At the Police Commission Meeting on December 18, 2012

Commission Comments – Commissioner Robert Saltzman shared a story of a USC colleague who recently experienced a traffic collision. While the collision was not pleasant, her experience with LAPD officers was very positive. She described them as professional, courteous, and very helpful. Commissioner Saltzman wanted to share the story as a reminder that there are many positive stories out there that go untold, but it is important to know them. President Andrea Sheridan Ordin attended the Anti-Bullying Seminar at Lou Danztler Preparatory Charter Middle School. She said that it was a phenomenal experience to see the children participate and share experiences through written and verbal contributions. She commended volunteer Monica Harmon and the 77 th Street Division for the wonderful job in presenting the program. President Ordin also attended the Cadet Graduation and she was very impressed with the poise, intelligence, pride and respect displayed by all of the Cadets.

Report of the Chief of Police – Assistant Chief Michel Moore reported that violent crime continues to decline compared to this time last year. To prevent thefts, the Department continues to promote the concept of “Lock it, hide it, keep it.” Chief Moore said that Chief Beck announced that LAPD officers would be visiting Los Angeles Unified School District elementary and middle schools beginning on January 7 th , when the students return from winter break. This extra security is in light of the tragic shooting at the Sandy Hook Elementary School in Newtown, Connecticut. In Los Angeles, LAPD officers arrested an individual who posed a specific threat to a school, yet charges were not filed. Commissioner Rafael Bernardino expressed his appreciation to the Department for their vigilance and disappointment with the fact that charges were not filed.

Report of the Executive Director – Richard Tefank noted that there will be no Police Commission meetings on December 25 th , and January 1 st , due to the holidays. The next Police Commission meeting will be on January 8, 2013.

Report of the Inspector General – Assistant Inspector General Kevin Rogan noted that he was sitting in for Alexander Bustamonte, and he also thanked Chief Beck for his calming comments and actions following the tragedy in Newtown, Connecticut.

Co-Chairs Maury Leff and Captain John Egan presented the West Valley Community Police Advisory Board (CPAB) report. This active CPAB has 48 members and focuses on specific goals, including youth programs, emergency preparedness, crime prevention, and recruitment. Accomplishments include emergency preparedness kits that the station is able to produce for $12. These kits will support two people for three days in the event of an emergency. This CPAB has also been very effective in reaching out to youth as they have members from all of the local high schools. Commissioner Bernardino commented that each CPAB is unique in addressing the issues of that particular community, and West Valley is no exception.

Police Administrator Gerald Chaleff and Assistant Chief Sandy Jo MacArthur presented the Fiscal Year 2013/14 Proposed Budget , which was approved for transmittal to the Mayor and City Administrative Officer. The Proposed Budget is higher than last year due to negotiated salary increases, and salaries comprise 93% of the entire budget. The remainder of the budget is categorized into priorities including replacement of police vehicles, in-car video cameras, computers, and bulletproof floors in helicopters. The Proposed Budget will still go through the City negotiation process, yet Commissioners referred to it as “lean and mean,” already.

At the Police Commission Meeting on December 11, 2012

Report of the Chief of Police – Chief Charlie Beck reported that total violent crime is down by -7.9% compared to this time last year. There are currently 9,983 sworn employees, 283 level one reserves, 20 level two reserves, 130 level three reserves, 1,014 volunteers, and 2,888 civilian employees.

Report of the Executive Director – Richard Tefank noted that there will be no Police Commission meetings on December 25 th , and January 1 st , due to the holidays.

The Commissioners presented the Police Commission Unit Citation for the outstanding work accomplished by the individuals who created and maintain the Police Academy Magnet Schools and Police Orientation Preparation Program. Medals were presented to: Doctor Luann Pannell, Police Training and Education, Lieutenant Deborah Edgar, Office of Administrative Services, Sergeant John Amendola, Training Division, Sergeant Deborah Mastin, Police Training and Education, Sergeant Valerie Gettis, Administrative Investigations Division, Police Officer Cynthia Deinstein, Training Division, Police Officer Joel Frias, Training Division, Police Officer Oscar Villanueva, Training Division, Police Officer Mercy Crenshaw, Training Division, Police Officer Steven Erickson, Training Division, Police Officer Richard Hunte, Training Division, Police Officer Jan Miller, Van Nuys Area, Reserve Officer Roberta Weintraub, Police Training and Education, Mr. Jeffrey Burgess, Director, Police Orientation Preparation Program, LAUSD, Mr. Charles “Buck” Stapleton, Chair, Behavioral Social Science and Public Safety, Training Academy, West Los Angeles College.

Employer Support of the Guard and Reserve proudly presented plaques to the Directors of the Los Angeles Police Protective League for their dedication in supporting members of the LAPD who have served or are serving in the military. Those honored were: Tyler Izen, Corina Lee, Kristie Eckard, Ramon Espinosa, Mark Cronin, Craig Lalley, John Mumma, Peter Repovich, and Paul Weber.

Co-Chair Johnny Raines, Captain Paul Snell, and Senior Lead Officer Mark Green presented the status report from the Southwest Community Police Advisory Board . This active CPAB continues to positively impact the community. The members were instrumental in negotiating the arrangements for the move of the space shuttle Endeavor through the streets. They worked on the tree arrangements which resulted in numerous trees being planted in the area. Southwest focuses on youth programs, specifically the Boot Camp, which will soon present its 10 th Graduation. Southwest also has a strong Teen CPAB and eight other youth programs.

The Proposed Modified Procedures for Immigration and Customs Enforcement Detainer Requests , as presented by Assistant Chief Michel Moore, were approved. This modification will give the Department the discretion to not honor Immigration and Customs Enforcement (ICE) detainer requests on individuals who are arrested for certain minor offenses. Several individuals spoke on this item, generally addressing immigration issues and gang injunction databases. The Commissioners noted that recently California Attorney General Kamala Harris opined that local law enforcement agencies had the ability to honor or not honor the ICE detainer requests. Chief Beck added that this action is a law enforcement leadership opportunity as other agencies throughout the State begin to consider this issue.

The Department Risk Manager's Report: Goals and Strategies for Calendar Years 2013 – 2017 , as presented by Risk Manager Beth Corriea, was approved. To reduce liabilities, Ms. Corriea will focus on employment, traffic collisions, workers compensation, use of force, and fair labor and standards act issues. The Commissioners agreed that the report was a good start yet the goals could be set higher. It was also noted that the statistical methodology would need to be altered to reflect true achievement.

The Vehicle Pursuit Inspection , as presented by Detective Jose Ceja, was approved.

The Operation South Bureau Gang Enforcement Detail Command Accountability Audit , as presented by Deputy Chief Robert Green, was approved.

The Foreign Language and Telecommunications Device for the Deaf Status Report , as presented by Commander Regina Scott, was approved. At this time, all stations have PC driven devices to communicate with hearing impaired callers and personnel have been trained.

At the Police Commission Meeting on December 4, 2012

Commission Comments – Commissioner John Mack noted that he was very pleased to attend the historic swearing in ceremony for Los Angeles District Attorney Jackie Lacey, where former Inspector General and now United States District Attorney Andre Birotte served as the Master of Ceremonies. Commissioner Andrea Sheridan Ordin added that more than 1,200 people attended the swearing in event, including all of the California District Attorneys. Commissioner Robert Saltzman proudly noted that District Attorney Lacey is a graduate of USC. Commissioner Rafael Bernardino reported that he attended the Los Angeles Police Memorial Foundation's Holiday Celebration and it was a very nice event.

Report of the Chief of Police – Chief Charlie Beck also attended the swearing in ceremony for District Attorney Jackie Lacey, and he said that it was truly a memorable event. He reported that Part One Crime is down by -1.3% compared to this time last year, and gang-related crime is down by -10.8%. Chief Beck also attended the opening of the new exhibit about LAPD Reserve Officers at the Los Angeles Police History Museum and commented that it is a great exhibit for anyone interested in the history of LAPD.

Report of the Executive Director – Richard Tefank stated that Council will be considering the second phase of the Digital In-Car Video system this week. Should the item go forward, approval of a contract will be back before the Commission within 90 days. He also reported that the Police Commission will not hold meetings on December 25 th , and January 1 st , due to the holidays.

Captain Steve Ruiz presented the report from the Rampart Community Police Advisory Board . Co-Chair Bertha Woolridge was unable to be present as she was ill. The Commissioners acknowledged Ms. Woolridge as an original CPAB member who has contributed countless hours to the betterment of her community. Captain Ruiz reported that the Rampart CPAB remains active with committees addressing specific issues such as traffic, crime, youth programs, and membership. Each member is independently active in the community and has the ability to relay information to thousands of community members. Captain Ruiz reiterated that the CPAB members provide an extremely valuable service to the Rampart Area as they are able to relay the pulse and sentiment of the community at any given time. Captain Ruiz added that he meets monthly with the indigenous representatives in the community as they represent a growing population.

The Canine Procedures Audit , as presented by Police Performance Auditor Jeff Phillips, was approved. The audit revealed overall good adherence to policy.

The Complaint Investigations Audit , as presented by Lt. Roger Mora, was approved. The complaints that were audited were complaints being reviewed by Internal Affairs Group. Next year, complaints being reviewed through the chain of command process will also be included in the audit.

The Ethics Enforcement Section Quarterly Report, Third Quarter, 2012 , as presented by Captain Paul Hernandez, was approved.

The Inspector General's Review of After Action Report for the July 12, 2012 Artwalk/ “Chalk Walk” Incident , as presented by Assistant Inspector General Kevin Rogan, was approved. Mr. Rogan stated that he had reviewed the Department's report and had met with Captain Horace Frank from Central Division. The Office of the Inspector General found nothing adversely substantial in the report and only made minor recommendations.

At the Police Commission Meeting on November 20, 2012

Report of the Chief of Police – Chief Charlie Beck reported that violent crime is down by - 7.7% compared to this time last year.

Report of the Executive Director – Richard Tefank reminded all that there will not be a Police Commission meeting on November 27 th , following the Thanksgiving holiday.

The Inspector General's Report, relative to the Quarterly Use of Force Report for the Second Quarter of 2012 , as presented by Inspector General Alexander Bustamante, was approved. These reports usually detail one aspect to highlight any possible improvements. This report focused on Officer Involved Shootings with a high number of rounds fired. Assistant Chief Sandy Jo MacArthur stated that revised supervisor training will be rolling out in 2013 with a goal to reach each supervisor every three to five years. The Department and the Office of the Inspector General will continue to monitor this.

The Department's report relative to the Approval of the First Amendment to Contract No. C-119020 with Celplan Technologies, Inc., for continued maintenance to the Foothill Area Wireless Camera Surveillance, was approved with no discussion.

The Department's report relative to the Deoxyribonucleic Acid (DNA) Monthly Report for September, 2012 , was approved, without discussion.

The Department's report relative to the Deoxyribonucleic Acid (DNA) Quarterly Report – 3 rd Quarter, 2012, as presented by Captain William Hayes, was approved. Commissioner Ordin noted that it was nice to see that even with staffing shortages, improvement in processing the DNA kits is still being made.

Report of the Chief of Police – Chief Charlie Beck joined with the Commissioners in mourning the loss of John Greenwood. The Department devoted a great deal of resources to the move of space shuttle Endeavour from LAX to the California Science Center. While the move took much longer than anticipated, the crowds remained very positive and there were no incidents to report. In fact, crime occurrences were low throughout the City during the weekend. There are currently 9.935 sworn employees, 283 level three reserves, 20 level two reserves, 130 level three reserves, 1,014 volunteers, and 2,908 civilian employees.

Deputy Chief Terry Hara presented the recommendation to award to the Police Commission Unit Citation , which was approved. This citation is being given to 14 individuals who were instrumental in creating and maintaining the Police Academy Magnet Schools and the Police Orientation Preparation Program. Through these two programs, interested youth can prepare for a career with the LAPD all the way through high school and up to point when they are old enough to apply to the LAPD. The Commissioners added that these programs are another example of the Department's outstanding youth programs.

Risk Manager Beth Corriea presented the Risk Manager's Report, Fiscal Year (FY) 2012/2013 , which was continued until the end of November. The Commissioners asked that Ms. Corriea return with a more specific report which includes the identified risks and strategies being used to reach quantified goals. In addition, the Commissioners agreed that a quarterly report would be more helpful than an annual report. Therefore, they would like to see quarterly reports beginning in January, 2013. While the Commissioners agreed it is not the responsibility of the Risk Manager to resolve all liability issues facing the Department, they would like to see a more comprehensive, detailed approach. Many positive steps have already been taken, and merit being included in the written report to the Commission.

The Los Angeles Board of Police Commissioners Meeting on October 16, 2012, was closed in memory of John Greenwood .

At the Police Commission Meeting on October 9, 2012

Commission Comments – Commissioner Rafael Bernardino , as well as Commissioner Andrea Sheridan Ordin and Commissioner Richard Drooyan , attended the Community Police Advisory Board (CPAB) Annual Summit. Commissioner Bernardino thanked Paramount Studios for graciously hosting the event. He also commented on the sincere enthusiasm of the attending CPAB members as well as the extraordinary speech given by Chief Beck. He said the speech reflected a strong sense of partnership with the community and it was very inspiring. Commissioner Robert Saltzman commented that the ongoing relationship between LAPD and USC is providing positive results on campus. He also participated in a ride-along with the West Hollywood Sheriff's Station personnel and he noted that the interaction with LAPD personnel was well-coordinated and effective. Lastly, Commissioner Saltzman stated that he was looking forward to the Chief's proposal regarding a change in the way non-documented offenders are detained after arrest. He has not seen the details of the proposal yet, but feels that the Chief is on the right track with such a proposal. Commissioner Ordin agreed and added that this proposal is reminiscent to when she worked on negotiations with LAPD when Special Order 40 was first created. Commissioner Ordin also commented on the outstanding pride displayed at the CPAB Summit and she was pleased to participate.

Report of the Chief of Police – Chief Charlie Beck thanked the Commissioners for their attendance at the CPAB Summit. He encouraged the opportunity for the Commissioners to provide input into the detainee proposal, adding that the proposal will be to the full Commission for review before the end of the year. Chief Beck reminded all that Endeavor will be making its way from the Los Angeles Airport to the Science Center beginning on Friday morning. The Department is preparing for large crowds all along the route.

Report of the Executive Director – Richard Tefank noted that Item 10A, in closed session, is being continued.

Report of the Inspector General – Alexander Bustamante did not have specific items to report, however Commissioner Ordin commented that his presentation at the CPAB Summit was very informative and well-received.

Deputy Chief Kirk Albanese and Police Administrator Yvette Burney presented the verbal update on the status of the Latent Fingerprint Backlog . Deputy Chief Albanese explained that the backlog is a result of the limited capacity, or staffing, in Scientific Investigation Division. While he continues to pursue the possibility of funding for overtime and additional staffing, steps have been taken to help alleviate the backlog. Latent fingerprint processing is now limited as priority is given to violent crimes, officers are being trained to gather fingerprints in the field, and there is more focus on evidentiary value when fingerprints are gathered. These steps are still somewhat new, so it is unclear if progress is being made. The Commission asked that a brief, regular report be presented to the Commission on the status of the latent fingerprint backlog, so that progress may be tracked.

The Department's and the Inspector General's reports relative to the Review of the Department's Ethics Enforcement Section Quarterly Report, Fourth Quarter, 2011, were approved. In addition, it was noted that the In-Car Video Audit will be presented to the Commission in 60 to 90 days.

The Inspector General's report relative to the review of the Department's Search Warrant Applications and Supporting Affidavits Audit, was approved.

Commander Rick Webb presented the Biased Policing Adjudication Process , which was approved. The basic change in the process is to bring the adjudication portion back to command, instead of letting it rest with Internal Affairs. The investigation portion of a Biased Policing complaint will remain with Internal Affairs. Chief Beck assured that the command's responsibility of adjudicating these complaints will be monitored closely.

At the Police Commission Meeting on September 25, 2012

Commission Comments – Commissioner Rafael Bernardino , as well as Commissioner Andrea Sheridan Ordin and Commissioner Richard Drooyan , attended the Central Bureau Hispanic Forum. Commissioner Bustamante stated that the meeting was a very positive discussion of the work of the LAPD. He mentioned one individual in particular who praised the Department's leadership. Commissioner Robert Saltzman attended the recent Ceasefire Meeting in South Bureau and noted that the discussion was a mostly positive exchange of ideas. Commissioner Ordin added that it was wonderful to see the Cadets at the South Bureau Hispanic Forum.

Report of the Chief of Police – Chief Charlie Beck thanked the Commissioners for their attendance at numerous events. He stated that their attendance makes a true difference to the community and to the members of the LAPD as well. Chief Beck commended Assistant Chief Paysinger and his staff for coordinating a trip to Disneyland for 1,200 Cadets. He also reported that the Department assisted in numerous ways with the Endeavor arrival to Los Angeles, and all went well. He reminded all of the 405 closure this weekend and to use alternate routes. Violent crime is down by -14.6% compared to this time last year.

Report of the Executive Director – Richard Tefank noted that Item 8A had been removed from the Agenda, and also that there will be no Police Commission meeting next week. The next regularly scheduled meeting will be on October 9, 2012.

Commander Rick Webb presented the Biased Policing (BP) Update, 2 nd Quarter 2012, and Supplemental Review of BP Complaint Investigations Recommendation to the Board of Police Commissioners . He explained that this report is an overview of 65 complaints, with 117 allegations, which closed in the 2 nd quarter of 2012. There is an 18% reduction in BP from the same time last year, which may or may not reflect a trend. Commissioners Mack and Saltzman expressed concern over the return of adjudication for Biased Policing complaints back to command from Internal Affairs. Chief Beck explained that he would like to try returning adjudication back to command as it provides a sense of ownership which is important for supervision. He stated he would monitor this change closely to ensure that it works. The item was continued to allow Commissioners Mack and Saltzman to meet with Inspector General Bustamante and Commander Webb to discuss further.

Deputy Chief Michael Downing and Captain Steve Sambar outlined the Major Crimes Division Intelligence Guidelines for Anti-Terrorism Intelligence Section , which were approved with the amendment to add “or group” to the definition of Online Undercover Activity.

At the Police Commission Meeting on September 18, 2012

Commission Comments – Commissioner John Mack went to two of the 21 community meetings set up by the Department to address the recent use of force incidents. He went to the meetings hosted by Southeast Division and 77 th Division and found the dialogue to be different at each, reflecting the different communities and concerns. Commissioner Richard Drooyan attended the community meetings in West Valley Division and Topanga Division. He felt that the captains did an excellent job in explaining how use of force cases are investigated. They did not attempt to defend anything, they just explained the facts. Commissioner Robert Saltzman attended the Hollywood community meeting and commented how well Captain Girmala relayed information to the community. Commissioner Andrea Sheridan Ordin attended Rampart Division's meeting and felt the interactive conversation was very positive. Commissioners Ordin, Mack and Drooyan attended the retirement event for Deputy Chief Pat Gannon. They all commended Chief Gannon for his outstanding contributions during his LAPD career.

Report of the Chief of Police – Chief Charlie Beck thanked all for the concern expressed after he broke his collar bone. He stated that he expects a full recovery in four to six weeks. He reported that Part One Crime is down by -1.3% compared to this time last year, and gang-related crime is down by -11.9%.

Report of the Inspector General – Alexander Bustamonte stated that he and his staff have also been attending the community meetings. He has been apprised by the Department regularly on the use of force investigations.

Senior Clerk Typist Yazmin Garcia was named the September, 2012, Police Commission Employee of the Month. Yazmin is with the Advocate Section, Commission Investigation Division, where she arranges hearings before the Police Permit Review Panel, among numerous other responsibilities. She is an outstanding employee who is always willing to assist with any task. Congratulations, Yazmin!

Commander John Sherman and Captain Horrace Frank presented a verbal report on the After Action Assessment of the response to events that occurred on July 12, 2012, during the Art Walk in Central Area . They outlined a sequence of events preceding that date which led the Central Area to believe that the monthly Art Walk planned for July 12 th was targeted by Occupy LA organizers as a location for “chalking” to express their sentiments. Central Area planned and deployed accordingly. On the evening, as soon as arrests were made for vandalism (chalking), the crowd became unruly and a dispersal order was given. At the end of the evening, 17 arrests were made, a couple of use of force incidents occurred, and four officers were injured. In reviewing the event, the Department feels there are certain lessons learned, such as the importance of staging officers as they arrive, and also the importance of an integrated unified command post. The last two Art Walks which have taken place since July 12 th have occurred without any major incidents. The Office of the Inspector General was asked to prepare a written review in 30 days of the Department's After Action Assessment.

The Detective Support and Vice Division Animal Cruelty Task Force Inspection was approved. This inspection reflected a dramatic improvement from the previous inspection. Captain Muldorfer commented that additional staffing in this area has made a significant difference.

The Supplemental Police Account Second Quarterly Report (April through June 2012), was approved, however, an additional report will be submitted which will provide an overview of narcotics seizures.

At the Police Commission Meeting on September 11, 2012

Commission Comments – All Commissioners welcomed their new fellow Commissioner, Rafael Bernardino, Jr ., to the Commission. Commissioner Andrea Sheridan Ordin noted that she was honored to attend the Remembrance Ceremony for September 11 th . She said it was a very touching ceremony and a very solemn day. She also attended a press conference with County Supervisor Mark Ridley-Thomas emphasizing the 24-hour availability of Children's Services to the community. Commissioner Robert Saltzman commented that he has seen the news coverage regarding recent use of force instances and he looks forward to hearing more from the Department and Chief Beck on these cases.

Report of the Chief of Police – Chief Charlie Beck also welcomed Commissioner Rafael Bernardino and thanked him and all of the members of the Commission for their leadership. Chief Beck stated that in response to the recent use of force incidents, the Department will be holding community meetings in all 21 Areas. These meetings will provide a forum for the Department to outline use of force investigations and policy and interact with the community. He also provided recent crime statistics which reflect that total violent crime is down by - 8.2% compared to this time last year.

Report of the Executive Director – Richard Tefank welcomed Commissioner Bernardino. He also noted that the next Police Commission meeting on September 18 th , will begin at the regularly scheduled time of 9:30 am.

Report of the Inspector General – Alexander Bustamonte stated that Office of the Inspector General is looking forward to working with Commissioner Bernardino. He added that the Office of the Inspector General is working on reports which will be presented to the Commission within a couple of months. Those reports include the Suspicious Activity Reporting Audit and the Use of Force Audit.

The Department's report relative to the Narcotics Analysis Laboratory Trust Fund Expenditure Plan No. 16 , was approved.

Deputy Chief Bob Green discussed the results of the Operations-South Bureau Gang Enforcement Detail Command Accountability Performance Audit . He expressed his disappointment over the results of the audit and outlined some of the corrective changes that have been made. While the audit was approved, Deputy Chief Green will return in three months with a status report and Captain Joan Wakefield will return in six months with a follow-up audit.

The Department report relative to the Inmate Welfare Fund 2011 Annual Expenditure Report , was approved.

The Department report relative to the Transmittal of the Grant Application and Award for the 2012 Community Oriented Policing Services (COPS) Hiring Program Grant , was approved.

At the Police Commission Meeting on August 28, 2012

Report of the Chief of Police – Chief Charlie Beck provided recent crime statistics which reflect that total violent crime is down by - 8.4% compared to this time last year. Gang-related crime is down by – 12.6%. There are currently 9,909 sworn employees, 276 Level One Reserves, 22 Level Two Reserves, 131 Level Three Reserves, 150 Specialist Reserves, 642 volunteers, and 2,920 civilian employees.

Report of the Executive Director – Richard Tefank noted that there will be no Police Commission meeting on September 4 th , due to the Labor Day holiday. For the following meeting on September 11 th , he reported that the start time of the Police Commission meeting will be at 1:00 pm to observe remembrance services on that day (note: it has subsequently been determined that the meeting will begin at 1:30 pm on September 11 th ).

The Inspector General's review of the Department's Complaint, Form 1.28, Investigations Audit, Fiscal Year 2011/2012 , was approved. The review reflected that the original audit was complete and well done. Some of the issues raised in the original audit have been addressed by the Department. The Department's next audit is expected within a couple of months, which will provide updated information on the issues raised.

The report relative to the Reporting Suspicious Activity Potentially Related to Foreign or Domestic Terrorism – Revised; and Suspicious Activity Report Notebook Divider, Form 18.30.03 , was approved. Approximately 25 people spoke on this issue. The opinions ranged from to extreme concern over the process of reporting suspicious activity and how any obtained information could be used, to appreciation to the LAPD for the inclusive way in which the process was developed. Deputy Chief Downing stated that the program of SARS, or Suspicious Activity Reporting was established in 2008. The report today functions as an update to that program to reflect national standards. He explained the need to be alert for terrorism activity is real. As a result of constructive community input, the proposed Special Order provides the needed balance of individual rights and public safety protection.

The Intelligence Guidelines for the Anti-Terrorism Intelligence Section – Revised , was continued until September 18 th . The Department will return with a specific storage procedure on keeping closed investigations and also how information on specific cases can be relayed to all Commissioners without a Brown Act violation.

The Department's and Inspector General's reports relative to the Review of the Department's Quarterly Discipline Report for the Fourth Quarter of 2011 , were approved. The upcoming Disciplinary Guidelines will address some of the questions raised in this report such as articulation of the previous offenses tracking system used when discipline is determined. The Inspector General's report also raised the question of a previous investigation which involved the possible resale of Kimber firearms by officers. The investigation is being reinstated and will be looked at in greater detail. In addition, guidelines will be crafted to prohibit this activity.

At the Police Commission Meeting on August 14, 2012

Police Commission President Andrea Ordin said she attended the National Night Out event at West Bureau and enjoyed it very much. She said that particular event has grown since the last time she was there three years ago.

Police Commission Vice President John Mack said he attended the National Night Out event held in 77th Division area. He said it was a great time and wonderful to see the many children and families in attendance.

Police Commissioner Robert Saltzman commended the Department for their successful efforts in policing the Art Walk held last week. He said the success was attributed to the effective planning by the Department with local community leaders.

Assistant Chief Michel Moore informed the Board the Department had a productive and successful National Night Out and contributed it to the collective efforts of the City. He added by saying today was the first day of school for LAUSD students and the Department had been working with the school district to add extra patrol at local middle schools and high schools. Chief Moore completed his report by saying the Department has been working closely with the Emergency Management Department during the ongoing heat wave and reminded parents to never leave children unattended in their car as it could prove deadly.

The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the West LA area was continued.

The Department's report, dated July 26, 2012, relative to the follow-up of the Property Division performance audit-original audit, IAID No. 10-171, follow-up audit, IAID No. 12-004, as given by Lieutenant Bert Mora and Police Administrator Terry Carter, was approved. Ms. Carter informed the Board nine of the geographic areas were still on the old system which required a physical key to enter the property rooms. The Department has since found funding to replace the antiquated system with new electronic keys which will allow for better tracking of when and who is accessing the rooms. Ms. Carter said the new system should be in place and operable by the end of the month.

The Inspector General's report, dated July 24, 2012, relative to the review of the Department's Property Division performance audit, dated August 26, 2012, was approved.

The Department's report, dated August 10, 2012, relative to the standards based assessment and civilian performance evaluation inspection (IAID No. 12-064), was approved.

At the Police Commission Meeting on August 7, 2012

Election of Officers - By a unanimous vote, Andrea Sheridan Ordin was elected as the next President of the Police Commission, and John Mack was elected as the Vice President. Congratulations were expressed by all to President Ordin and appreciation was shared with Commissioner Richard Drooyan for his outstanding work as President of the Police Commission for the 2011/2012 term.

Report of the Chief of Police – Assistant Chief Earl Paysinger also congratulated President Ordin and thanked Commissioner Drooyan. He reported that violent crime is down by -10% compared to this time last year. Chief Paysinger reminded all of National Night Out taking place on Tuesday evening. All 21 stations would be participating in the event with celebrations, festivals, and street fairs to promote the community partnership against crime.

The Commission members presented a certificate of appreciation to outgoing Commissioner Debra Wong Yang for her outstanding contributions as a Police Commissioner. All commented on her ability to balance the demands of a very active law practice, family, and numerous community contributions, one of them being a Police Commissioner. She was wished the best in all of her future endeavors.

Report of the Executive Director – Richard Tefank also expressed his congratulations to President Ordin and his appreciation to Commissioners Drooyan and Wong Yang.

Report of the Inspector General – Alexander Bustamante also expressed his congratulations to President Ordin. He thanked Commissioners Drooyan and Wong Yang for their leadership.

Co-Chairs Lupe Ramos-Silva and Captain Jorge Rodriguez presented the annual report from the Newton Division Community Police Advisory Board . This CPAB has grown significantly to 35 active members. Always looking for improved ways to communicate with the community, the Newton CPAB has successfully reached out through Twitter and Facebook. They have committees, such as the Bicycle Safety Committee, focusing on specific area issues. Newton's youth programs are some of the biggest in the Department with hundreds of local youth participating.

Deputy Chief Mark Perez reported that the Guidelines for the Use of Conditional Official Reprimands were in the Chief's Office pending review.

The Inspector General's Traffic Collisions Audit was approved with the additional direction that the Department report back with analysis and possible alternate disciplinary approaches to this issue. Commissioners Mack and Drooyan were assigned to work with the Department in assessing the effectiveness of the “point system,” which is currently being used for officers involved in traffic collisions.

The Inspector General's Review of the Ethics Enforcement Section Quarterly Report, Third Quarter 2011 , was approved as the review revealed no major concerns.

The West Los Angeles Area Supplemental Detective Command Accountability Performance Audit was approved. All Commissioners commended West Los Angeles Captain Evangelyn Nathan and her staff for the dramatic improvements in this supplemental audit.

The Gang Enforcement Detail Selection Criteria Audit was approved.

The Gang and Narcotics Division Command Accountability Performance Audit was approved.

Report of the Chief of Police – Assistant Chief Earl Paysinger reported that violent crime is down by -9.5% compared to this time last year, and gang-related crime is down by -14.4%. Assistant Chief Paysinger recently met with Guillermo Cespedes from the Mayor's Office and he commented on the significant success of the Summer Night Lights program in the community.

The Status of the Development of Guidelines for the Use of Conditional Official Reprimands was continued for one week.

The Request for Approval to Negotiate an Agreement with Selected Proposer, NCM Contracting Group, LP, for Lead Abatement Services, was approved.

The Request for Payment of Reward Offer on City Council File No. 07-0010-S39, was approved.

The DNA Monthly Report for June 2012, was approved.

Captain Joan Wakefield and Captain Carol Aborn-Koury presented the Audit/Inspection Recommendation Status Report for July 2012, which was approved. The Commissioners commented on the outstanding work completed in the report.

The Follow-Up of the Property Division Performance Audit-Original Audit, IAID No. 10-171, Follow-Up Audit, IAID No. 12-004, was continued for two weeks.

The Request for Authority to Destroy Obsolete Records – Duplicate/Official Records for West Valley Area, was approved.

At the Police Commission Meeting on July 17, 2012

Report of the Chief of Police – Chief Charlie Beck reported that a complete after action report will be presented to the Commission in 60 days on the incident involving Occupy LA supporters and chalk drawing during the Art Walk event last Thursday. This event resulted in a Tactical Alert being called and 17 arrests being made. Chief Beck reported that occurrences of crime continue to decrease as violent crime is down by -9.7% compared to this time last year.

Report of the Inspector General – President Drooyan asked that the Office of the Inspector General also review the Department's report on the Occupy LA event.

Co-Chairs Victoria Burch and Captain Joe Hiltner presented to the Foothill Community Police Advisory Board annual report . Foothill leads the city in crime reduction with a decrease in violent crimes of about -25%, and an overall Part One Crime reduction of about 16%. They attribute their success to programs such as “Lock It/Hide It/Keep It” and a very active CPAB. CPAB members and volunteers are constantly contributing and assisting to lower the occurrence of crime in Foothill. They have assisted greatly with the refurbishment of the station, ensuring that the community is prepared for an emergency, landscaping of the station grounds, volunteer surveillance on the cameras, and assisting with an active youth program. Ms. Burch described the community as very generous and ready to contribute when asked. This kind of support creates a very positive working environment.

Report of the Chief of Police – Chief Charlie Beck reported that a complete review of mid-year crime statistics will be publicly presented on July 11 th . Chief Beck acknowledged the amazing dedication of Robert Donaldson, who recently retired from the Department in the Chief's Security Detail, and who now serves as a Reserve Officer in the same capacity.

Report of the Inspector General – Alexander Bustamante reported that the Office of the Inspector General is currently working on the analysis of use of force statistics and will be providing a report in late August.

Risk Manager Beth Corriea presented a verbal report on the actions taken to identify the lessons learned from officer involved traffic collisions and to reinforce Department policies relative to the operation of Department vehicles . Ms. Corriea outlined several components that she and her staff are analyzing to decrease the number of officer involved collisions, and the liability related to those collisions. They are analyzing the cars and the equipment in the cars, and looking to the manufacturers for assistance in developing equipment that would still provide the elements that officers need, but reduce potential collisions. A large number of LAPD's officer related collisions occur during stress-induced situations, such as high speed. To that end, officer training is being re-examined to address driving in stressful situations. The point system, related to discipline of officer related accidents, is also being examined. LAPD is reaching out to the military and to the Los Angeles County Sheriff's Department to look at what works best for a large law enforcement organization. Ms. Corriea is also working with RAND Corporation to include LAPD in a nationwide survey on officer involved traffic collisions. The Commissioners thanked Ms. Corriea for the comprehensive report.

The Operation – Valley Bureau Narcotics Enforcement Detail Command Accountability Performance Audit , was approved. While there were some administrative findings and recommendations, the audit revealed overall compliance.

Commission Comments – All Commissioners welcomed Commissioner Andrea Sheridan Ordin back and stated how pleased they were to have the opportunity to work with her again.

Report of the Chief of Police – Chief Charlie Beck also expressed his appreciation for Commissioner Ordin's return, and he thanked all of the Commissioners for their oversight and volunteerism. He reported that violent crime is down by – 8.8%, compared to this time last year. There are currently 9,958 sworn employees, 264 level one reserves, 22 level two reserves, 138 level three reserves, 159 specialist reserves, 642 volunteers and 2,818 civilians in the Department. Commissioner Drooyan requested the Department provide a verbal status report next week on the progress being made in investigating and analyzing officer involved traffic collisions, with specific information on the lessons learned from tragic collision which was settled last week.

Report of the Executive Director – Richard Tefank also welcomed Commissioner Ordin adding that all Police Commission staff is very pleased and honored to be able to work with her again.

Report of the Inspector General – Alexander Bustamante reported that he and his staff met last week with the Executive Director on the Council on Islamic Relations regarding the Department's Suspicious Activity Reporting program. The Office of the Inspector General is currently performing an audit on this program.

The Inspector General's Review of the Department's Vehicle Pursuit Management Inspection was approved. Overall, the inspection was positive and reflected no significant issues. Captain Joan Wakefield appreciated the input from the Office of the Inspector General and added that all recommendations will be incorporated into the next Vehicle Pursuit Management Inspection, including the recommendation of obtaining a larger package sampling in regards to the Vehicle Intervention Technique.

The Inspector General's Report Relative to the Quarterly Use of Force Report for the First Quarter of 2012 , was approved with the request that the Inspector General report back next week with a timeline on the development of using additional methods to analyze data obtained from officer involved shootings and assaults on officers, and the comparison of the two. Inspector General Alexander Bustamante stated that the way in which the Department currently reports this data is not intended to be misleading, but there could be other ways to analyze the data which may provide additional trending information. Chief Beck commented that it is important to readily provide the public with statistics, and in doing so, generalizations could be inferred. Commissioner Drooyan felt that there may or may not be more information to be obtained by looking at additional ways to analyze the data, but it is worth the effort to find out and more research needs to be done. Also to be included in the additional analysis is the phenomenon of “suicide by cop.” All agreed that the report provided good guidance in the continual oversight of the Department.

Commission Comments – Commissioner Richard Drooyan attended the Valley Bureau Hispanic Community Forum and was very impressed with the community interaction and felt that it was a very successful event. Commissioner Robert Saltzman attended the LGBT Community Forum and felt that the group had reached the point of addressing more global issues, which is a success. He also mentioned that members of the recent LGBT Community Police Academy attended the meeting and presented Chief Beck with a gift of appreciation for his outstanding work.

Report of the Executive Director – Richard Tefank reported that it is anticipated that Ms. Andrea Sheridan Ordin will be confirmed as the new Police Commissioner by City Council this Friday. Upon confirmation, she will be able to attend the next Police Commission meeting on July 3 rd . A reception for her will be held at 8:30 am, on July 3 rd , prior to the regularly scheduled Police Commission meeting.

Mission Community Police Advisory Board Co-Chairs Betty Lee and Captain Todd Chamberlain presented their annual status report. This area recognizes the importance of youth education and participation, and to that end, the CPAB members are actively recruiting youth for their Teen CPAB, as well as their active Cadet and Boot Camp programs. Emphasizing prevention, Mission Area has been successful with “Operation Cease Fire,” which brings together parolees with parents who have lost children to gang violence. This interaction is combined with numerous resources to assist in breaking the crime cycle. In addition, Mission Area focuses on quality of life issues, the adopt-a-block program, block captain recruitment, theft prevention, clergy programs, and anti-bullying programs. The Mission Area CPAB now has a newsletter which further enhances its communication efforts.

At the Police Commission Meeting on June 19, 2012

Commission Comments – Commissioners Richard Drooyan and John Mack both observed the Kings Victory Parade from the Department's command post. They commented on how well organized everything was and commended the Department on the excellent job. Commissioner Drooyan added that he had seen nothing in the media of the Department's handling of the parade, which is a positive reflection, as there were no negative aspects. Commissioner Mack added that he and Inspector Alexander Bustamante attended the West Bureau African American Forum and they were very impressed with a young man who spoke at the event.

Report of the Chief of Police – Assistant Chief Earl Paysinger reported that violent crime is down by 8.1%, compared to this time last year. He agreed that the policing of the Kings Victory Parade was very successful and there were no incidents. He commented that is not always the case in years past in other cities.

Report of the Executive Director – Richard Tefank reported that the Commission Investigation (CID) monthly activity report for April 2012, was included in the Commissioners' packages for review. Also, CID is currently hosting two members of the New York Police Department who are here to learn how LAPD manages the Official Police Garage program.

The Police Commission Distinguished Service Medal was awarded to Assistant Supervising Deputy City Attorney Peter Shutan, Deputy City Attorney Jeanie Lewin, Deputy City Attorney Kurt Knecht, Paralegal Pamela Blair, and Legal Secretary L'Tanya Portlock, for their outstanding work in creating the Safer Cities Initiative Parole Tracking Unit in the Skid Row Area. This significant effort is considered potentially the first civil litigation of its kind in the nation and represents a revolutionary new method in crime fighting.

The Proposed Audit/Inspection Plan for Fiscal Year 2012/13 and 2013/14, was approved.

Report of the Chief of Police – Chief Charlie Beck reported on the sad and tragic murder of a one year old child which was the result of a possible gang shooting. He also reported on two recent incidents where LAPD officers were under fire, and fortunately, were not injured. Total Part One Crime is down by -2.2% compared to this time last year, and gang-related crime is down by -15.2%. There are currently 9,923 sworn employees plus 50 who are about to begin in the Academy, 261 level one reserves, 27 level two reserves, 138 level three reserves, 151 specialist reserves, 642 volunteers, and 2,821 civilian employees. The Department is currently preparing for a possible King's victory on Wednesday night.

Commander Rick Webb and Dr. Luann Pannell presented the Biased Policing (BP) updated, Quarterly Report, 1 st Quarter 2012, and Supplemental Review of BP Complaint Investigations Recommendation to the Board of Police Commissioners , which was approved. There is an increase in the number of biased policing complaints, as well in the number of discourtesy complaints, however it is believed that the increase is related to the enhanced training to supervisors on how to accept and process these kinds of complaints. Commissioner Wong Yang asked about the ethnicity categories and how these compare with the entire population of which officers come in contact with. Commissioner Richard Drooyan agreed that it would be helpful to have that information. While the ethnicity information is not readily available, Commander Webb felt that he would be able to obtain it and provide it to the Commissioners. Commissioner Robert Saltzman commended the Department on the outstanding job in investigating biased policing complaints. He stated that Commissioner Mack and he had been criticized for their previous comments regarding biased policing, and this report is an excellent analysis of the facts.

Lt. Bert Mora and Police Performance Auditor Jennifer Li presented their findings from the Scientific Investigation Division Latent Prints Unit Performance Audit , which was approved with the understanding that the Department would return in 90 days with an update. Lt. Mora stated that the Latent Prints Unit did very well in the audit. It is important to remember that this Unit receives approximately 19,000 requests for service annually and is currently operating with 25 vacancies and furloughs. While the audit revealed positive results, the following recommendations were made: develop a manual, have police officers assist in gathering prints, reduce the current backlog, assign a Commanding Officer to oversee the unit, and implement a tracking system. Deputy Chief Kirk Albanese and Police Administrator Yvette Burney responded that they have begun addressing the issues raised in the audit and look forward to returning in 90 days with a status report. They are implementing a plan where they are prioritizing cases at the Division level. Ms. Burney added that the shortage of personnel will increase as it is anticipated that a wave of attrition will soon occur in the Latent Prints Unit. Chief Beck gave his appreciation for the outstanding work being accomplished in Latent Prints. Commissioner Drooyan felt that the audit was excellent and provided thoughtful and meaningful direction.

At the Police Commission Meeting on May 22, 2012

Commission Comments – President Richard Drooyan had just attended the 30 Year Ceremony which acknowledges employees who have dedicated 30 years and more to the City of Los Angeles. He commented that it was a wonderful ceremony and it was impressive to see and meet so many dedicated employees.

Report of the Chief of Police – Assistant Chief Michel Moore was pleased to announce that arrests had been made related to the slaying of two USC students. He noted that the past weekend was extremely busy in the downtown area with numerous sporting events taking place, however, in partnership with the community, the Department was pleased to announce there were no major incidents. He reported that violent crime is down by -9.5% compared to this time last year. There are currently 9,899 sworn and 2,827 civilian employees.

Report of the Executive Director – Richard Tefank reminded all that there would be no Police Commission meeting next Tuesday, May 29, 2012, due to the Memorial Day holiday.

Report of the Inspector General – Alexander Bustamante reported that his office would be presenting a quarterly report in June and a quarterly discipline report in July. Several other audits are forthcoming, such as an audit on the assignment of off-duty officers, which is due in late summer. President Drooyan asked the Inspector General to work with the Department on the early planning stages of the audit schedule and to provide the Commission with a framework of inspections to be conducted by the Office of the Inspector General.

The Commissioners presented Principal Clerk Police Anna Gaines with a certificate upon her 50 years with the Los Angeles Police Department. The last 31 of those 50 years have been in Commission Investigation Division (CID) where she has been an integral component of the police permit process. Executive Director Richard Tefank noted that Anna's institutional knowledge is a valuable asset for CID. The Commissioners thanked Anna for her outstanding commitment and dedication.

Department Risk Manager Beth Corriea and Police Administrator Gerry Chaleff presented the Department Risk Manager Strategic Plan . Commissioner Drooyan began by saying that this position was created with the desire to reduce the Department's liability in the future. Ms. Corriea outlined her credentials, details of what she has been observing and information she has been gathering since she took the position. With numerous points of input, she is focusing her attention on what she feels are the high risk issues of the Department. She actively monitors litigations, media relations issues, the issuance of Special Orders, training, and she attends the signings of disciplinary cases. The Commissioners lauded Ms. Corriea for her impressive plan and the amount of time she has dedicated to learning the intricacies of the LAPD. While the plan hits the main goals, they would like to see a precise strategy to be used to achieve these goals. The Commissioners asked for a quarterly report, beginning in July, which would outline long and short-term goals, how the goals are going to be achieved, and how they are to be measured for success. It is understood that the first, and maybe the second, quarterly reports will be more focused on the format of a template to be used instead of the material contained therein. Eventually the template will grow and change as goals are achieved, removed, and new goals are added. On a more immediate note, the Commission requested that Executive Director Richard Tefank be included in the Litigation Management Committee meetings.

Police Administrator Maggie Goodrich and Sgt. Dan Gomez presented the Request for Approval of Selected Vendor for Digital In-Car Video System , which was approved by the Commission. Ten proposals were originally received and four of those proposals were forwarded to be tested in the field for final selection. Raytheon Company was selected based on the field test. This agreement is for the vehicles in Central Bureau, however financing options are being reviewed by the City Administrative Officer to include the vehicles in West and Valley Bureaus. Cameras are already installed in South Bureau vehicles.

At the Police Commission Meeting on May 15, 2012

Commission Comments – Vice President John Mack attended the “Above and Beyond” ceremony and said that it was extremely moving and that two of the medal recipients were also recognized by President Barack Obama for the their unbelievable courage and bravery. Commissioner Richard Drooyan also attended the ceremony and added that the remarkable stories were a reminder of the extreme dangers officers face every day.

Report of the Chief of Police – Chief Charlie Beck thanked the Commissioners for their attendance at “Above and Beyond” and added that it is one of the highlights of Police Memorial Month. He was pleased to announce that the Gun Buy Back event was a success with 1,700 guns being taken off the street. This event is part of a comprehensive strategy to reduce gun violence in Los Angeles. Chief Beck reported that violent crime is down by -9.7% compared to this time in 2011, and down by -19% compared to this time in 2010.

Report of the Executive Director – Richard Tefank reminded all that there would be no Police Commission meeting on Tuesday, May 29, 2012, due to the Memorial Day holiday. He also noted that Agenda Item 8D has been amended and the amended report is now available.

Report of the Inspector General – Alexander Bustamante reported that the Office of the Inspector General has begun the audit on the Suspicious Activity Reporting process, and he believes it should be completed by the late summer or early fall.

The Commissioners recognized and thanked Detective II Dollie Swanson from Commission Investigation Division for her outstanding work as she moves on to Professional Standards Bureau.

Mr. Bill Reichart, Captain Tina Nieto, and Cadet Daniel Cabrera presented the status report from the Olympic Area Community Police Advisory Board . This heavily populated division has a very robust and well-organized CPAB with 25 board members and 20 active members. On top of a large annual National Night Out event, this division also holds monthly Community Night Out events which have proven to be very effective in reaching community members and improving relationships. The youth programs at Olympic are very strong. Cadet Daniel Cabrera spoke of his personal experience in the Cadet program and it was very inspiring. Captain Nieto added that she would like to expand the responsibilities and experiences of Cadets even further. The Olympic Community Emergency Response Team (OCERT) has 120 certified members who keep their skills active through continual exercises and demonstrations. The Commissioners commended the leadership at Olympic for their creative approach and enthusiasm.

The Inspector General's report relative to the Review of the Department's Confidential Informant Control Package Inspection , was approved. Inspector General Alex Bustamante stated that 33 confidential informant packages were randomly selected for the inspection, and 11 objectives were outlined.

The Gang Enforcement Detail, Arrest, Booking, and Charging Audit – Third Quarter FY 2011/2012 , was approved. While the audit was generally good, it reflected lower compliance rates than the previous audit. Commander Matt Blake explained that protocol is in place for improved compliance now, but it was not in place when the sample was taken for this audit.

At the Police Commission Meeting on May 8, 2012

Commission Comments – Commissioner Robert Saltzman expressed his regrets for not being able to be present for the upcoming “Above and Beyond” ceremony where Medal of Valor and Purple Heart awards will be awarded. He is obligated to administer a test to his students at the same time and unfortunately cannot attend. President Richard Drooyan stated that he attended a community meeting regarding the Suspicious Activity Reporting program which had a mixed reaction from the public. He commented that Deputy Chief Downing handled the meeting very well and he commended him on keeping the process as open as possible. President Drooyan was also present at the command post for the May Day demonstrations and commented that he thought the Department's response was well coordinated.

Report of the Chief of Police – Chief Charlie Beck thanked the Commission for the support during the May Day demonstrations. The annual Memorial Ceremony was held last week and Chief Beck noted that it was very well-attended. He reported that total violent crime is down -9.6% compared to this time in 2011, and down by -19.1% compared to this time in 2010.

Report of the Executive Director – Richard Tefank announced that there would be no Police Commission meeting on Tuesday, May 29, 2012, due to the Memorial Day holiday.

Report of the Inspector General – Alexander Bustamante reported that the Office of the Inspector General will be conducting an audit on the Suspicious Activity Reporting process, as identified in the community meeting.

Executive Director Richard Tefank presented a recently produced video public service announcement depicting some of the causes of false alarms with the intent of reminding viewers to learn the intricacies of their alarm system to avoid costly false alarms.

The Inspector General's Third Financial Disclosure Audit – Post-Audit Supplemental Verification was approved, as was the Department's Confidential Financial Disclosure Policy and Procedures for Gang Enforcement and Narcotics Enforcement Personnel – Renamed and Revised, as amended.

The Request for Approval of Selected Vendor for Digital In-Car Video System was continued for two weeks.

Assistant Chief Michel Moore and Captain Phillip Trotter presented the Department's report relative to the Office of the City Administrative Officer Report regarding the Feasibility of the Consolidation of the Office of Public Safety into the Police Department . Assistant Chief Moore stated that the consolidation would maintain the goals and function of the Office of Public Safety and create savings for the City of Los Angeles. Approximately 200 employees, sworn and civilian, will be absorbed by the Police Department. The item will be heard by the full City Council next Tuesday.

Report of the Chief of Police – Chief Charlie Beck regretted to report that Lt. Joseph Satow was killed over the weekend in a tragic accident as he was working on what would have been his retirement home. The Department's thoughts and prayers are with his family. Chief Beck also noted that LAPD did very well at the Baker to Vegas challenge coming home with the overall victory. He then reported that violent crime is down by – 8.6% compared to this time last year. Gang-related crime is down by – 19%. There are currently 9,940 sworn employees, 254 Level One Reserves, 27 Level Two Reserves, 138 Level Three Reserves, 367 Specialist Reserves, 640 volunteers, and 2,827 civilian employees.

Report of the Executive Director – Richard Tefank reminded all that there would be no Police Commission meeting next week on Tuesday, May 1, 2012, due to planned demonstrations in the downtown area. He noted that the Commission Investigation Division Activity Report for March, 2012, was included in the Commissioners' packages for review. He also noted a correction to agenda item 8I, reflecting that the agenda should state “duplicate records,” and not “original records.”

Report of the Inspector General – Alexander Bustamante reported that he and Assistant Inspector General Django Sibley attended the community meeting in the Valley where the Department and the community met to discuss the officer involved shooting incident which occurred on April 11 th on the 101 freeway.

The members of the Commission proudly awarded the Police Commission Distinguished Service Medal to Police Commissioner Alan Skobin as he leaves the Police Commission to join the Fire Commission. All Commissioners shared their history with Commissioner Skobin, stating he was a mentor, an extraordinary leader, a formidable opponent and comrade, a devoted husband and father, a partner to the community as well as the men and women of the LAPD, and a wholly devoted community member. During Commissioner Skobin's tenure, he was responsible for numerous improvements such as enabling funding arrangements for new radios for all officers and the creation of the Purple Heart Award. Commissioner Skobin stated that the last nine years have been very special to him, and were an extension of his LAPD beginnings as an Explorer in 1967. He stated that his blood will always be “LAPD Blue.”

Vice President John Mack was appointed as the Police Commission representative on the Office of Public Safety Oversight Committee .

Captain Jon Peters and Mr. Ron Kadota presented the Pacific Area Community Police Advisory Board status report. Captain Peters was happy to report that violent crime is down by -7% in Pacific and there have been no homicides this year. This diverse Division encompasses LAX and Venice, meaning that thousands of tourists move in and out the area daily. This CPAB is very active and produces numerous community events including the Winter Wonderland and Santa Sleigh that moves throughout the community. Pacific is also employs social media to effectively communicate with community members. Pacific also has numerous and robust youth programs and activities.

Deputy Chief Mark Perez presented the Department's report on Conditional Official Reprimands , which was accepted with direction for the Department to prepare a Special Order for Commission review within 120 days. In addition, the Department will report back within 60 days with more in-depth analysis of the potential discipline involving officer involved shootings and use of force incidents. Deputy Chief Perez noted that the recidivism rate is actually lower with the Conditional Official Reprimand system as opposed to the traditional suspension method.

Commander Michael Williams presented the Status of Backlog of Department Traffic Collisions , which was approved. He stated that there are currently 31 backlogged accidents to be investigated and he anticipates the backlog to be clear in two weeks. The Commission asked that this item become a quarterly report to the Commission.

At the Police Commission Meeting on April 17, 2012

Commission Comments – Commissioner Robert Saltzman attended the LGBTQ Community Forum and was very impressed with the new jail protocols for the LGBTQ community. A separate POD has been designated at the Metropolitan Detention Center for transgender inmates, which is a first in the nation. Inquiries are already coming in on how this protocol can be replicated elsewhere. Commissioner Saltzman added that it reflects the highest level of constitutional and community policing. Commissioner Alan Skobin attended Reserve Appreciation BBQ at the Police Administration Building. He commented how nice it was to see the command staff serving and showing their deep appreciation for Reserves who consistently contribute so much of themselves. Commissioner Skobin also went on what will probably be his last ride-along as a Police Commissioner. He was reminded of how difficult the job is and how flexible officers have to be to respond to ever-changing events.

Report of the Inspector General – Alexander Bustamante reported that the follow-up audit on financial disclosure is near completion and will be on a Commission agenda in the near future.

Co-Chairs Robert Basch and Captain Thomas Brascia presented the status report from the Topanga Community Police Advisory Board . While the CPAB consists of 26 members, Topanga has 83 very active volunteers that support numerous functions such as the front desk, administrative, surveillance, detective support, and community relations. Social media is used heavily in this division with very successful results. Topanga also provides very active youth programs such as Cadets, Cadet Recruits, DAPS, and Jeopardy. Mr. Basch commented that he works the front desk often and noted that Topanga has been audited on the ability to serve foreign language speakers, and has consistently done well. Mr. Basch has provided training to new officers on how to assist foreign language speakers. The Commissioners commented on the great work at Topanga and thanked all of the Topanga officers and volunteers for a job well done.

Co-Chairs Gary Minzer and Captain Bea Girmala presented the status report from the Hollywood Community Police Advisory Board . This very active CPAB focuses on timely and pertinent issues to obtain optimum community results. Through a committee structure, the Hollywood CPAB addresses homelessness (both juvenile and adult), youth issues, nightclub issues, clergy support, and security-related issues. Through partnerships with various Hollywood-based businesses, the Hollywood CPAB has been able to produce tangible goods for the community, one of them being a public service announcement addressing the issue of date rape in nightclubs. The Hollywood CPAB is growing and now also boasts a Teen CPAB with 24 members. Much of their work is centered around youth enhancement. Recently, the Hollywood station played a big role in opening the doors of “Tomorrow's Future Youth Mentoring Center,” which has been very successful.

Deputy Chief Pat Gannon discussed the Los Angeles Police Department/Housing Authority of the City of Los Angeles Community Safety Partnership Program . As the LAPD now provides full law enforcement services for the Housing Authority's housing developments, Chief Gannon was asked to develop and implement a new approach to policing in the projects, where trust in police has been historically low. He created a partnership with the Advancement Project and essentially brought in all community stakeholders to develop an approach to policing that would provide optimum public safety to the residents while also assisting in long-term community improvement. To achieve this goal, officers were recruited who were able to commit to long-term assignments. These officers were specifically trained for the unique assignment. Their responsibilities include prevention and intervention approaches as opposed to only suppression. The success of this program is not only going to be judged through crime statistics, but through school attendance, school drop-out rates, graduations, etc. All Commissioners were very positive about this new approach. President Drooyan referred to the program as the “next level of community policing.”

The Biased Policing Update, Fourth Quarter and Annual Report, 2011 , as presented by Commander Rick Webb, was approved. The Commissioners commented that the Biased Policing reports and the work of the Constitutional Policing Unit have consistently improved.

During the Public Comment portion of the meeting, approximately 25 individuals spoke and expressed concern regarding the Suspicious Activity Reporting Program.

Report of the Inspector General – Alexander Bustamante stated that on March 29, 2012, the Office of Inspector General received correspondence from the Los Angeles Police Protective League expressing concern over personnel information which had been provided to a media source. The Office of the Inspector General immediately contacted the Department to find that an investigation had already been initiated. Mr. Bustamante added that the Office of the Inspector General will be following the investigation.

Co-Chairs Margaret Amador and Captain Anita Ortega presented the status report from the Hollenbeck Community Police Advisory Board . Captain Ortega began by noting that Ms. Amador had recently been named La Opinion's Distinguished Woman of the Year, reflecting her high level of dedication to the community. Hollenbeck has actively sought out and used social media to successfully reach the community and build bridges. Additional officers have been deployed to Ramona Gardens resulting in an improved relationship in the area. Hollenbeck has also been active in working on the anti-bullying campaign spearheaded by community volunteer Monica Harmon. Ms. Amador added that Hollenbeck CPAB has a very well-attended National Night Out, an active Community Emergency Response Team, and they are currently assembling a Youth CPAB. Commissioner John Mack noted that he attended Hollenbeck's National Night Out event and enjoyed it very much.

The Office of the Inspector General's Financial Disclosure Audit was approved, and the Department's Assessment of Units Exempted from the Financial Disclosure Program was received with the amendment that the related Special Order reflect organizational changes. Commissioner Richard Drooyan noted that this item was essentially the last component of the Transition Agreement and he commended the Department for the significant accomplishment. Commissioners Robert Saltzman and John Mack also added their appreciation to the Department for the effort in reaching this milestone. Commissioner Alan Skobin agreed but added that in the future, it would be reasonable to study the benefits of the Financial Disclosure requirement.

The Analysis of 2011 Aggravated Assaults on Police Officers was approved, as presented by Deputy Chief Kirk Albanese. While assaults on officers are currently down, there was an uptick of this occurrence in 2011. The analysis provided trending information such as time of day of occurrence, weapons used, and parolee involvement, among other factors. All of this information is used for training purposes for prevention of assaults on officers in the future.

The investigation is not complete until the accused officer goes through the Board of Rights procedure. He reported that violent crime is down by 7% compared to this time last year, and attacks on officers are down by 20%. There are currently 9,917 sworn employees and 2,831 civilian employees. Commissioner John Mack commended Chief Beck and Commander Rick Webb for the sustained complaint on racial profiling stating that it demonstrates a commitment to fairness and progress.

The Monthly Photo Red Light Program Cost Analysis for January 2012, was approved. Commissioner Alan Skobin suggested that as revenue is now close to meeting the expense of keeping the contract open, the time has come to end the contract. Commissioners Robert Saltzman and John Mack agreed, as did the Department. The contract will terminate on March 31, 2012.

The Annual Review of Intelligence Investigations was approved. Commissioner Skobin, along with Commissioner Wong Yang, was assigned to this investigation, and he stated that it is very important to keep this issue on the Commission's radar as it addresses key issues in public safety.

Report of the Chief of Police – Chief Charlie Beck reported that the Los Angeles Marathon was successfully policed with no major incidents. Violent crime is down by 8% compared to this time last year, and gang-related crime is down by 22.7%. There are currently 9,927 sworn employees and 2,831 civilian employees.

The Board of Police Commissioners honored Clerk Typist Charlotte Smith upon her retirement from the City of Los Angeles. Charlotte has been an outstanding employee in the Permit Processing and Records Section of Commission Investigation Division for five years. Upon joining CID, she quickly cleared a backlog of several hundred permit applications and maintained the efficiency throughout her tenure. Prior to the City of Los Angeles, Charlotte enjoyed careers at the Los Angeles Unified School District for 14 years, TWA for 20 years, Princess Cruises for five years, and Verizon for three years. She was wished the best in her new endeavors.

The Inspector General's report, relative to the Review of the Department's GED/CLEAR Selection Criteria Audit was continued for one week.

The Inspector General's report relative to the Review of the Department's Quarterly Discipline Report, Second and Third Quarter, 2011 , was approved, however, the discussion led to additional information being requested from the Department. As the guidelines for utilizing Conditional Official Reprimands will be presented to the Commission by Deputy Chief Mark Perez in four to five weeks, the Commissioners added their comments of what they would like included in the guidelines. They commented that the guidelines should address personnel investigations related to DUI's, use of force, retaliation, solicitation of prostitution, and alcohol-related issues. The guidelines should also include why some Conditional Official Reprimands expire after five years, how the data is tracked, and the difference between a Conditional Official Reprimand that is agreed upon and one that is imposed. In addition, there needs to be a way to effectively handle the rare situation when an officer is involved in more than one possible discipline matter at the same time. As for the preventable officer-related traffic collision portion of this report, the Commission asked the Department to return with an update on the backlog of officer-related traffic collision investigations in 30 days, and a report on the progress on the recommendations for change in how officer-related traffic collisions are investigated in 60 days.

The Department's report relative to the Remaining Consent Decree Paragraphs Codified into the Department Manual , was approved with the addition of “Unless otherwise directed by the Board of Police Commissioners,” at the beginning of paragraph 143.

The Department's response regarding the Property Division's Performance Audit was received and filed.

The Juvenile Division Command Accountability Performance Audit was approved. Captain Fabian Lizarraga stated that steps have been taken to correct any deficiencies that the audit may have highlighted.

The Operation West Bureau Gang Enforcement Detail Command Accountability Performance Audit was approved. One of the items that is now corrected is the addition of a box to check if the Marsy's Rights card has been given to the victim. Commissioner Drooyan commented that any improvements made are a result of the audit doing what it is intended to do, and it is a positive step.

The Audit /Inspection Recommendation Status Report for Fiscal Year 2011/2012 , was approved. In the future, a status report will be presented in July and January, starting with July, 2012

Report of the Inspector General – Commissioner Richard Drooyan noted the importance of the Use of Force reports which are produced by the Department and asked that the Office of the Inspector General also produce quarterly reports on Use of Force with trend analysis. These reports are to begin with the next quarter.

Reserve Officer Eric Rose was presented a certificate of appreciation by the Police Commission for his 25 years as an extraordinarily dedicated reserve officer. Commissioner Alan Skobin and Assistant Chief Earl Paysinger both outlined Officer Rose's significant accomplishments, including being named the Peace Officers Association of Los Angeles County's “Reserve Officer of the Year,” the distinction of being the only Reserve Officer in the United States assigned to the United States Marshalls Los Angeles Regional Fugitive Task Force, providing mentoring sessions to Captains providing practical skills related to media interviews, designing campaigns to enhance youth – based programs in the LAPD, and authoring a landmark survey for the LAPD Reserve program that resulted in the first LAPD Reserve Initiatives report – a report containing 20 recommendations on how to improve the Reserve program. Chief Charlie Beck also commended Officer Rose as a “citizen soldier.”

Commander Michael Williams discussed how the Department now investigates officer involved traffic collisions with critical injuries . In an effort to reduce high dollar claims against the City, the Department has enhanced the level of investigation following these types of collisions with a Multidisciplinary Collision Investigation Team. This team includes investigators who will follow the investigation through completion, reconstruction experts, and representatives from the City Attorney's Office, if needed. Chief Beck also noted that collisions such as these are also reviewed by the Chief within 72 hours, as are Categorical Use of Force incidents.

Captain Carol Aborn and Commander Jerry Weinstein outlined the changes presented in “Policy Prohibition Retaliation – Revised; Discrimination Complaint – Criteria – Revised; Discrimination Complaint – Filing Options other than the Police Commission Discrimination Unit – Renamed and Revised; Filing of Complaint, and review and Resolution of Discrimination Complaint Investigations – Deleted; and Police Commission Discrimination Unit – Deactivated,” which was approved. Executive Director Richard Tefank explained that this will officially deactivate the Police Commission Discrimination Unit as the function of this unit has been absorbed by the Office of the Inspector General, on behalf of the Police Commission.

Report of the Inspector General – Alexander Bustamante reported that the Office of the Inspector General is currently working on two reports that will be presented to the Police Commission in the coming weeks: the Quarterly Discipline Report and the Audit on Financial Disclosure.

Certificates were presented to Ms. Suzann McGinnis and Reserve Officer Cheryl Gifis for their outstanding work through Project Linus, which provides handmade blankets for seriously ill or traumatized children. Through their effort and guidance, thousands of blankets have been made by the “blanketeers” and distributed to children in need in the Los Angeles area. Several officers from Valley Traffic Division came to support Ms. McGinnis and Officer Gifis as they were recognized for their significant contributions to the community.

All reports were approved, including the Use of Force Annual Report, 2010 . Captain Scott Sargent presented the report which is intended to provide information publically and also to identify trends. During the year 2010, there were 86 Categorical Use of Force incidents and 1,575 Non-Categorical Use of Force incidents. There is a delay in the presentation of this report as the cases are included after they are adjudicated by the Police Commission. There was some discussion as to the amount of time required to investigate these cases. There is a continual balance to provide in-depth, high quality investigations while still completing the investigations quickly.

At the Police Commission Meeting on February 28, 2012

Commission Comments – Commissioner Robert Saltzman thanked Assistant Chief Michel Moore for his assistance in providing an excellent demonstration of the Vehicle Containment Technique procedure for him and Commissioner Richard Drooyan . It was a very informative afternoon. Commissioner John Mack attended the Central Bureau African American Community Forum which featured a presentation from Assistant Chief J.T. Thomas from the USC Department of Public Safety. Commissioner Mack also had the privilege of attending the recent recruit graduation. Commissioner Richard Drooyan also attended two recent Anti-Bullying Assemblies arranged by Monica Harmon. He thanked her for her outstanding work in this important arena.

Report of the Chief of Police – Chief Charlie Beck noted that he was pleased to attend the swearing in of Council Member Joe Buscaino. He also commented that the Academy Awards were successfully policed with no major incidents. Violent crime is down by 9.5% compared to this time last year.

The Department's report concerning the proposed “ Community Caretaking Doctrine and Vehicle Impound Procedures ,” was approved with a 4-1 vote. This item was continued two weeks ago allowing the City Attorney time to provide additional information on the Legislative Counsel Letter. Assistant City Attorney Debra Gonzales and Deputy City Attorney Heather Aubrey advised that the advice from the Legislative Counsel is not binding, and that the process outlined in the proposed Special Order is legal. President Drooyan furthered that comment by stating that the changes are actually grounded in law. The item was discussed in detail by community members, all commissioners, Chief Beck, and Assistant Chief Michel Moore. The proposed change basically allows an officer the option of not invoking a 30-day vehicle impound when an individual is stopped who is unlicensed with no priors but has insurance, has identification, and the vehicle's registration is valid. This item was approved 4-1 with the amendment that a current warrant for arrest for failure to appear be added to the portion of the Special Order that deals with unlicensed drivers with priors.

Co-Chairs Penny Meyer and Captain Paul Snell, and Ms. Jean Sinatra presented the annual status report from the Van Nuys Area Community Police Advisory Board . Captain Snell outlined the ethnically diverse area. Ms. Sinatra stated that they were very grateful for Captain Snell who took over Van Nuys after the untimely death of Captain Bill Eaton. She reviewed some of the events that the Van Nuys CPAB has been active in, including the Valley Glen Safety Fair, the CPAB Summit, a BBQ for the officers, National Night Out, the 100 Year Anniversary Celebration of Van Nuys, and the Mid-Valley Recognition Lunch, among others. The CPAB is divided into active committees such as Youth Programs, Membership and Outreach, Emergency Preparedness and Blight Abatement. They have become very involved in sharing information on social media sites. The goals for this active CPAB are to reinvigorate the citizen surveillance team and to initiate a Teen CPAB.

Captain Matt Blake and Assistant City Attorney Anne Tremblay discussed the removal process from a Gang Injunction . Ms. Tremblay stated that there are currently 44 injunctions against 72 gangs. The process for an individual to be removed from an injunction is now institutionalized and so far, 70 individuals have applied for removal. Seven individuals have been removed and 20 were not actually listed on injunctions.

Captain Matt Blake reported on the status of the recommendations included in the Department's report on the Donation Approval Process Inspection, Third Quarter, FY 2010/11 . He is currently working on a Special Order to include the recommendations and to streamline the donation process. He anticipates returning with the proposed Special Order in a couple of months.

Captain Matt Blake provided an update on the Foreign Language and Telecommunications Device for the Deaf Inspection . The last audit resulted in greater attention to the level of service provided to foreign language or hearing impaired callers. A recent audit reflected a 95% compliance rate for desk officers' responses, which is a significant improvement.

The Gang Enforcement Detail Supervisory Oversight Inspection – Second Quarter, FY 2011/2012 , as presented by Matt Blake and Detective Jose Ceja, was approved.

The 2011 Annual Categorical Use of Force Statistics , as presented by Deputy Chief Rick Jacobs, was approved.

New Employees

Special Investigator II Camelia Naguib has joined the Office of the Investigator General. She was previously Deputy Director of the Police Assessment Resource Center (PARC), an evaluator for the UCLA School Management Program, and Assistant Program Director at Milestones Human Services in San Francisco.

Special Investigator II Edward Kreins has also joined the Office of the Inspector General. He has 31 years of experience with the Beverly Hills Police Department and retired as a Captain in the Investigative Services Division.

At the Police Commission Meeting on February 14, 2012

Report of the Chief of Police – Chief Charlie Beck reported that the Grammy Awards were policed well with no major incidents. He also attended the naming of the Westchester Branch of the Police Federal Credit Union after former Assistant Chief Jesse Brewer. He reminded all of Jesse Brewer's contributions, including his service as a Police Commissioner.

Report of the Executive Director – Mr. Richard Tefank reminded all that there will be no Police Commission meeting on February 21st .

Assistant Chief Michel Moore outlined the Community Caretaking Doctrine and Vehicle Impound Procedures . President Richard Drooyan stated that since an opinion was received yesterday from the California Legislative Council Bureau which is not consistent with the proposal, the issue will be continued for two weeks allowing the Los Angeles City Attorney time to evaluate and provide guidance on the opinion. The presentation for the proposal was still made and public comment was accepted. Assistant Chief Moore explained that this proposal does differ from the original proposal and it represents a balance that is focused on public safety yet is still fair and reasonable. Most importantly, it is in accordance with the law. The change in the new Special Order is focused on the disposition of a vehicle when an unlicensed driver is stopped. Under the proposal, when an unlicensed driver is stopped, a citation or arrest will occur and the vehicle will be impounded. A 30-day hold will be placed on the vehicle if: there is no proof of insurance, or if the driver was at fault in a traffic collision, or if the driver has a prior conviction as an unlicensed driver.

Commission Comments – Vice President John Mack stated that he was pleased to attend the Association of Black Law Enforcement Executive's (ABLE) annual luncheon which featured Dr. Terrence Roberts, who was one of the original “Little Rock Nine.” It was an inspiring event created by the leadership of ABLE, including Captain Van Nathan and Lt. Chris Waters.

Report of the Chief of Police – Assistant Chief Earl Paysinger reported that the Department has been working well with Judge Michael Nash in providing alternate sentencing options for juveniles such as Jeopardy. While there has been a spike in homicides, Part One Crime is down by 4%. He was pleased to note that there is a 30.3% decrease in gang-related crime.

Report of the Inspector General – Mr. Alexander Bustamante reported that the Office of the Inspector General is finalizing the review of the Quarterly Discipline Report as well as completing several audits.

Captain Jon Peters outlined the upcoming changes in the enforcement of Los Angeles Municipal Code Section 42.15 governing vending and other permissible activities on the Venice Boardwalk . Captain Peters explained that the Boardwalk has a tradition of freedom of speech, and as such, is a well-known tourist attraction. However, there is currently a sense of lawlessness with the vendors and the homeless individuals residing there. Captain Peters worked closely with the Department of Recreation and Parks to develop an approach to restore public safety at the Boardwalk. The lottery system will be removed and vending spaces will be issued on a first come, first served basis. Amplified sound will be allowed in all vending spaces instead of just a few. All vending spaces must be vacated at sunset. Items sold must be not common items. In addition, a curfew will be imposed and the Boardwalk will essentially be closed, as a park would be, at night. Enforcement of these new guidelines will take place in the coming weeks. Captain Peters added that a great deal of community outreach has been done to notify all of the upcoming changes.

The Inspector General's Training Evaluation and Management System II Audit, Phase I, was approved. The audit was conducted for a six month period of time examining 1,384 action items from the Risk Management Information System. Action items are generated to supervisors when an employee's performance is significantly different from others who perform similar work. While the review and investigations were of good quality, the dispositions were inconsistent with Department guidelines. Assistant Chief Sandy Jo MacArthur stated that this issue will be addressed through training.

The Inspector General's Gang Injunction Audit was approved. The audit consisted of the review of 190 gang injunction service packages and 65 arrest packages from eight Divisions (two from each Bureau). The service packages were generally found to be in low compliance. However, the arrest packages, which are considered a greater risk, were found to be in compliance. Commissioner Mack asked that the Department return with a status report on the program which was introduced some time ago that assisted individuals who desire assistance in getting out of a gang.

The Inspector General's Review of the Ethics Enforcement Section Quarterly Report, Second Quarter 2011, was approved.

The Department's Fiscal Year 2012/13 Proposed Budget , as presented by Police Administrator Gerald Chaleff, was approved. Mr. Chaleff explained that this is the beginning of the budgeting process for the City's 2012/13 Budget. The Department's Budget is mainly consumed by salaries (95%), leaving very little for equipment. The Proposed Budget does include 73 detention officers which will allow the sworn, who are currently working in the jails, to return to the field. The Commission reiterated that priority is placed on continuing the installation of the in-car video cameras, enhanced property tracking, and hiring detention officers.

At the Police Commission Community Meeting on January 31, 2012

Report of the Chief of Police – Chief Charlie Beck reported that while there is a spike in homicides, Part One Crimes are down by 5.3%, and violent crimes are down by 14.8%, compared to this time last year. He reported that there are currently 9,925 sworn employees, 253 Level I Reserve Officers, 27 Level II Reserve Officers, 142 Level III Reserve Officers, 368 Specialist Reserves, and 2,833 civilian employees. He noted that there is one less sworn member today as Sergeant Joe Buscaino is being sworn in as the new Council Member for the 15 th District.

The West Los Angeles Area Detective Command Accountability Performance Audit (CAPA) was approved, however due to the poor results, a follow-up inspection will be conducted and presented to the Commission in approximately 90 days. Deputy Chief Debra McCarthy and Captain Van Nathan stated that all of the recommendations in the CAPA have been implemented and quality assurance strategies are now in place. They are confident that the three month inspection will reflect better results. Captain Jodi Wakefield stated that this was the first CAPA conducted on a Detective Section, and there will be more in the future. President Richard Drooyan expressed his concern over the results, yet added that he was pleased that the process was working as the audits readily identify issues and provide a method for correction.

Police Performance Auditor Jeff Phillips and Detective Jose Ceja presented the Complaint, Form1.28, Investigations Audit – Phase I Second Quarter, FY 2011/2012. One of the issues raised in this audit was addressed by Commander Rick Webb who stated that all individuals who are considered for employment by Internal Affairs are thoroughly vetted before they start. Nevertheless, he will ensure that the appropriate TEAMS documentation is completed as well. The audit was approved.

The Monthly Photo Red Light Program Cost Analysis for October 2011 and November 2011 , were each approved. Deputy Chief Michael Downing stated that the program continues to generate revenue even though the cameras have not been functional since July 27, 2011. The contract is continuing, on a month to month basis, until July 31, 2012.

At the Police Commission Community Meeting on January 24, 2012

Commission Comments – Commissioner Robert Saltzman commented on the community meeting last week expressing his disappointment in the way in which some members of the audience treated other members of the audience. Vice President John Mack concurred, and more positively, he commented on how pleased he was to participate in both the Department's Annual Martin Luther King Breakfast, and in the Kingdom Day Parade.

Report of the Chief of Police – Chief Charlie Beck thanked the Commissioners for their support and for their participation in recent events. While Total Violent Crime is down by 14.9% compared to this time last year, it is still early in the year to make definitive comparisons.

Report of the Executive Director – Mr. Richard Tefank announced that there will be no Police Commission meeting on February 21 st .

The Police Commission's Audit of the Anti-Terrorist Intelligence Section , was approved. Deputy Chief Michael Downing described why the investigations that ATIS conducts are important and why it is equally important that the process has civilian oversight through the Police Commission. He outlined how an initial lead is received at ATIS, and to what level it is investigated until it is turned over for criminal investigation and disruption, or arrests. Commissioner Alan Skobin, who oversaw the Audit along with Commissioner Debra Wong Yang, said everything was reviewed in the course of the Audit and he was very impressed with level of professionalism in ATIS. He did feel that a few items needed to be addressed, including the documentation of when investigations are turned over to the criminal side, the need to update the guidelines as they have not been updated since 2003, the telephones that ATIS uses need to be modernized, and there is no situation room. Deputy Chief Downing stated all of these issues are actively being addressed.

The Department's Quarterly Discipline Report, for the Second Quarter of 2011 , as presented by Commander Rick Webb, was received and forwarded to the Office of the Inspector General for review. The Commission asked that the Inspector General focus on some of the issues raised in the report such as the drop in the number of sustained allegations, and why the Valley Bureau statistics differ from the other Bureaus.

The Field Training Officer Selection and Training Inspection was approved.

The Recommendation for the Police Commission Distinguished Service Medal for Peter Shutan, Jeanie Lewin, Kurt Knecht, Pamela Blair, and L'Tanya Portlock, was approved. These individuals are from the City Attorney's Office and they worked on the Safer City Initiative in Central Division.

Police Performance Auditors Beth Alonzo and Sophia Liu presented the Digital In-Car Video System Inspection , which was approved. The Inspection revealed that the cameras in the cars in the South Bureau are being used as directed. Deputy Chief Gannon was congratulated for his effort on this project.

The Search Warrant Applications and Supporting Affidavits Audit, Second Quarter, Fiscal Year 2011/12 , was approved. Concern was expressed over the pre-incident review portion of the Audit. Commander Matt Blake agreed that this was an area of concern and stated that it would be corrected.

The Foreign Language and Telecommunications Device for the Deaf Inspection was approved, yet staff was asked to return in 30 days to report on the installation of computers and software which would replace the TDD machines, as they are obsolete.

For the Foreign Language portion of the Inspection, 42 calls were made using the Tagalog language to the Divisions. Thirteen of those calls were handled according to the standards. Steps are being taken to improve the Department's response to foreign language speakers.

The Operations-Central Bureau Narcotics Enforcement Detail Command Accountability Performance Audit was approved. While there were small items to correct, the Audit revealed overall positive results.

At the Police Commission Community Meeting on January 17, 2012

All Commissioners welcomed and thanked the community members (approximately 400) for their attendance. All agreed that members of the Devonshire community are extremely involved and consistently assist the Los Angeles Police Department significantly. President Richard Drooyan noted that it was a pleasure to be in the community to hear local and Citywide issues. Commissioner Alan Skobin, being very familiar with all issues in the Valley, also expressed his gratitude for the overwhelming attendance.

Council Member Mitchell Englander welcomed the Police Commission to Council District 12. He agreed that the community in this area is active and engaged in maintaining a healthy relationship with the police. He noted that since the majority of the people were there to express their concerns over the 30 day impound proposal, he stated that he supports keeping the impound policy as it is because a change would create a public safety risk. He outlined the function and role of the Police Commission, the five-member volunteer panel which sets policy for the Los Angeles Police Department. Council Member Englander also presented certificates to Mike Dobry and Jose Arevalo for their outstanding contributions to the community.

Deputy Chief Jorge Villegas presented an overview of Operations Valley Bureau and commended the attendees for their outstanding support. Captain Kris Pitcher and Maureen Ryan provided an overview of the Devonshire Area. Part One Crimes, or serious crimes, are down by 14.8% compared to this time last year, leading the Valley statistics. Captain Ryan encouraged community members to keep the input, suggestions and information coming as it is a critical component driving the crime statistics down.

Forty-nine individuals spoke primarily about the merits of keeping the 30 day impound procedure as it is. They spoke of the concern of individuals continuing to drive without licenses if vehicles are not impounded, the potential unequal treatment of drivers, and the necessity of drivers maintaining valid drivers licenses and insurance. A few of the individuals spoke in favor of the proposed change to the 30 day impound citing that it was a fair approach which would not discriminate against portions of the community.

President Richard Drooyan closed the meeting by thanking all speakers for their input and comments. He added that a decision on the 30 day impound proposal has not been made yet, and community input such as the input just received is critical in the development process. After it is further developed by the LAPD, this item will be returning to the Police Commission for review in the near future.

At the Police Commission Meeting on January 10, 2012

Commission Comments – Commissioner Debra Wong Yang noted that she visited the Olympic Division and she was very impressed with the professionalism, experience, and community knowledge of the officers. Commissioner Robert Saltzman noted the amazing one million dollar donation to the Cadet Program from the Ray Charles Foundation. He praised Assistant Chief Paysinger and all of those who worked to secure this significant donation. Commissioner Saltzman also thanked the Department for the great work in capturing the arsonist who was terrorizing the City over the holidays and added that the Reserve Sheriff who made the actual arrest of Harry Burkhart was his former student.

Chief's Report – Chief Charlie Beck also commended Assistant Chief Paysinger for his outstanding work with the Ray Charles Foundation. Chief Beck was honored to participate in the Rose Parade, along with the Emerald Society and the Mounted Unit. He commented that it was the first time in the parade's history that LAPD has participated. While he provided crime statistics, the numbers are difficult to interpret as it is too early in the year to make any comparisons. Chief Beck told the Commissioners that he would be reporting back on the use and future use of donated surveillance cameras throughout the City.

Report of the Inspector General – Inspector General Alexander Bustamante reported that his office has been reporting to the scene of Officer Involved Shootings, and working on numerous reports and audits, two of which are being presented in the meeting today.

Management Analyst II Booker Ridgeway was honored with his third Employee of the Month recognition. Booker serves as the Commission's Advocate in permit hearings. With his diligence and professionalism, Booker has successfully presented cases and has prevailed numerous times, specifically on cases involving predatory tow activity. His extremely pleasant demeanor and always friendly approach make Booker a pleasure to work with. Congratulations, Booker!

Ms. Gwen Wood and Captain Dennis Kato presented a status report from the 77 th Division Community Police Advisory Board . This CPAB consists of 35 active members and new members continue to join. Ms. Wood stated that emphasis has been placed on the interests of the CPAB members, allowing them to work on projects that provide substantial support to the officers in 77 th Division. One example of that approach resulted in supplies being provided for officers caring for babies temporarily in their custody. Often, officers had been buying these supplies themselves. This CPAB is very active in community special events, including National Night Out, carnivals, and Officer Appreciation Day, which this year, was strongly supported by the entire community. This Division also has an active DART program and participates in the Summer Nights Lights program. The Commissioners commended Captain Kato for the great work and congratulated and thanked Ms. Wood on her volunteerism.

Commander Rick Webb presented the report on Pre-Interview Disclosure in Complaint Investigations , which was continued for two weeks allowing time for the Inspector General to review the report and provide input. Commissioners expressed concern with the level of flexibility the investigating officer has in determining if videos should be shown, or not, to officers being interviewed for complaints prior to the interview.

Police Administrator Terry Carter and Commander Scott Kroeber presented the report relative to the Board of Police Commissioners Follow-Up Report to the Internal Audit and Inspection Division's Performance Audit of Property Division , which was approved. This audit brought to light the need to replace the automated system in Property Division. Commander Kroeber stated that a request for proposals is being developed to replace the system, and Police Administrator Maggie Goodrich said that the RFP should be released in 30 to 60 days.

The Inspector General's report relative to the Department's Digital In-Car Video System Audit, was approved. Overall, the audit was found to meet the standards of completeness, quality, and findings. Deputy Chief Pat Gannon stated that he is ensuring that all issues with the system are addressed before it is installed Citywide.
