Thousands Pay Tribute To Fallen Minnesota Officer
Members of the public lined roads in Plymouth and Wayzata on Thursday to pay their respects and bid farewell to Wayzata Police Officer William Mathews, killed last week by a motorist who struck him while he was clearing debris from a highway. A lengthy procession was to begin after the close of Mathews' funeral at Wayzata Free Church in Plymouth, where he was eulogized as a conscientious officer with a friendly smile and big heart.

Man Who Killed San Antonio Officer, Critically Wounded Another Had Anti-Police Tattoo
The man who shot two San Antonio police officers, killing one and critically wounding the other, had a tombstone tattooed on his left wrist that read “RIP COPS,” according to an autopsy released Wednesday by the Bexar County medical examiner's office. The autopsy also found that Andrew C. Bice, 34, had several opiates in his body, including codeine, morphine, and 6-monoacetylmorphine, one of three active ingredients of heroin.

Grisly Discovery By Metrolink Train Crew: Body Near Cypress Park Tracks
A person was found dead Thursday afternoon along railroad tracks in the Cypress Park section of Northeast Los Angeles, but it was not immediately clear if the victim had been struck by a train. A Metrolink train crew reported seeing the body about 2:35 p.m. in the area of San Fernando Road and Avenue 19, according to the Los Angeles County Fire Department. Train service was suspended as officers and the coroner's office investigated, according to the Los Angeles Police Department.

West Hills Resident Tied Up In Armed Home Robbery
A search is underway for two robbers who forced their way into a West Hills home, tied up the resident and made off with her property. Police said the two men knocked on a door at a home on the 2200 block of Hamlin Street near Sale Avenue at around 9:30 p.m. Wednesday. When the female resident answered the door, the men forced their way in, tied her up by her hands and feet and ransacked her house, authorities said.

Are West Hills And Los Feliz Home Invasion Robberies Connected? LAPD Investigates
Police are investigating whether two home invasion robberies that occurred within hours of each other Wednesday night are related. In both instances, victims were bound with duct tape as their homes were ransacked, authorities say. The first robbery was reported about 10:20 p.m., when one of two elderly women living in a home in the 4400 block of Cromwell Avenue in Los Feliz broke free from their restraints and called police, said Officer Mike Lopez.

Cops In LA, San Bernardino Counties Top California Police Shootings List
New data released by the California Department of Justice shows significant differences in the rates of police shootings across the state. A KPCC analysis of the data, which cover only 2016, shows San Bernardino and Los Angeles counties have the highest rates among the most populous counties. Police gunfire struck people in 8 incidents per million residents. Officers in other counties with a million or more people — including San Diego and Contra Costa, Alameda and Santa Clara in the Bay Area — shot people at lower rates, according to the state data.

LA Sheriff's Deputy Arrested For Alleged Sexual Contact With Jail Inmates
A Los Angeles County Sheriff's deputy has been arrested for allegedly engaging in sexual contact with female inmates, authorities announced Thursday. Los Angeles County Sheriff Jim McDonnell confirmed that 31-year-old Giancarlo Scotti, a 10-year veteran of the department, was arrested on suspicion of two counts of rape under color of authority and two counts of oral copulation. “This is appalling,” McDonnell said at a news conference announcing the arrest.

California Justice Department Would Oversee All Shared Gang Databases Across The State Under Bill Sent To Governor
California lawmakers on Thursday approved legislation that would give the state Justice Department control over all gang databases shared by law enforcement, repositories holding the personal information of thousands of people suspected of gang membership across the state. The legislation by Assemblywoman Shirley Weber (D-San Diego) was introduced in response to a 2016 audit that found the state's largest shared gang database had no structured oversight, and was filled with unsubstantiated entries and names that should have been purged.

Bill To Create 'Safe Injection Sites' For Drug Users Fails In California Senate
A controversial proposal to allow certain California counties and cities to establish sites where people could inject drugs without legal consequences stumbled in the state Senate on Tuesday night. The measure, by Assemblywoman Susan Talamantes Eggman (D-Stockton), would establish a first-in-the-nation program in which users of heroin and other intravenous drugs could inject in settings with clean needles and under the supervision of trained staff.

L.A. Officials Vote On Rules Governing Where Pot Shops Can Be Opened
Los Angeles took another step Thursday to prepare for the legal selling of recreational marijuana, hammering out proposed rules on where pot shops and other cannabis companies can operate. The Planning Commission voted unanimously to back proposed regulations that would limit marijuana retailers to most commercial and industrial zones and bar them from opening within 800 feet of schools, public parks, libraries, alcohol and drug rehabilitation programs and other pot shops.

In Reversal, State Senate Approves Ballot Measure That Would Expand The L.A. County Board Of Supervisors
After falling short of votes earlier in the week, a bill that would expand the Los Angeles County Board of Supervisors won the two-thirds majority vote needed for passage in the state Senate on Thursday. The proposal, which would increase the board's members from five to seven, would be put on the June 2018 ballot for voter approval should it pass the Assembly.

LA 2028 Delegation Returns From Peru, Outlines Next Steps For 2028 Games
Casey Wasserman, chairman of the former LA 2028 bid committee, said on Thursday he will help guide the newly formed organizing committee that will run the Olympic Games in Los Angeles. Speaking to reporters at Los Angeles International Airport after LA 2028 members returned from Peru, Wasserman said he expects most of the committee's senior staff will remain.
