposed study on extended yellow lights, or not. While the Photo Red Light Program is no longer in existence, an agreement with American Traffic Solutions is needed to provide information for the resolution of the citations issued up to July 31 st , and to arrange the dismantling of the of the cameras.

The 2011 K-9 Platoon Procedures and Guidelines Handbook was approved. Both Commissioner Skobin and Commissioner Saltzman, who assisted with this handbook, were very complimentary of the Department's willingness to incorporate their suggestions throughout the review process. It was agreed that the handbook is extremely well done and is a complete documentation of the functions of the K-9 Platoon.

President Mack noted that the election of officers would be continued.

Commission Comments – Vice President Alan Skobin attended and spoke at an anti-bullying seminar presented by the West Valley Division. He noted that Monica Harmon has been spearheading these seminars across the City, and they have a tremendous impact on the attending teens.

Chief's Report – Assistant Chief Earl Paysinger reported that total violent crime is down by 8.6%, and property crime is down by 6.7%, compared to this time last year. The Department has been working with LAUSD Superintendent John Deasy and School Police Chief Steve Zipperman on “Safe Schools/Safe Passages,” as the new school year begins. Contact has also been made with colleges and universities to ensure student safety. Chief Jose Perez had been invited to participate in a Civil Rights Policing Conference. Chief Paysinger noted that the Department has come a long way in terms of its relationship with the communities it serves. He added that the Cadet program is going very well and there are 400 Cadets in the new group. Commissioner Robert Saltzman commended Assistant Chief Paysinger for actually making the Cadet program work when many said it could not be done. A full status report will be provided in the near future.

Report of the Inspector General – Inspector General Nicole Bershon stated that this will be her next to last meeting and it is certainly bittersweet for her. She reported that five additional reviews of categorical use of force incidents have been completed, bringing the total to 290. She hopes to have 300 completed when she leaves next week.

Captain Melissa Zak and Mr. Johnny Raines presented the Southwest Division Community Police Advisory Board status report. Southwest has placed an emphasis on growing the CPAB membership and is using social media, among other methods of communication, to do so. This CPAB, as well as its Teen CPAB, has experienced great success in coordinating with other agencies to provide quality of life improvements in the area. They have also had success in special events such as National Night Out, and they are looking forward to assisting with the “Christmas Train,” which will give toys away at each stop during the holidays. Southwest's youth programs continue to be strong, including a robust Boot Camp.

Commander Rick Webb, Deputy Chief Terry Hara, and Dr. Luann Pannell presented the Biased Policing Update, Quarterly Report, 2 nd Quarter 2011 , which was approved. Commander Webb began by saying that he has greatly appreciated the work of Nicole Bershon, and while there have been disagreements throughout their work together, Constitutional Policing Unit greatly benefitted from her leadership at the Office of the Inspector General. The report reflected that the quality of the investigations has increased significantly, especially at the intake portion of the complaint.

The Annual Complaint Report Year 2010 , as presented by Commander Rick Webb, was approved. Commander Webb explained that this would be the last report in this format as the Quarterly Discipline Report provides more complete information. The percentage of complaints filed compared to the number of arrests is extremely low. While the report was complete and reflected positive information, Commander Webb was asked to include more information about the misconduct and the determined punishments in the Quarterly Discipline Report.

The Sexual Orientation Non-Discrimination Inspection , as presented by Deputy Chief Terry Hara, Dr. Luann Pannell, and Captain Joan Wakefield, was approved. Overall, the inspection reflected positive results. The e-learning system is still down due to negotiations with the vendor. Commissioner Robert Saltzman offered his assistance in getting this system back up and running.

At the Police Commission Meeting on August 9, 2011

Commission Comments – Commissioner Richard Drooyan participated in a meeting with Assistant Chief Paysinger and Deputy Chief Gannon regarding South Bureau issues. He was impressed with the approach and quantity of work being accomplished. Vice President Alan Skobin attended National Night Out events in Mission and Devonshire and also participated in an early morning roll call for the Valley Communications Center. He commented that the Police Service Representatives at the two communications centers handle millions of calls each year and are truly unsung heroes. Commissioner Skobin missed last Tuesday due to the fact that he was asked to assist with the interview process of the new Fire Department Chief. President John Mack attended the Hollenbeck National Night Out and was overwhelmed with the amount of youth attending the event.

President Mack noted that the election of officers would be continued.

Chief's Report – Assistant Chief Michel Moore stated that LAPD officers were joining the San Diego Police Department in wearing mourning bands to note the senseless loss of San Diego Police Officer Jeremy Henwood. It serves as a reminder that officers are always in harm's way. He commented that National Night Out was a success at all 21 community police stations. Over the weekend, the Department assisted with a concert in the Corn Field which was attended by 30,000 people. This event was successful yet posed challenges as there were 31 medical calls due to alcohol and drug use. He reported that Part One crime is down by 7.3% compared to this time last year. He concluded by stating that there are currently 9,885 sworn employees and 2,884 civilians.

Report of the Executive Director – Richard Tefank commented that applications are now being accepted for the Inspector General position, and will be until August 19 th . Applications may be obtained at www.LACity.org/personnel. The Special Investigator positions in the Office of the Inspector General will be advertised on the same site in the near future.

Report of the Inspector General – Inspector General Nicole Bershon reported that five additional reviews of categorical use of force incidents have been completed, bringing the total to 285. Her staff participated in the Public Safety Walk in downtown and felt that it was a helpful experience. Ms. Bershon was also pleased to participate in a ride-along in the Central Area.

A Certificate of Appreciation was presented to Sgt. II Ronnie Cato honoring him upon his retirement after an outstanding career at the Los Angeles Police Department. As President Mack stated, Sgt. Cato was a “change agent” at LAPD through his leadership role at the Oscar Joel Bryant Association. Sgt. Cato literally sacrificed his career in order to pursue the Department's diversity, both internally and externally.

A Certificate of Appreciation was presented to Management Assistant Rod Betancourt thanking him for his outstanding work in the Alarm Section and wishing him the best in his new position at Training Division. Rod has been an integral component in the planning and implementation of the new “Cry Wolf” automated system in the Alarm Section, and has become an expert in all matters related to burglar alarms in the City.

The 2011 Quarterly Categorical Use of Force Statistics , as presented by Deputy Chief Rick Jacobs, was approved. He stated the Officer Involved Shootings and Animal Shootings have risen from 2010. As the numbers are somewhat volatile, looking at them in five-year blocks made more sense in determining trends. The Office of Chief of Staff has taken over analyzing this data and will be looking at numerous factors such as location, weapons involved, if the suspect was a parolee, sex of suspect, age of suspect, ethnicity of suspect, etc.. President Mack commented that it was an excellent report and he would like future reports to focus on the uptick in Officer Involved Shootings. Deputy Chief Jacobs offered that the uptick may be reflecting the increased assaults with deadly weapons on officers, but will provide more analysis in the next quarterly report.

The Department-Wide Training Content Inspection , as presented by Dr. Luann Pannell, was approved. The inspection reflected that training is current, applicable, and ongoing. Commissioner Skobin inquired when the e-learning would be back up and running and Dr. Pannell stated that it was down due to a vendor issue, but will return. In the meantime, training is being accomplished in the traditional way through roll calls, etc..

New Employees

Detective I Mike Bland has joined Commission Investigation Division. Mike has worked for the Department for approximately 10 1/2 years, and his past assignments include Southwest, Newton, Training, West Los Angeles, and Olympic, as well as a brief loan to Southeast. Welcome, Mike!

Chief's Report – Assistant Chief Earl Paysinger commented that National Night Out would be noted this evening with celebrations and events at all LAPD stations.

Report of the Executive Director – Richard Tefank announced that the Elections of Officers item on the agenda will be continued allowing more Commissioners to be present for a vote.

Report of the Inspector General – Inspector General Nicole Bershon reported that five additional reviews of categorical use of force incidents have been completed and posted, bringing the total to 280 reviews completed since last May. She also noted that there are three Special Investigator vacancies in the Office of the Inspector General.

Certificates of Appreciation were presented to Katherine Drooyan (not present), Derek Kigongo, Steven Lesan and Annie Loo for their outstanding contributions as Summer Interns for the Office of the Inspector General.

Captain Nick Zingo and Mr. Maury Jeff presented the West Valley Community Police Advisory Board update. This CPAB has focused on recruitment and has nearly doubled in size during the last year to 28 members. Recruitment efforts have included giving scripts to Senior Lead Officers so that they may talk with community members about joining the CPAB. Effort has also been placed on emergency preparedness for the entire community. Captain Zingo and Mr. Jeff showed signs that they are sharing with the community that can be placed in a window following a disaster indicating if the residents are okay or if they need help. Special events are also strong at West Valley as they expressed their excitement for their National Night Out event.

The Department's report relative to the Review of Ninth Circuit Court of Appeal Decision Bryan v. McPherson and the Los Angeles Police Department's Use of Force Policy , was approved. Commander Stuart Maislin outlined that the Department's policy falls well within the Court's decision on the use of tasers. It was clarified that the use of the taser must be based upon a credible physical threat. Training on this issue is ongoing.

The DNA Quarterly Report – 2 nd Quarter , as presented by Deputy Chief David Doan, was approved. He was pleased to report that the backlog is essentially cleared and the work is continuing with grant funding.

The Detective Support and Vice Operations Inspection was approved. Captain Ann Young stated that internal audits have been implemented to improve the work product portion of the audit.

The Vehicle Pursuit Management Inspection , as presented by Detective Jose Ceja, was approved. He stated that no major concerns were raised with this inspection, yet acknowledged that one pursuit that was reviewed was problematic. The Department did however, address that issue.

Report of the Inspector General – Inspector General Nicole Bershon reported that she attended the retirement event for Sgt. Ronnie Cato and said that it was very well attended. She also met with new Council Member Mitch Englander. In addition, five more reviews of categorical use of force incidents were posted.

Personnel Department Assistant Manager Gloria Sosa and Sr. Personnel Analyst II Charlette Rodgers presented the process and timeline for the selection process for the Inspector General . The position will be open for filing from July 21 st to August 19 th . Weekly updates will be provided to Commissioners Mack and Drooyan, who will serve as the screening committee. Interviews will occur the week of September 5 th and an announcement is expected the week of September 12 th .

Police Administrator Gerry Chaleff and Police Auditor Randy Khatami presented the Confidential Financial Disclosure Inspection . Significant compliance progress has been made and compliance is monitored every month. Chief Beck praised Mr. Khatami for the outstanding job he has done in preparing the officers for the financial disclosure documentation.

The Gang Enforcement Detail/Community Law Enforcement and Recovery Program – Selection Criteria Audit was approved. The Department was asked to return in 30 days to provide additional information.

The Detective Support and Vice Division Animal Cruelty Unit Inspection was approved. Captain Ann Young and Lt. Andre Dawson stated that this inspection does not reflect the quality of work and the level of passion that the detectives display in that unit, as they are all very professional. They vowed that the next inspection would reveal better results.

The Detective Support and Vice Division Mental Evaluation Unit Assessment was approved. The Commissioners commended the members of the unit for their outstanding work.

The Digital In-Car Video System Audit was approved. Deputy Chief Pat Gannon and Commander Bob Green outlined some of the challenges in getting the first phase of the cameras operational, however at this time, all South Bureau patrol cars are equipped with the cameras and all patrol officers are trained to operate them. To date, 39,000 incidents have been recorded. The Department is currently finalizing the request for proposal for phase two of the digital in-car video systems.

At the Police Commission Meeting on July 5, 2011

Commission Comments – Vice President Alan Skobin participated in a ride-along with Commission Investigation Division's (CID) Tow Unit to observe a sting on bandit tow activities. He was so impressed, he asked Lt. Chris Waters and Detective Ben Jones to discuss their efforts in combating bandit tow operators. Detective Jones stated that bandit tows victimize the public and are often the entryway into further insurance fraud. CID monitors the tow industry in Los Angeles, and as such, is the receiver of complaints regarding tow operators. When a complaint is received, it is investigated and that investigation may include a sting operation, giving the tow operator the opportunity to do the right thing. If illegal tow operations are observed during a sting, progressive discipline is initiated which can lead to the revocation of the Police Commission permit allowing the operator to tow vehicles in the City of Los Angeles.

Chief's Report – Chief Charlie Beck was pleased to report that the 4 th of July weekend was calm throughout the City. He stated that total violent crime is down by 9.5% compared to this time last year. Report of the Executive Director – Mr. Richard Tefank noted that the activity report for May, 2011, from Commission Investigation Division, was included in the Commissioners' packages for review.

Report of the Inspector General – Inspector General Nicole Bershon reported that she has accepted the position of Superior Court Commissioner, stating that is a position she has desired for years, yet she is definitely saddened to be leaving the position of Inspector General. The Commissioners shared their appreciation to Ms. Bershon for her outstanding work and dedication.

Co-Chairs Josh Rubenstien and Captain Justin Eisenberg, as well as Captain Peter Whittingham presented the annual update from the North Hollywood Community Police Advisory Board . This diverse community poses many law enforcement challenges yet has achieved significant crime reduction statistics. There are 27 members of the North Hollywood CPAB and 35 guests at most meetings. A restructuring of the CPAB has provided new approaches and a revitalization. Structurally, there are five subcommittees that focus on specific goals such as crime reduction and youth. This area has also placed an emphasis on gang reduction and has implemented numerous programs such as Summer Night Lights to provide preventative measures, as well as enforcement.

The Department's Jail Division Operations Inspection , as presented by Commander Scott Kroeber and Captain David Lindsay, was approved. Captain Lindsay stated that the majority of the recommendations from the Inspection had already been completed when he took over the Jail Division. He is ensuring that the recommendations are being implemented in all three jails even though the Inspection was conducted in only two jails. He addressed some of the significant challenges that the Division has faced in opening the Metropolitan Detention Center such as a major plumbing malfunction and employing a new system of both sworn and civilian personnel. Commander Kroeber commented that Captain Lindsay is very innovative and has approached all challenges admirably.

The Gang Enforcement Detail/Community Law Enforcement and Recovery Training Inspection , as presented by Police Performance Auditor IV Jeff Phillips, was approved.

Commission Comments – Commissioner Richard Drooyan attended the LAPD vs. LAFD Summer Tip-Off Basketball Game over the weekend and was pleased to see LAPD win the game! He was also impressed with the efficiency and presence of the Cadets who assisted with the event.

Chief's Report – Chief Charlie Beck thanked Commissioner Drooyan for his attendance at the basketball game and noted the kick-off for the Summer Night Lights program. Chief Beck commented on the retirement of Fire Chief Millage Peaks, stating that he has accomplished more than many in his short tenure of 22 months. Total violent crime is down by 10.3% compared to this time last year. Assaults on officers is up by 42%. Report of the Executive Director – Mr. Richard Tefank stated that he met with staff from the Metro Rail Phase II Project to discuss community impact of the upcoming construction. Members from the Expo Authority will come to a future Police Commission meeting to provide an overview. Mr. Tefank also stated that City Council will be considering the amendment which allow him to approve certain permits, which would provide more efficient service to the business community.

Report of the Inspector General – Inspector General Nicole Bershon reported that she was in Boston for training with other police management officials from throughout the country. She also noted that five additional reviews of categorical use of force incidents have been completed.

Ms. Vicki Burch and Captain Joe Hiltner presented the annual review from the Foothill Community Police Advisory Board . Captain Hiltner stated that they have experienced a much better rate of success in reaching and interacting with the community through “impromptu meetings.” These meetings are announced by the Cadets going door to door about an hour before the meeting starts. As technology changes, so does the Foothill CPAB with ongoing training on public safety communication methods such as texting. Foothill is also undergoing renovation courtesy of the CPAB members who are volunteering their resources and time to paint and fix up the station. Captain Hiltner also reported that Foothill has seen significant reduction in Part One Crime. Vice President Skobin added that Foothill has a large community support system as proven by the National Night Out event.

At the Police Commission Meeting on June 21, 2011

Chief's Report – Assistant Chief Earl Paysinger reported that total violent crime is down by 10% compared to this time last year. While crime is trending down, he also noted that this past weekend saw a spike in violent crime in several points of the City. He commented that he received a note from a Cadet who was entering into Princeton in the fall. He stated that the Cadet program consistently produces students who move on to universities.

Report of the Executive Director – Mr. Richard Tefank stated that he may need to leave during the meeting to attend the City Council meeting.

Report of the Inspector General – Assistant Inspector General Django Sibly reported that five additional abridged summaries of categorical use of force incidents have been completed bringing the total to 260 completed in approximately one year.

The Department's report, relative to Transmittal of the Grant Application for the 2010 Homeland Security Preparedness Technical Assistance Program , was approved.

The Procedures for Custodial Interrogation of Adults and Minors – Revised; Procedures for Admonition of Constitutional Rights per California Welfare and Institutions Code, Section 625 – Minors Taken Into Custody – Revised; and Procedures for Questioning During Administrative Investigations – Established , was approved. Commissioners commented that these guidelines strike a good balance between the rights of those being interrogated the ability of officers to get information.

At the Police Commission Meeting on June 14, 2011

Commissioner Comments – Commissioner Rob Saltzman as well as Commissioner Richard Drooyan attended the California State University Los Angeles Commencement Ceremony where President John Mack was honored with the Doctorate of Humane Letters. Both Commissioners stated that it was a very nice ceremony and a fitting tribute to Commissioner Mack. Commissioner Robert Saltzman also participated in the LA Pride Parade and commended the Department for its active participation in the event. Commissioner Alan Skobin participated in a ride-along in Hollywood Division and was very impressed with the officers who provided the experience to him.

Chief's Report – Chief Charlie Beck provided an update on the staffing in Gang Intervention Teams, stating that the total number of officers in those units is 494. While this number is below the ideal number of 630, it is above the authorized requirement of 428. All GIT teams are making progress reflected by a 19.7% decrease in gang-related crime. He reported that total violent crime is down by 10.1% compared to this time last year.

Report of the Executive Director – Mr. Richard Tefank added his congratulations to Commissioner Mack for his Honorary Degree, and was honored to be present at the Commencement Ceremony.

Report of the Inspector General – Assistant Inspector General Django Sibley reported that five additional summaries of categorical use of force cases have been completed and posted, bringing the total to 255 reports completed in approximately one year. He also introduced two summer interns present in the audience: Steven Lesan, from the University of San Diego School of Law, and Kattie Drooyan, who received B.A. from Haverford College in May 2011.

A Police Commission certificate was presented to Captain III Sean Kane, Devonshire Division upon his retirement after more than 32 years of dedicated and outstanding service to the Los Angeles Police Department.

The Department's and Inspector General's reports relative to the Ethics Enforcement Section Quarterly Report, Fourth Quarter, 2010 , were approved, however Commissioners Alan Skobin and Richard Drooyan will continue to work with the Department to clearly define the term “Pass-Substandard,” and to further analyze situations when individuals are dissuaded from making a complaint.

Commissioner Comments – Commissioner Rob Saltzman as well as Vice President Alan Skobin attended the graduation for the first Gay, Lesbian, Bi-Sexual, and Transgender Community Police Academy. Commissioner Saltzman noted that all participants made it all the through the course and it was a very positive experience for the participants, the community and the Department.

Report of the Executive Director – Mr. Richard Tefank recommended that the update from the Pacific Community Police Advisory Board be heard first, allowing Captain Peters to return to Pacific.

Report of the Inspector General – Assistant Inspector General Django Sibley reported that five additional summaries of categorical use of force cases have been completed and posted, bringing the total to 250 reports completed in approximately one year.

Co-Chairs Rob Kadota and Captain Jon Peters presented the annual update from the Pacific Area Community Police Advisory Board . Captain Peters explained that Pacific is somewhat unique compared to other areas in that the population swells with tourists on the weekends and during the summer. It is also unique as it is bordered by numerous law enforcement agencies, allowing partnerships to flourish. Some of the challenges for the area are Venice Beach, marijuana dispensaries, Los Angeles International Airport, and gang activity. Pacific Area has been quite successful in addressing topical issues through community events. Their “Winter Wonderland” event has been very popular as well as the Halloween Open House. Pacific also has active youth programs and reaches out to youth in the area through events such as the Anti-Bullying forum. The Cadets perform a variety of duties including weekly clean up of the station. The Pacific CPAB is currently developing a database of businesses and locations that have surveillance cameras in use. Information from these cameras could greatly assist detectives.

The Department's report relative to detailed scoring leading to the selection of American Traffic Solutions, Inc. as the recommended Automated Photo Red Light Enforcement Program contractor, was not approved or transmitted to City Council. The Police Commissioners focused on three main reasons for not approving the contract: the inability to enforce the collection of fines from citations generated from the system, the costs related to running the system and the inability for the revenue to cover the costs borne by the City, and the uncertainty of proposed State legislation which would further decrease revenue generated from citations. All Commissioners reiterated that public safety remains their primary concern in all decisions.

The Department's report relative to the Request for the Office of the City Attorney to draft or amend the Los Angeles Municipal Code (LAMC) for the Sales and Possession of Traditional BB or Pellet-Firing Air Guns that expel a projectile through the force of air pressure , as presented by Captain Bill Hart, was continued to allow for the inclusion of additional concerns. The Commissioners were particularly concerned on how to address and prevent the painting of real guns to imitate toy guns, which would create a significant officer safety issue.

Deputy Chief Mark Perez presented the report relative to the Conditional Official Reprimands 2008 – 2010 . After much discussion, the report was received and Deputy Chief Perez was asked to return in 60 days with specific information on standards or guidelines used when imposing Conditional Official Reprimands, data supporting the current report, detailed information on the use of Conditional Official Reprimands for charges of Driving Under the Influence, and the status of tracking Conditional Official Reprimands in TEAMS II, along with other items.

At the Police Commission Meeting on May 31, 2011

Commissioner Comments — Vice President Alan Skobin and Commissioner Richard Drooyan were pleased to attend the Medal of Valor Ceremony which honored 10 officers who demonstrated extraordinary courage. Vice President Skobin noted that all officers demonstrate extreme courage every day, and he always appreciates the magnificent job they accomplish. Commissioner Robert Saltzman and Commissioner Alan Skobin attended a meeting with Deputy City Attorneys and Department staff regarding risk management issues and found it very productive.

Chiefs Report — Chief Charlie Beck thanked the Commission for the support at the Medal of Valor ceremony, as well as for the Commissioners support on risk management issues. He reported that total violent crime is down by 9.9% compared to this time last year. Chief Beck will now also be regularly reporting on the number of officer involved shootings, which is currently at 24 for 2011, and the number of assaults on officers, which is up by 45.5% compared to this time last year. Commissioner Robert Saltzman noted that the additional information in the Chiefs Report will be helpful and useful. Commissioner Richard Drooyan asked Chief Beck if there was any explanation regarding the fact that crime is down and assaults on officers are up. Chief Beck offered that there could be numerous reasons, including the economy, for this generally nationwide occurrence.

Report of the Executive Director — Mr. Richard Tefank noted that the Department requested that item 7E be pulled from the agenda. He also reported that the Department will begin to provide a summary to the Commission on Categorical Use Force cases on a quarterly basis. The first report in this new format will actually embody two quarters (January 1 to June 30, 2011), and will be presented to the Commission in July.

Report of the Inspector General — Nicole Bershon reported that five additional summaries of categorical use of force cases have been completed and posted, bringing the total to 245 reports completed in approximately one year. She took the opportunity to introduce new law interns who will be joining the Office of the Inspector General for the summer. They are: Annie Loo from Chapman University School of Law, Derek Kigongo from University of Southern California School of Law, Steven Lesan (not present)from University of San Diego School of Law, and Katherine Drooyan (not present) who received her B.A. from Haverford College in May.

Mr. Larry Stearn and Captain Sean Kane presented the annual report from the Devonshire Area Community Police Advisory Board. Mr. Stearn stated that the Devonshire CPAB has addressed issues in the area that impact quality of life, such as group housing. Devonshire has also been successful in vibrant youth programs with innovative concepts such as essay writing contests. Their approach has resulted in a significant reduction in crime. Devonshire currently holds the third spot for greatest crime reduction in the City of Los Angeles.

Commissioner Comments – Vice President Alan Skobin stated that he was honored to attend the 30 Year Pin Ceremony for LAPD employees with 30 or more years with the City of Los Angeles.

Chief's Report – Chief Charlie Beck commended the Department on the arrest of one of the suspects in the Dodger opening day assault. He reiterated that this investigation is far from over and more work remains be done. Compared to this time last year, total violent crime is down by 10.5%, and gang-related crime is down by 18.9%.

Report of the Executive Director – Mr. Richard Tefank reported that the Commission Investigation Division Activity Report for April, 2011, is included in the Commissioners' packages for review. He also stated that items 7A and 8K are being pulled from the agenda.

Report of the Inspector General – Nicole Bershon reported that five additional summaries of categorical use of force cases have been completed and posted, bringing the total to 240 reports completed in approximately one year.

A Police Commission Citation was presented to Mr. Sasank Reddy , who works with the Los Angeles County Department of Mental Health. As a member of the SMART team, he responds with LAPD officers to urgent matters requiring the expertise of mental health professionals. Mr. Reedy was honored for his heroic role in saving the life of a suicidal man.

The annual status report from the Hollywood Area Community Police Advisory Board was presented by Co-Chairs Gary Minzer and Captain Bea Girmala. This extremely diverse community poses many challenges and similarly has enjoyed many successes. Hollywood Area has been very proactive in community outreach and regularly organizes events for emergency preparedness and numerous youth events. The Hollywood CPAB approaches its goals through committees that are focused on specific issues: emergency preparedness, homelessness, nightclubs, youth, and clergy. All committees are very active and have made outstanding progress in each area. Captain Girmala grew up in the Hollywood Area and served at each rank, with the exception of Lieutenant, in the area as well. She has witnessed the decline of parts of Hollywood and is pleased to be part of the significant improvements now underway.

Commissioner Comments – Commissioner Robert Saltzman and President John Mack both attended the Association of Black Law Enforcement Executives Installation Brunch and commented how impressed they were. A great deal of history, progress, and vision was shared at this well-attended event.

Chief's Report – Chief Charlie Beck commended Wilshire and Olympic Divisions on their outstanding work in capturing bandits that had been terrorizing the area. Violent crime is down by 10.9% compared to this time last year, and gang-related crime is down by 19%. Inspector General Nicole Bershon presented her review of the Department's Quarterly Discipline Report, Fourth Quarter, 2010 . For this review, she stated that her office focused on retaliation complaints made by Department personnel. The review revealed that there is no problem with complaints being taken, however there needs to be some attention given to the way these types of complaints are investigated and adjudicated. She felt that part of the problem rests in the fact that retaliation complaints are considered as “non-disciplinary” complaints and therefore, do not receive the same type of attention as other complaints. Captain Don Schwarzter and Commander Rick Webb agreed with recommendations made by the Inspector General and had already been working on a plan to elevate the “workplace” complaint unit to a section, and to also not categorize these complaints as “non-disciplinary.” The Commissioners expressed their concerns regarding the investigation of these types of complaints while also acknowledging the balancing of risk management issues. The Commission approved the report asking that the Department return in two weeks with an additional report addressing a risk management strategy, early intervention, and a plan to minimize litigation.

The Inspector General's Annual Report , May 2010 to May 2011 , was approved. Inspector General Bershon stated that this report gives her an opportunity to give praise to her staff members. With staff cuts and furloughs, the Office of the Inspector General has produced even more work in the past year, reflecting the employees' dedication and hard work. The Office of the Inspector General consists of the Complaint Intake and Review Section, Audit Section, Categorical Use of Force Section, and Administrative Support Staff. Ms. Bershon reiterated that it has been a very busy and productive year. As an example of the quantity of work, Ms. Bershon noted that 235 Abridged Summaries of Categorical Use of Force cases have been completed and posted.

Chief's Report – Chief Charlie Beck reflected on the Annual Memorial Ceremony honoring 204 LAPD officers who gave the ultimate sacrifice in the line of duty. Added to the list this year was Officer Joshua Cullins who was killed in the line of duty in Afghanistan. He reported that total violent crime is down by 10.9% compared to this time last year, and noted that assaults on officers are up by 20%. There are currently 9,914 sworn employees, 246 level one reserves, 26 level two reserves, 155 level three reserves, 640 volunteers, and 2,863 civilians.

Central Area Community Police Advisory Board Co-Chairs Brady Metcalf and Captain Todd Chamberlain presented their annual report. The Central CPAB regularly meets at the Pico House, but they also hold their meetings at other locations. Captain Chamberlain approaches the CPAB as a true advisory board, meaning that each member is very active and each members' view is an important aspect of Central's success. There are currently about 40 CPAB members at Central, which Captain Chamberlain stated, is a perfect number for the area. In the last Census count, the population of permanent residents in downtown has increased by 10,000, which has altered the policing plan for the area. The CPAB is looking into ways to communicate through social media such as Facebook, Twitter, or the Nixle system. Central also has active youth programs and is working on re-establishing various work programs.

The Department's and the Inspector General's reports relative to the Ethics Enforcement Section Quarterly Report, Third Quarter, 2010 , were approved. The Inspector General agreed with the majority of the Department's review with the exception of the recommended discipline for two incidents. Deputy Chief Mark Perez reviewed the incidents and agreed with the Inspector General's opinion and stated that he would change those recommendations and also review them for any possible systemic issues.

The Pre-Interview Disclosure in Complaint Investigations report was continued for one week allowing time for the Inspector General and Commander Rick Webb to discuss showing video of incidents to officers before they are interviewed for a complaint investigation regarding that incident. Deputy Chief Mark Perez also agreed to alter the report to reflect male and female officers instead of only male.

The Categorical Use of Force Systems Audit – Third Quarter Fiscal Year 2010/11 , was approved. Police Performance Auditor Jeff Phillips stated that the audit reflected high levels of compliance yet he noted some recommendations including the need for RACR notification within 20 minutes, updating forms used for Categorical Uses of Force, and altering training verbiage.

At the Police Commission Meeting on May 3, 2011

Chief's Report – Assistant Chief Earl Paysinger reported that violent crime is down by 11.2% compared to this time last year. In response to the death of Osama Bin Laden, the Los Angeles Police Department has been on alert and maintained constant communication with other law enforcement agencies. While several events have been occurring, such as the Lakers playoff games, Dodgers games, and May Day, the Department has been using resources very efficiently with no overtime incurred. President Mack agreed that the all of the events have gone very smoothly and he acknowledged that the organizers and participants of the May Day events are also to be commended.

Report of the Inspector General – Nicole Bershon noted that representatives from her office are always present in the audience to assist individuals attending the Police Commission meetings who have complaints, concerns or questions regarding issues under the purview of the Office of the Inspector General. She reported that five additional summaries of Categorical Use of Force cases have been completed and posted, bringing the total to 225 reports completed since May, 2010.

The DNA Quarterly Report – 1 st Quarter, 2011 , was approved by the Commission. Deputy Chief David Doan stated again that work on the DNA backlog is complete. Now that this goal has been achieved, Deputy Chief Doan said that he would be returning to the Commission with the recommendation that the reports to the Commission focus on current and future DNA issues and not the past, as the backlog is now gone. President Mack commented that the Commission would be open to that recommendation, and he also commended the Department on this significant accomplishment.

Captain Art Miller and Lt. Bob Arcos presented the 2010 K-9 Platoon Annual Summary Report , which was approved by the Commission. Vice President Skobin asked about the announcement system that advises communities of dogs being used in the area. Lt. Arcos commented that approval of this system is near completion, and when it is ready, the system can also be used for other needs. The report also recommended to increase the K- 9 Platoon by one sergeant and four officers.

At the Police Commission Meeting on April 26, 2011

Chief's Report – Chief Charlie Beck regretted to report the sad passing of Police Officer Jose Diance in a single-car traffic accident. He commented that he was with Officer Diance's family this weekend and he will be missed immensely by his family, friends, and by the members of the Southwest Division. Officer Diance served as both a Cadet and a Student Worker before becoming a Police Officer. Chief Beck also commented on the release of Police Officer Steve Jenkins from the hospital, saying that he is making remarkable progress after being shot during an incident with a barricaded suspect. Part One Crime is down by 11.4% compared to this time last year, and gang-related crime is down by 17.7%. There are currently 9,930 sworn employees, 246 level one reserves, 26 level two reserves, 155 level three reserves, 640 volunteers, and 2,867 civilian employees. This past Saturday, the Department held an assembly and barbeque in recognition of the significant contribution of the reserve forces.

Report of the Executive Director – Richard Tefank noted that Item 8A on the agenda should state that the report is from the Department, not the Inspector General.

Report of the Inspector General – Nicole Bershon reported that five additional summaries of Categorical Use of Force cases have been completed and posted, bringing the total to 220 reports completed since May, 2010.

Deputy Chief Kirk Albanese reported on the Vice Secret Service Funds Inspection , which was approved by the Commission. He noted a few things that the Inspection brought to light, and those items, such as the need to amend forms, will be addressed. Generally, however, the Inspection revealed that funds were properly requested, dispersed, and used.

At the Police Commission Meeting on April 19, 2011

Commission Comments – President Mack attended Chief Paysinger's Community Relations Symposium which was a full day of inclusive and meaningful presentations and dialogue. He also attended the annual Community Police Advisory Board Symposium for Captains and CPAB Co-Chairs, which he thought was equally informative. President Mack commented on the passing of Lt. Chris Waters' father and added that the Commission's thoughts and prayers are with her. Commissioner Mack then introduced ten students from Crenshaw High School who are participating in a leadership program with the Los Angeles Urban League. The students are Reginald Moore, Christian Oliver, Kaaliyah Stephenson, Nigel Reed, Malikah Levy, Alby Alawoya, Jazmine Williams, Alejandra Torres, Brianna Zamora, and Rosa Rodriguez.

Chief's Report – Assistant Chief Earl Paysinger reported that total violent crime is down by 12.3% compared to this time last year, and notably, homicide is down by 26.3%. As it has been widely reported, the LAPD will be providing additional security at Dodgers Stadium. The costs will be absorbed by the Dodgers. He added that it is wonderful to see the students from the Urban League program as they represent the positive future of Los Angeles.

Report of the Inspector General – Nicole Bershon attended the Teen CPAB Symposium in the Harbor Area and was very impressed with the level of participation and interest. To date, 215 summaries of Categorical Use of Force cases have been prepared and posted to LAPDOnline.org. The original backlog of 240 has been great reduced.

In a three to two vote, the Commission approved the Department's analysis of Jay Beeber's report entitled, “Safer Streets in Los Angeles: Why engineering countermeasures are more effective than photo enforcement in reducing red light related crashes.” Captain Tom McDonald, Sgt. Matthew MacWillie, and from the Department of Transportation, Mr. John Fisher, maintained that the photo red light system is effective and provides a force multiplying effect for the equipped intersections. The cameras are doing what they were intended to do, which is to cite offenders of the law and improve driver behavior. To provide the same amount of coverage would require 100 officers, so the cameras provide a cost-effective alternative. Assistant Chief Michel Moore added that the cameras are one tool that the Department uses in a comprehensive approach to traffic safety. Mr. Jay Beeber stated that he feels countermeasures are more effective and would not be as costly. He stated that studies should be conducted before the cameras are installed to determine their actual need, and that alternate engineering methods should be tried, such as increasing the yellow light time. The report was forwarded, as requested, to City Council, with all related documents.

The Inspector General's report relative to the Complaint Investigations Audit, Fiscal Year 2010/2011 , was approved. Overall, the report revealed complete and thorough investigations.

The awarding of the Medal of Valor was approved for Police Officer Owen Berger.

At the Police Commission Meeting on April 12, 2011

Commission Comments – Commissioner Debra Wong Yang thanked Chief Beck for participating in a presentation with the Singapore Attorney General at her office. Commissioner Robert Saltzman thanked Dr. Luann Pannell for an in-depth briefing she provided to him as well as Commissioner Mack. Commissioner Saltzman also announced that the first LGBT Community Police Academy class started last week, and while he was not able to attend that class, he does plan to observe a class in the future.

Chief's Report – Chief Charlie Beck reported that the funeral service for Lawrence Tolliver III was well-attended by Department staff. The Department was also present in the successful outcome of the second CicLAvia event. Chief Beck attended the Department's Cesar Chavez breakfast, commemorating his legacy. The crime statistics continue to look very positive as Part One crimes are down by 11.1% compared to this time last year. Homicides are down by 29.2%, and gang-related crime is down by 15.2%.

Report of the Inspector General – Nicole Bershon stated that five additional abridged summaries of categorical use of force cases have been completed and posted, bringing the total to 210 reports completed since last May. She attended an event upon the invitation of Chief Downing at the Advancement Project related to gang issues. Ms. Bershon also attended the Department's Cesar Chavez breakfast.

The Memorandum of Agreement between the Housing Authority of the City of Los Angeles (HACLA) and the Los Angeles Police Department (LAPD) was approved by the Police Commission. Captains Anita Ortega and Captain Phillip Tingerides explained that this agreement allows for the full-time deployment of officers in Ramona Gardens, Nickerson Gardens, Jordan Downs, and Imperial Courts. The LAPD will be reimbursed by HACLA for this service. The Captains felt that this was a perfect opportunity to serve the community members who need the Department's assistance the most. Additional arrangements are being made for job training through partners such as the Los Angeles Urban League. Chief Beck added that he was very pleased with this arrangement as it assists in Department goals on many levels and he commended Captains Ortega and Tingerides for their great work in bringing true community policing to these areas.

The Narcotics Enforcement Detail Booking Approval Form Inspection was approved by the Police Commission.

Commission Comments – President John Mack, on behalf of the Commission, expressed his thoughts and prayers for the recovery of Officer Steven Jenkins, who was seriously injured in a stand-off.

Chief's Report – Chief Charlie Beck also shared his concern for Officer Steven Jenkins and was pleased to note that his condition has been upgraded, yet he still has a long and difficult road ahead. Central Division is hosting a blood drive for Officer Jenkins and the Chief, as well as Mayor Villaraigosa, have already donated blood. Chief Beck is now able to report on the first quarter of crime statistics for 2011, and they are very positive. Compared to this time last year, total violent crime is down by 11.6%, and homicides are now down by 19.2%.

Report of the Inspector General – Nicole Bershon stated that five additional abridged summaries of categorical use of force cases have been completed and posted.

Executive Director Richard Tefank noted that Agenda Item #7A does not need to be transmitted to the Mayor and City Council, and can be accepted at the Commission level.

Captain Tom McDonald and Sgt. Matthew MacWillie presented the Fourth Amendment to Agreement No. C-109495 with American Traffic Solutions, Inc. for the Photo Red Light Program . To assist with logistics and the Request for Proposal process, the Commission approved the extension of the current contract in 30 day increments, not to exceed 90 days.

Captain Ivan Minsal outlined the actions of good Samaritans deserving of a Police Commission Citation . These individuals pulled a motorist from a burning vehicle. Commissioner Mack commented that it was important to recognize such heroic actions. The item was approved and the good Samaritans will be invited back at a future Commission meeting for a formal presentation.

Commission Comments – Vice President Alan Skobin attended the Annual SWAT Banquet and was very impressed and honored to be part of the event.

Chief's Report – Chief Charlie Beck stated that he participated in the “See Something, Say Something,” event with Secretary of Homeland Security Janet Napolitano. He also attended the memorial service for Warren Christopher and added that it was a dignified event for a dignified man. Chief Beck reported that there are currently 9,904 sworn personnel, 1,020 volunteers, and 2,862 civilians. All categories of crime are now below what they were last year, including homicide. Violent crime is down by 12.5%.

Report of the Executive Director – Mr. Richard Tefank reported that the Commission Investigation Division Activity Report was included in the Commissioners' packages for review. He also introduced a new employee: Senior Clerk Typist Brandi Ward. She will be working in the Enforcement Section of Commission Investigation Division.

Report of the Inspector General – Nicole Bershon stated that she and her staff met with staff from the Oakland Police Department's Inspector General Office to share best practices.

Deputy Chief Kirk Albanese reported on the Professional Services Agreement with Celplan Technologies, Inc. for the LAPD Wireless Camera Surveillance System Foothill Division . Under this agreement, the needs of the Department are met, including the maintenance of the system.

The Inspector General's report relative to the Ethics Enforcement Section Quarterly Report, Second Quarter 2010 , was approved. The Inspector General's Office reviewed all 15 of the integrity audits, and 16 of the 30 complaint intake audits. The review found that the audits were complete and well-documented. Ms. Bershon added that her office recommends consistency related to the intake of complaints through FAX machines.

The Analysis of Jay Beeber's Report Entitled “Safer Streets in Los Angeles: Why Engineering Countermeasures are More Effective than Photo Enforcement in Reducing Red Light Related Crashes ,” was continued for three weeks.

New Employee

Senior Clerk Typist Brandi Ward has joined Commission Investigation Division, Enforcement Section. She has been with the City for almost eight years. She started with Facilities Management Division working with Prop Q projects and assisting with the opening of West Valley and Mission Division. She then worked at Hollywood Division as both a Detective and Vice Secretary. She promoted to Senior Clerk Typist at the Department of Neighborhood Empowerment, and then came back to LAPD at Olympic Division, where she assisted with the opening and then served as the Auto Clerk in Detectives.

Commission Comments – Commissioner Richard Drooyan noted the passing of Warren Christopher and added that he made a significant, positive impact at the Los Angeles Police Department. His work for the Department is greatly appreciated and will not be forgotten.

Chief's Report – Chief Charlie Beck also expressed his appreciation to Warren Christopher for the countless contributions he made to the LAPD. His legacy will long be remembered. Chief Beck reported that the Department successfully policed the L.A. Marathon through the heavy rain. Unfortunately, there were numerous incidents of hypothermia. Crime statistics continue to decrease, as Part One Crime is down by 12%, compared to this time last year. There are currently 9,904 sworn employees, 1,020 volunteers, and 2,862 civilians.

Report of the Executive Director – Senior Management Analyst II Eva Vega noted that Item 7B on the Agenda was to be continued.

Report of the Inspector General – Inspector General Nicole Bershon said that the Summary of Categorical Use of Force case #072-10, which is the case adjudicated last week by the Police Commission, is now online at LAPDOnline.org, for public review. She also added her appreciation to the work of Warren Christopher, as he was essentially the driving force in the creation of the Office of the Inspector General. He visited the Office of the Inspector General from time to time and shared his candid thoughts and vision.

Co-Chairs Siena Cawelti and Captain Thomas Brascia presented a status report from the Topanga Los Angeles Community Police Advisory Board . Captain Brascia began by stating that Topanga has experienced an 18% drop in violent crime in 2010. He credited much of the success in crime reduction to the active CPAB and the outstanding volunteers of Topanga. Ms. Cawelti stated that there are currently 74 volunteers at Topanga and they are credited for innovative projects such as the “Category II Call Back” program which consists of volunteers calling back Category II victims and providing and gleaning information to assist both the victims and detectives. With the CPAB's efforts, Topanga's “National Night Out,” was so successful, it earned the “All Star Award.” Topanga Station has very active youth programs including PALs, Cadets and a Youth Board. Each CPAB meeting is highlighted with a topic expert speaker providing the opportunity for continuous education for all members. Goals for the coming year include improved communication between the Department and the community. To this end, Topanga has vowed to increase its NIXLE membership, although this station already has the highest number of NIXLE subscribers.

The Department's response to the Categorical Use of Force Systems Audit, Third Quarter, AD #08-007, and the Inspector General's Report of the Categorical Use of Force Systems Audit , was approved.

The Supply Procurement and Disbursement Audit , IAID #08-097, was approved.

Commission Comments – President John Mack attended the National Organization of Black Law Enforcement Executives annual event, which this year, honored those who “shattered the glass ceiling.” Commissioner Alan Skobin attended the Los Angeles Police Protective League Delegates Conference and provided a presentation on Police Commission perspectives. Commissioner Robert Saltzman attended the LGBT Community Forum and thanked the David Bohnett Foundation for its generous sponsorship of these meetings.

Dr. Luann Pannell presented the Police Training and Education Professional Advisory Committee and thanked them for their outstanding contribution to the effectiveness and appropriateness of the Department's training efforts. The members of the Committee are Mark Abelsson, Herman DeBose, Richard Dickinson, Mark Katrikh, Ron LaBrada, Sunn Lee-Goodman, Page Miller, Elke Rechberger, and Joumana Silyan-Saba.

Co-Chairs Robert Ringler and Captain Evanglyn Nathan presented a status report from the West Los Angeles Community Police Advisory Board . Captain Nathan provided and overview of the geographically largest of the 21 divisions. She was pleased to report that West Los Angeles reported at 14% drop in Part One Crime in 2010. Mr. Ringer explained that West Los Angeles is effective in its goals due to a multi-layered approach of working with numerous agencies. There has been a large increase in the number of CPAB members and those interested in the process as there are 40 to 50 attendees each meeting. Some of the issues in the area include the opening of marijuana dispensaries, auto theft, and traffic. West Los Angeles boasts a strong volunteer system and active youth programs, including Cadets, DAPS, and Jeopardy programs.

Following closed session, the members of the Police Commission announced their findings in the Officer Involved Shooting Case involving the tragic death of Mr. Manuel Jaminez. The Commission found that the tactics, drawing of the weapon, and the use of force, employed by the involved officers, were in policy.

Commission Comments – President John Mack noted the passing of Inspector General Nicole Bershon's father and expressed his deepest condolences on behalf of the Police Commission.

Chief's Report – Chief Charlie Beck reported that he worked patrol, as he does each month, in Central Area on horseback on Friday evening. It reminded him of the time when he served as Captain in Central and how the men and women of that Division perform an amazing job while facing numerous challenges. He noted that total Part One Crime is down by 12.7% compared to this time last year, and that all categories are down with the exception of homicide, which is up by a count of two. There are currently 9,918 sworn employees, 1,020 volunteers, and 2,862 civilians.

Report of the Executive Director – Richard Tefank announced that Council Phone was up and working again, allowing people to listen to the Police Commission meeting live throughout the City.

Executive Director Richard Tefank presented his response relative to Policy Recommendations Submitted to the Board of Police Commissioners by the Los Angeles Community Action Network (LACAN) . The first policy recommendation was the expansion of the SMART teams in the Skid Row area. Mr. Tefank noted that there are currently two SMART teams in the area that cover 20 hours of each day. Each team consists of a trained officer and a mental health clinician. These teams are utilized throughout the City, and are called upon by the first responders. While all agree that the teams are useful throughout the City, resources do not allow increasing this program. The second policy recommendation was the creation of a Community Special Initiatives Taskforce. Mr. Tefank and Chief Beck both explained that there is a great deal of community involvement before and during any major community initiative, and that this recommendation would duplicate mechanisms that already exist. The third recommendation asked that more options be available for individuals to file commendations and complaints. Currently, commendations and complaints can be made in person, by phone, by mail and online. The forms are readily available at all LAPD facilities. Members of LACAN asked that the Commission not approve the report as it did not support their recommendations. Commissioner Mack said that there may be some unresolved issues, and Commissioner Skobin suggested that the report be continued allowing a subcommittee time to review the issues further. The item was continued.

Deputy Chief Jose Perez and Captain Todd Chamberlain presented the Department's response to the Los Angeles Community Action Network's Report on the Skid Row Safer Cities Initiatives . Chief Perez explained that the Safer Cities Initiative (SCI) has been in place in the Skid Row area since 2006, and since then, major crime has been drastically reduced. Captain Chamberlain stated that there are monthly SCI meetings that the public is welcome to attend, and he has additionally met with LACAN several times over the issue and related complaints. Throughout the discussion, it was brought up that it would be helpful if LACAN would share the videotapes that it has depicting officer misconduct. LACAN Director Becky Denison and Forrest Stuart, a UCLA Ph.D. candidate, presented their report which summarized a survey that they conducted with 203 individuals in the Skid Row area. They believe that the community cannot sustain the style of policing created by SCI as it leads to loss of housing and other essential services for individuals who receive citations. Commissioner Mack noted that this may be an item where an agreement is made to disagree, as there are strong differences of opinion. The Department's report was approved.

Police Administrator Gerald Chaleff presented the Fiscal Year 2011/12 Proposed Budget , which was approved. He noted that the proposed budget was actually 4.75% higher than the current fiscal year, however it is being submitted with the understanding that employee negotiations have not yet occurred, and they will undoubtedly impact the budget. The proposed budget for the 2011/12 fiscal year is $1,233,421,987.

During the Public Comment portion of the meeting, several individuals spoke regarding the Officer Involved Shooting involving Manuel Jamines.

Commission Comments – Commission Saltzman noted that he spent much of the day on Sunday observing the Department's preparation for the Academy Awards. He was very impressed with the coordination with other agencies and the professional preparation.

Chief's Report – Assistant Chief Paysinger reported that violent crime is down by 16.6% compared to this time last year. Additionally, gang-related crime is down by 24.1%. he commended the Department for not only the flawless deployment during the Academy Awards, but also during the Grammy Awards and the NBA All-Star weekend events. Commissioner John Mack added that he and Assistant Chief Paysinger provided a presentation on the African American community and the LAPD to the United States Attorney's Office for the California Central District.

II Chris Waters, Management Analyst II Damian Pacheco, who will be in the Employee Relations Section, and Management Analyst I Margaret Carmine, who is returning to the Alarm Section.

Report of the Inspector General – Nicole Bershon stated that five additional reviews of categorical use of force cases have been completed and posted to lapdonline.org. She also reported that she met with members of the Los Angeles Community Action Network and held a good, interactive discussion.

Inspector General Nicole Bershon outlined the Inspector General's report relative to the Department's Quarterly Discipline Report for the Third Quarter of 2010 , which was approved. The Inspector General's Office reviewed 25 cases closed during the quarter that contained at least one allegation of Unauthorized Force misconduct. In addition, one Out of Statute case was reviewed. Overall, investigations reviewed were of good quality and well investigated. Ms. Bershon felt that one investigation, which was related to a biased policing complaint, did not go as far as it could have. Her concerns were focused on the investigation of the officer's tone and tenor. Commissioner Robert Saltzman asked if and how Conditional Official Reprimands are noted on TEAMS II reports. Commander Rick Webb stated that there are challenges in capturing this information, yet he is currently working through getting the information appropriately placed. Commissioner Saltzman reiterated the Inspector General's concern about the fact that there are no written guidelines distinguishing the difference between Official Reprimands and Conditional Official Reprimands. The Commission directed the Department to report back in 45 days on the status of the guidelines for the use of the Conditional Official Reprimand, the process used to separate Official Reprimands and Conditional Official Reprimands, and the process to track Conditional Official Reprimands.

The Status Report of Department Audit and Inspection Plan – Third Quarter, Fiscal Year 2010/2011 , as presented by Captain Joan Wakefield and Police Auditor Beth Alonzo, was approved. Commissioner Alan Skobin stated that he and Commissioner Mack previously met and reviewed this audit in detail, and

New Employees

Lt. II Chris Waters is the new Commanding Officer of Commission Investigation Division. She has been with LAPD for 22 years and served in the field as well as in administrative positions throughout her career. She has the unique distinction of working as both a detective and as a sergeant, giving her a great deal of experience. Notably, she worked in the Consent Decree Bureau when the Consent Decree was new, and most recently, she served as the Adjutant to the Operations South Bureau Deputy Chief.

Management Analyst II Damian Pacheco has joined the Employee Relations Section.

He started with the City at the Office of Real Estate and Asset Management within the Department of Recreation and Parks as a Management Assistant in 2001. He promoted to Management Analyst I in 2005, in the Special Projects Unit within Training Division, LAPD. He promoted within Training Division to Management Analyst II in 2006, and began to supervise the Special Projects Unit and Revolving Training Fund Unit. In January of 2010, he added the responsibility of Adjutant to the C/O of Recruit Training.

Returning to the Alarms Section is Management Analyst I Margaret Carmine . She has been with the city for eight years, beginning as a Management Assistant at the Los Angeles Housing Department in 2002. In 2006, she became a Management Analyst, here at the Police Commission in the Alarm Section. In 2007, Margaret moved to West Los Angeles Division, and in 2008, to Robbery-Homicide Division. Welcome back, Margaret!

Chief's Report – Chief Charlie Beck reported the Department successfully worked through policing the NBA All Star Game in Los Angeles and the Department is now preparing for the Academy Awards this weekend and the Los Angeles Marathon the following weekend. All crime categories are down with the exception of homicide, and gang-related crime is down by 24.8% compared to this time last year. He stated that there are currently 9,935 sworn employees (plus 50 in the Academy), 1,016 volunteers, and 2,862 civilian employees. Commissioner John Mack congratulated the Department on the successful policing of the NBA All Star Game and related activities. Commissioner Skobin asked about the funding for these significant events and how the Department is reimbursed. Chief Beck explained that negotiations occur with the Mayor's Office to ensure that these events can be produced safely yet not with an adverse impact on the City's budget.

Report of the Executive Director – Richard Tefank reported that the End of the Year Activity Report for Commission Investigation Division was included in the Commissioners' packages for review. He also noted that the Department had requested that item 8D on the agenda be continued, and that there was a small correction to item 7D.

Report of the Inspector General – Nicole Bershon stated that the Office of the Inspector General has now completed 175 reviews of categorical uses of force incidents. She also reported that she just returned from the National Organization of Black Law Enforcement Executives Winter Symposium where a great deal of information was shared.

Van Nuys Area Community Police Advisory Board Co-Chairs Jean Sinatra and Captain Tia Morris presented their annual report. In the past year, the CPAB has become quite vibrant and each member is an active, working member. They are organized into committees which focus on specific needs in the area: Van Nuys Boulevard rejuvenation, youth, technology, and membership and outreach. Collectively, the CPAB has assisted in numerous events for the Van Nuys Station such as the “Magical Mystery Bus Tour,” an Officers' Appreciation BBQ, a Town Hall meeting, and an Officers' Reunion Day. They have also been very active with the Van Nuys youth programs including the Boot Camp. Van Nuys' goals include establishing a Teen CPAB and a citizens' surveillance team. Commissioner Skobin and Chief Beck both commented on the passion and spirit the employees and community members of Van Nuys have demonstrated with the tragic loss of Captain Bill Eaton.

The Inspector General's report relative to the Second Financial Disclosure Audit was approved. The audit reviewed the packages of 171 officers in assignments that require that a Confidential Financial Disclosure Report be filed. The audit captured the time frame from January 1 to November 30, 2010, and included 63 officers transferring into covered positions, 83 officers incumbent to covered positions, and 25 officers in covered assignment command staff positions. The compliance rate was 100% in all categories

Chief's Report – Chief Charlie Beck reported the Department successfully worked through policing the Grammy Awards and related events and anticipates another successful outcome during the NBA All Star Game this weekend. He stated that total violent crime is down by 13.2% compared to this time last year. All categories of crime are down with the exception of homicide, which is up by 6.3% (two homicides). There are currently 9,888 sworn employees plus 50 in the Academy, 1,015 volunteers, and 2,863 civilians.

Report of the Executive Director – Richard Tefank noted that Information Technology Agency has stated that the Council Phone option will be up and working for Police Commission meetings in March.

Report of the Inspector General – Nicole Bershon stated that the Office of the Inspector General has now completed 170 reviews of categorical uses of force incidents. She hopes to have 200 of these reports completed by May, which will be her one-year anniversary in the Inspector General position.

Co-Chairs Mike Russell and Captain Matt Blake presented the status report from the Olympic Community Police Advisory Board . Captain Blake stated that crime reduction is Olympic's primary goal, and to achieve that goal, the Community Police Advisory Board plays a critical part. To that end, the CPAB is very active in the Neighborhood Watch program as well as youth programs. Many of the CPAB members actually serve as tutors for youth in the DAPS program. Olympic is also active in e-policing and is now developing an anonymous tip option unique to Olympic. Constitutional policing is also a priority and training in the diverse communities within Olympic is ongoing.

The Inspector General's report relative to the Department's Standards Based Assessment Inspection – Lieutenants and Below , was approved. Discussion of this item led to the information that Deputy Chief Mark Perez is working on a proposal to alter some of the sworn performance assessment process, specifically the documentation and justification required for the “exceeds standards” rating. Chief Beck noted that the Department wants to ensure that the next change in this system is the last one, so any changes are being reviewed very carefully.

The Supplemental Review of Biased Policing Complaint Investigations Recommendations , as presented by Assistant Chief Sandy Jo MacArthur, Dr. Luann Pannell, and Commander Rick Webb, was approved. This report was, and will be, presented in concert with the Quarterly Biased Policing Update. Training on complaint intake has been conducted Department-wide and Commander Webb stated the results of that training are now evident in the quality of the subsequent investigations. All agreed that the models used in training emphasize courtesy as the most important factor in working with the community.

Commander Rick Webb presented the Quarterly Biased Policing Update, 4 th Quarter, 2010 , which was approved. In 2010, there were 245 complaints of biased policing containing 494 allegations of biased policing for cases closed in 2010. Commander Webb stated that the protocols for these investigations are now quite robust and improvements continue to be made to ensure extensive and exhaustive investigations.

At the Police Commission meeting on February 1, 2011

Commission Comments – Commissioner Robert Saltzman was pleased to attend and address the most recent graduation of recruits. Vice President Alan Skobin , as well as President John Mack , attended the memorial service for Captain Bill Eaton. President Mack also attended the Homeland Security Office of Infrastructure Protection's Recognition Ceremony of Operation Archangel. This program has gone from a pilot project at LAPD to a nationwide tool used in all 50 states.

Chief's Report – Chief Charlie Beck reported that he attended the Major Cities Chiefs Conference. He noted that the Metropolitan Detention Center will be officially opening for use later in the day. He also commented on the sadness of the passing of Captain Bill Eaton and thanked the production of “Southland” for closing the program in memory of Captain Eaton.

Report of the Executive Director – Richard Tefank noted that Item 8C should read “Original” Obsolete Records instead of “Duplicate” Obsolete Records, and that Item 8H has been continued.

Report of the Inspector General – Nicole Bershon reported that she had attended a meeting with Internal Audits and Inspections regarding the codification of Consent Decree items. She also participated in the first Biased Policing Working Group meeting, as did Mr. Tefank. Ms. Bershon will also be participating in a meeting with Councilmember Reyes this Thursday to discuss the Jimenez shooting in the Rampart Area.

The donation from the Los Angeles Police Foundation for the professional services of Dr. George Kelling to conduct a follow up project of the Safer Cities Initiative (SCI) , was approved. Chief Beck explained that Dr. Kelling would be returning to look at all of the SCI's throughout the City. He believes that Dr. Kelling's experience is a valuable resource for the Area Captains.

During the presentation of the DNA Quarterly Report – 4 th Quarter, 2010 , Captain Kevin McClure was pleased to report that the backlog of DNA kits to be tested is now eliminated. This significant accomplishment was lauded by all Commissioners.

The GED/CLEAR Supervisory Oversight Inspection , as presented by Deputy Chief David Doan, was approved. The audit revealed that supervision was evident throughout all incidents, however there is an issue with the consistency in marking the “available field time” box. Ms. Bershon added that the Inspector General is also looking at this issue and recommending that this item be changed to “actual time.”

The Crime Classification Audit was approved. Chief Beck added that this level of self- examination is not done in any other law enforcement agencies.

At the Police Commission meeting on January 18, 2011

Commission Comments – Commissioner Richard Drooyan was pleased to attend the South Bureau Community Partnership Meeting. He stated that the interaction with the community members was extremely positive and productive. President John Mack echoed the same impression of the meeting and added that he was honored to participate in the Kingdom Day Parade marking the Martin Luther King Jr. holiday. President Mack also noted that the Department of Justice has forwarded correspondence noting improvement in the investigation of biased policing complaints.

Chief's Report – Chief Charlie Beck stated that the last week has been a difficult one with the passing of Van Nuys Captain Bill Eaton. He noted that Captain Eaton was an outstanding person and he will be greatly missed at Van Nuys Area as well as throughout the Department. Chief Beck stated that there had been three Officer Involved Shootings in as many days and that while it was too early to determine any assumptions regarding the shootings, it was not too early to offer condolences the families of all concerned, including the officers who were injured. Chief Beck agreed with President Mack that the outpouring of support at the Kingdom Day Parade was wonderful. He was pleased to announce that Lt. Phil Hearn from Commission Investigation Division has been promoted to the rank of Captain and he will be going to Harbor Division for the next Deployment Period. He reported that there are 9,913 sworn personnel, 1,006 volunteers, and 2,863 civilians.

Report of the Executive Director – Richard Tefank congratulated Lt. Phil Hearn upon his promotion to Captain. Mr. Tefank also introduced Police Officer III + I Amie Gebro, the new Police Commission Security Aide.

Report of the Inspector General – Nicole Bershon reported that five additional Use of Force Summaries have been completed and are being posted. She is scheduled to meet with Earl Ofari Hutchinson from the Urban Roundtable to discuss the recent Officer Involved Shootings. Ms. Bershon also attended the South Bureau Community Partnership Meeting and felt that it was very productive. In addition, she attended the Manual Arts High School Parent Student Teacher Association meeting as well as did Captain Melissa Zak.

Co-Chairs Gwendolyn Wood and Captain Dennis Kato presented the 77 th Area Community Police Advisory Board update. The group currently has 33 members and consists of a large number of seniors. The group has accomplished and is approaching a number of activities to reach three primary goals: to enhance and expand youth programs and outreach, to expand outreach efforts to the Hispanic community, and to increase membership through increased exposure. Ms. Wood stated that the group has been active in producing and promoting carnivals, creating “baby stations” and a “soft room” at the Division for children, and in developing a database that will assist the special needs community. Commissioner Mack thanked Captain Kato and Ms. Wood for their continued efforts.

The Internal Affairs Group – Tour of Duty Inspection – Second Quarter Fiscal Year 2010/11 , was approved.

The Warrant Applications and Supporting Affidavits Audit, Second Quarter, Fiscal Year 2010/11 , was approved.

The Professional Services Agreement with Celplan Technologies for the LAPD Wireless Camera Surveillance System for Foothill Area, West Valley Area, and Topanga Area was continued. The additional time was given so it could be determined if Celplan would proved a two year warranty for all Areas.

New Employees

Police Officer III+I Amie Gebro has joined the Police Commission, filling the position of Police Commission Security Aide. She has been with the Department for 11 years and has worked at West Valley Area, Devonshire and Office of Operations. Amie was instrumental in the transformation of the Explorer program to the Cadet program.

Special Investigator II Danny Kono has joined the Office of the Inspector General. He is new to the City of Los Angeles, but has completed a 30-year career with the Pomona Police Department serving in a specialized gang unit and as a Field Training Officer. For the last 18 years, he served as a Homicide Investigator.

Commission Comments - Vice President Alan Skobin participated in the Department's HYDRA training, stating that it was quite impressive. He was also at the Emergency Operations Center during the recent rains, and commended the coordination efforts of City entities. Commissioner Robert Saltzman attended two press conferences with fellow Commissioners, Mayor Villaraigosa, and Chief Beck, regarding the historically low end of year crime statistics.

Chief's Report – Chief Charlie Beck thanked the Commissioners for their participation in the press conferences noting the crime statistics and also thanked the men and women of the LAPD for their tremendous achievement in reducing crime to a 40-year low. He reported that much of the success is due to an increased number of officers. The Department currently has 9,913 sworn personnel, 1006 volunteers, and 2,863 civilians.

Report of the Inspector General – Nicole Bershon reported that she has been attending numerous community meetings as well as going to all Divisions with Commander Rick Webb discussing Biased Policing.

The Commissioners honored and presented Police Commission Aide Police Officer III + I Deborah Nichols with a certificate upon her retirement after 27 years of dedicated service. Officer Nichols has enjoyed a very diverse career at the Los Angeles Police Department. She has worked Wilshire Division, West Valley Division, Medical Liaison Section, Use of Force Unit, Recruitment Section, Commission Investigation Division, Juvenile Division and for the last eight years, she has served as the Police Commission Security Aide. She was thanked and wished a long and happy retirement by each Commissioner.

The Inspector General's report relative to the GED/CLEAR Selection Criteria Audit, Fiscal Year 2009/2010 , was approved.

The Department's report relative to Effects of Court Ruling Suspending Jessica's Law Residency Requirements for Paroled Sex Offenders was approved. Detective III Diane Webb stated that changes following this suspension have not been notable.

The Department's report relative to Return to Duty of Employees Involved in an Officer-Involved Shooting Resulting in Injury or a Categorical Use of Force Resulting in Death or the Substantial Possibility of Death – Revised , was approved. Chief Beck reiterated that the final decision on an officer's return to duty rests with him.

The Wilshire Area Gang Enforcement Detail Command Accountability Performance Audit was approved.

The Department's report regarding efforts regarding Biased Policing , was approved. Assistant Chief Sandy Jo MacArthur stated that a working group has been created to address the eight recommendations made by the Inspector General in her previous report. While the group has not yet met, the Department will be prepared to report back quarterly to the Commission in concert with the Quarterly Biased Policing Report.
