Police Officer Among 4 Dead In ‘Horrific' Chicago Hospital Shooting
A Chicago police officer and two hospital workers were killed Monday by a gunman who carried out a grisly assault at a city hospital. Police identified the fallen officer as Samuel Jimenez, a young cop with less than two years with the department. Hospital officials said emergency room doctor Tamara O'Neal and first-year pharmacy resident Dayna Less were the other victims in the afternoon shooting at Mercy Hospital on the city's South Side. The shooter, who authorities identified as 32-year-old Juan Lopez, also was killed in the incident. He was previously engaged to O'Neal, according to family members who spoke with reporters.

LAPD To Make Presentation To City Council On Efforts To Combat Street Racing
The Los Angeles Police Department is scheduled to make a presentation to the City Council Tuesday on its efforts to combat illegal street racing following reports of dangerous “street takeovers” in the San Fernando Valley and some fatal crashes. The presentation comes after the City Council voted in June to have the LAPD report on all of the city's current ordinances, laws and fines related to street racing, anti-street racing programs in effect, as well as any suggestions to increase penalties or fines. Street racing is a decades-old problem in city, but particularly in the Valley, and in recent years has evolved into what are commonly referred to as street takeovers, where a large number of drivers close down a street or intersection while other motorists perform dangerous and reckless stunts.

California officials say they have apprehended a minimum-security inmate who escaped last month by stealing a state van parked at the prison garage where he worked. The state Department of Corrections and Rehabilitation says 26-year-old David Gray Hall drove away Oct. 30 from the California Men's Colony prison in San Luis Obispo. He was arrested without incident Friday about 200 miles away, in a park in the southwest area of Los Angeles. The prison's white 1997 Ford Aerostar van was found nearby. Corrections spokeswoman Terry Thornton says inmates have escaped using state vehicles before. Virtually all escapees are caught.

California Sheriff's Office, School Districts Roll Out New Emergency App
San Luis Obispo law enforcement and school district officials are working together to introduce an app to reduce police response time and hopefully save lives in the event of an active shooter, the SLO County Sheriff's Office announced last week. The Rave Panic Button dials 911 and alerts other teachers to the presence of an active shooter, KEYT reported. It also provides responding officers with teachers' locations and a map of the premises. “We're the only county that I know of that has developed a response plan with an app,” Sheriff Ian Parkinson told KEYT. “But frankly we hope that we'll never have to use [it].”

A $2-billion light-rail line that will add a key north-south connection to Los Angeles County's growing transit network is facing several construction problems and will not open next year, the Metropolitan Transportation Authority said. Tunneling and track construction along the 8.5-mile Crenshaw Line through South Los Angeles has gone quickly, officials said, but crews have fallen behind schedule on electrical work, the connection to the Green Line, and improvements to sidewalks and gas lines in areas where the train will run at street level.
