L.A. County Officials Highlight Success Of Fight Against Sex Trafficking
Los Angeles County's victim-centered, trauma-informed approach to combating the commercial sexual exploitation of children has taken root and is transforming young lives, authorities said Tuesday. The county's first responder protocol, begun four years ago, focuses law enforcement efforts on targeting pimps and johns for arrest and humiliation, while recognizing that children are victims in need of support services. Since then, 361 young people have been “recovered” from a life of exploitation, according to a report presented to the Board of Supervisors. Their average age was just under 16 years old and the youngest was 11. After piloting the program at the sheriff's Compton and Century stations and in the Long Beach Police Department, the protocol has since been rolled out to all sheriff's stations and all divisions of the Los Angeles Police Department.

Man Shot And Injured While Inside His Car In Van Nuys
A man was in critical condition Tuesday after Los Angeles police found him shot inside his car in Van Nuys. At about 1:10 a.m. officers reported to a shooting at Van Nuys Boulevard and Vanowen Street behind a 99 Cents Only Store, said LAPD Detective Dave Peteque. Officers found a 45-year-old man, suffering from a least one gunshot wound, sitting inside his car, Peteque said. LAPD Officer Tony Im said the male suspect approached the victim, took out a handgun and shot him. The suspect, who remains outstanding, left in a vehicle. The victim was transported to a local hospital in critical condition.

LAPD Releases Video Of Gunpoint Robbery At Sherman Oaks Restaurant
Police Tuesday released images of five suspects who robbed a restaurant patron at gunpoint in Sherman Oaks. The robbery occurred about 2:30 a.m. on Sept. 21 at a restaurant in the area of Ventura and Van Nuys boulevards, according to the Los Angeles Police Department. The five suspects had been at the restaurant, then left, passing the victim as they exited, police said. Three of them, all with hoodies covering their heads, returned to the eatery and one of them pointed a handgun at the victim as the other two robbed him, according to the LAPD. “After taking the victim's property, the three suspects entered a 2012-2014 white four-door Mercedes-Benz C-class, driven by a fourth suspect, and fled the scene,” according to a police statement.

Thief Takes Valuables From Family Evacuated From Woolsey Fire
A family that fled the deadly and destructive Woolsey Fire suffered another blow when a thief broke into their van and stole everything they took with them when they evacuated. The Warren family is just one among thousands of families that had to leave with only their most important and irreplaceable possessions as the Woolsey Fire indiscriminately destroyed hundreds of homes throughout Oak Park, Agoura Hills, Westlake Village, Thousand Oaks, Malibu and Calabasas. Since the fire broke out last Thursday, the Warrens had been keeping everything they evacuated with – important documents, photos, valuables – in their SUV, which was broken into as they had lunch in Encino on Saturday. Security video on the Encino parking lot shows a white car parked in the lane behind the Warrens' vehicle as the thief breaks their back window and takes everything.

Man Pleads Not Guilty In Deadly Attacks On Homeless With Baseball Bat
A man charged in a series of attacks in Los Angeles and Santa Monica that left four men dead and eight other people injured -- some of whom were homeless -- pleaded not guilty Thursday to capital murder and other charges, and indicated that he may want to settle his case without going to trial. Ramon Escobar, 47, is charged with four counts of murder, eight counts of attempted murder and six counts of second-degree robbery stemming from the alleged crime spree between Sept. 8 and Sept. 24.

Father Charged With Intentionally Driving His Family Off San Pedro Pier In 2015 Insurance Scheme
A 44-year-old man has been arrested on charges that he deliberately drove his domestic partner and two young sons off a San Pedro pier to collect accidental death insurance policies he had purchased on their lives, federal prosecutors announced Tuesday. The two boys, 8-year-old Abdelkrim Elmezayen and 13-year-old Elhassan Elmezayen, died at a hospital after the April 9, 2015, car crash. Ali Elmezayen survived by swimming out of a side window, and the boys' mother was rescued by a nearby fisherman. Both children had autism. Ali Elmezayen, a Hawthorne resident, was arrested last week and is scheduled to appear at a detention hearing Tuesday afternoon, according to a statement from the U.S. Attorney's Office for the Central District of California.

L.A. Man Pleads Guilty In Deadly Wichita Swatting Case
A Los Angeles man pleaded guilty Tuesday in Kansas to federal charges involving a false 911 call that could send him to prison for 20 years or more, according to the U.S. Department of Justice. Tyler Barriss, 25, pleaded guilty to causing a fatal “swatting” incident in Wichita on Dec. 28, as well as dozens of similar crimes in which no one was injured. In those cases, Barriss was charged in federal courts in Los Angeles and the District of Columbia, according to the DOJ.

Woolsey Fire Destroys 435 Structures, 40 Percent Contained
The destructive Woolsey fire has destroyed hundreds of structures, but with only 15 percent of the damage assessment completed so far, that number will surely grow. Still, firefighters continue to make progress, getting containment up to 40 percent by Tuesday evening, up from 35 percent in the morning and 30 percent Monday night. Containment grew despite crews having to contend with extremely low humidity and at times high winds. Still, the size of the fire grew from 93,662 acres Monday night to 97,114 acres Tuesday night.

Thanks, But No Thanks: Firefighters Ask For You To Stop Donating Random Goods
As residents look for ways to help Southern California firefighters by donating water, energy drinks, blankets, and more, resulting in an extra 5,000 pounds of goods for the fire department to handle, the Los Angeles Fire Department is giving the public a big thank you -- but no thanks. "There are rumors that Los Angeles Firefighters are in need of donated food or supplies, such as blankets, wipes, water, energy beverages, snack bars, toothpaste or eyedrops during current wildfires. Nothing could be further from the truth," LAFD said Sunday in a Facebook post. While LA City firefighters said they were touched, the extra goods had provided an extra challenge for firefighters. "We're touched to the point of tears by your kindness, but truly are not in need of anything more than a wave or a smile," the post reads.

L.A. County, Residents Begin Planning For Recovery As Fire Continues
The Los Angeles County Board of Supervisors Tuesday formally declared the Woolsey Fire a local emergency in order to free up more state and federal funds for recovery efforts, while Malibu residents turned out to both thank first responders and criticize some emergency efforts. Supervisor Sheila Kuehl promised the county would have residents' backs. “The county succeeded wildly and failed. And we will probably continue to do so,” Kuehl said, expressing optimism for more successes in the battle against the blaze. “Our hearts are with you, it's really true … I promise that we will be there and we will do everything we can to make this recovery work.”

LA County Votes 4-1 To Impose Temporary Rent Cap In Unincorporated Areas
Despite voters rejection of Proposition 10, the Los Angeles County Board of Supervisors voted 4-1 Tuesday in favor of an ordinance to temporarily limit rent increases to 3 percent in unincorporated areas of the county. Supervisor Sheila Kuehl, who championed the plan to limit rents while the county considers longer-term solutions, said an estimated 200,000 renters would be protected by the county ordinance. "Several recent local studies indicate that rent stabilization, thoughtfully adopted with other market regulation measures, can successfully protect tenants at risk of eviction with minimal negative impact on the housing market," Kuehl said.
