Man Pleads Guilty To 2016 Killing Of North Carolina Officer
Officers lined the courtroom as Irving Lucien Fenner Jr. pleaded guilty to first-degree murder in the death of Shelby Police Officer Tim Brackeen. Tears flowed down faces as he was sentenced to life in prison without the possibility of parole. After weeks of jury selection for the capital murder trial, the Cleveland County District Attorney's Office accepted a plea proposal proposed by the defense three weeks ago. "I will always feel that Irving Fenner Jr. deserves the death penalty," said Assistant District Attorney Sally Kirby-Turner, her voice cracked slightly at the words. Fenner, 26, was accused of shooting Brackeen on Sept. 10, 2016, when the 12-year veteran officer attempted to serve several warrants on him. Brackeen succumbed to his injuries two days later in a Charlotte hospital. The defense originally tenured a plea in hopes of saving Fenner from the death penalty, said lead defense attorney Victoria Jayne.

Man Charged With Attempted Murder In Iowa Police Shootout
A man wounded in an Iowa shootout with officers that also wounded two deputies has been charged with two counts of attempted murder of a peace officer. The Iowa Division of Criminal Investigation says in a news release Tuesday that 52-year-old Randall Comly fired a gun at Guthrie County Deputy Kent Gries and Stuart police officer Tyler DeFrancisco on Thursday inside an apartment. Neither were shot. However, two deputies posted outside the apartment, Steven Henry and Jim Mink, were both shot. Investigators say they may have been hit by gunfire from fellow officers returning Comly's gunfire. The shooting occurred in Stuart, about 35 miles west of Des Moines. Both Mink and Henry were released from the hospital Saturday morning. Comly was also wounded in the confrontation. He has since been released from the hospital and is being held in jail.

Suspect Arrested After Man Stabbed In Historic South-Central: LAPD

A suspect was arrested following a stabbing in the Historic South-Central neighborhood of South Los Angeles Wednesday, officials said. Authorities asked for two ambulances to be sent to the scene after the incident was reported around 11:30 a.m., said L.A. Police Officer Tony Im. Video from the scene showed the crime scene was outside a shoe supplies store at 4256 S. Broadway. A man suffering from lacerations was hospitalized in unknown condition, Im said. It's unclear what led up to the violence. The victim is believed to be around 45 years old Im said a suspect was arrested, but the officer could not provide further information on that person or their relationship to the victim. It was unclear whether the suspect was also injured, or why a second ambulance had been requested.

Suspect Arrested After Fleeing Into Parking Lot Of Northridge Target Store
Police have arrested a suspect that drove into the parking lot of a Northridge Target and fled on foot after a pursuit Wednesday afternoon, authorities said. Officers with the Los Angeles Police Department responded to the area of Balboa Blvd. and Nordhoff St Wednesday afternoon after a pursuit ended in the parking lot of the Target store. According to police the suspect drove into the parking lot and fled on foot; police searched the area and took the suspect into custody. Shortly after the pursuit ended LAPD Bomb Squad arrived on scene due to reports of a suspicious vehicle. The bomb squad gave the all-clear several hours later.

8-Year-Old Boy Found After Disappearing From Family's South LA Home
A missing 8-year-old South Los Angeles boy was found Wednesday morning and reunited with his family after police asked for the public's help in finding him. The boy disappeared after leaving his family's home Tuesday night in the 1200 block of East 43rd Street, according to police. Early Wednesday, police and the family issued a plea for help in the search. The LAPD issued a statement later Wednesday, indicating that the boy had been found. More details were not immediately available.

Two Men Charged In Deadly 2017 Party Bus Shooting In Santa Monica
Two men who were already in custody for unrelated cases have been charged with murder in connection with a 2017 party bus shooting in Santa Monica that killed a woman and wounded several other people, police announced Wednesday. Deommi De La Cruz, 28, of Compton, was killed in the shooting that occurred just before 1 a.m. Nov. 4, 2017, on Ocean Avenue near Colorado Boulevard, officials said. The defendants were identified by Santa Monica police as Cameron Lee, 23, and Ron Simmons, 21. Their places of residence were not immediately available. In addition to murder, both men were charged with shooting at an occupied dwelling or motor vehicle and attempted murder, along with gang and gun allegations, according to the Los Angeles County District Attorney's Office, which reported that Simmons was also charged with possession of a firearm by a felon.

6 Men Indicted In Connection With Takeover Robberies Targeting Cell Phone Stores In 3 SoCal Counties
Six men face federal charges in connection with a string of takeover-style robberies at cell phone stores in five Southern California cities earlier this year, prosecutors announced Wednesday. The spate of crimes took place between March and September at cell phone stores in Long Beach, Fullerton, Chino, Victorville and Beaumont, according to U.S. Department of Justice spokesman Ciaran McEvoy. The defendants are accused of “holding store employees at gunpoint, sometimes zip-tying them, then stealing a total of nearly $200,000 worth of electronic devices and cellular telephones,” McEvoy said in a written statement. “In total, the defendants allegedly stole approximately $191,053 in cell phones and electronic devices, and approximately $2,434 in cash,” he said.

Potential Gun Trafficking Hubs Revealed in ATF Data
When a police detective picks up a crime gun and runs a trace, she finds out when the gun was first purchased in a legal sale. If that sale occurred in the previous year, there's a good chance the firearm was trafficked or purchased with criminal intent. The aggregate data from those trace reports, analyzed by The Trace, provides a map of the interstate routes that display the most glaring signs of firearms trafficking. The data also bolsters the well-documented pattern of guns flowing from states with loose gun laws to nearby states with stricter ones. Every year, the Bureau of Alcohol, Tobacco, Firearms and Explosives publishes a cache of reports with facts and figures about gun traces. A trace report is kind of like a Carfax report for a gun, recording the date and location of purchases and the flow from seller to buyer. In addition to looking at the caliber of the weapon traced and where it ended up, the bureau calculates its “time-to-crime,” or the time that has elapsed between a gun's purchase at a retail location and its recovery during a police investigation.

L.A. County Fire Pre-Deploying Extra Patrols To High Risk Burn Areas
The Los Angeles County Fire Department is augmenting staffing and pre deploying resources in high-risk burn areas ahead of a major Santa Ana wind event expected to begin early Thursday morning. “This is definitely going to be one of our more significant events,” said Captain Tony Imbrenda. “Pre-positioning resources in brushy areas during these wind events is a key part of our strategy.” Imbrenda said the department will be adding a fourth firefighter to 27 engines, staffing 16 extra patrols, and pre-deploying three strike teams in high-risk areas. One strike steam will be based at station 89 in Agoura Hills. A second will be positioned at station 150 in Santa Clarita near the I-5 corridor. A third will be deployed at Camp 2 in the La Canada area. “All three areas are traditionally impacted significantly from an offshore wind event,” Imbrenda said.

Woolsey Fire Highlights Need For Better Preparedness For A Catastrophe, Report Says
Last year's catastrophic Woolsey fire overwhelmed public safety agencies, exposed problems in the state's mutual aid system and should remind the public that everyone has a responsibility to be prepared for disasters, according to a draft report released Wednesday, Oct. 23. The 204-page report, prepared for the Los Angeles County Board of Supervisors, lays out 155 findings of successes, failures and challenges from before and during the “epic” fire, and offers 86 recommendations for government and the public to improve disaster response. Before the report is finalized, there will be a public comments period and two community meetings in Agoura Hills. The report by consulting firm Citygate Associates of Folsom was commissioned by the Board of Supervisors.

California Pursues A Holy Grail: High-Tech Data To Predict How Wildfire Will Spread
On a recent day at an expansive National Guard airfield in Los Alamitos, local fire officials put on display what $4.5 million can buy: planes crammed with high-definition cameras, radar and infrared equipment that peers through smoke. This eye in the sky can provide commanders on the ground with a broad picture of a wildfire in its infancy, the most critical time for decision-making. The plane — operating at 10,000 feet, out of signal range — beams the information to a smaller aircraft below, which relays it to a UC San Diego research team running a lab known as WIFIRE. The lab's supercomputer spits out mapping and heat-detection data within minutes, and it generates a model of how the fire might spread based on a number of factors — the holy grail for fire bosses. Eventually, such information will go to a wildfire warning center created under a new state law. The planes are part of a pilot program, an aspect of California's emphasis on technology to respond to wildfire.

Local School Districts To Participate In Active-Shooter Training Next Year
Los Angeles City Councilman Bob Blumenfield Wednesday announced that two local school districts have voted in favor of participating in active-shooter training scenarios. Blumenfield said that after months of working with Los Angeles Unified School District, the Los Angeles Community College District and local activists from the West Valley Resistance, the school districts both approved implementation of the “Real Deal,” a training program for active-shooter and lockdown scenarios. “The sad reality is that school shootings have reached epidemic proportions, and we need to take steps to make sure our kids are safe and not scarred by this horrific trend,” Blumenfield said.

Los Angeles Triples Illegal-Dumping Fines
The Los Angeles City Council passed an ordinance on Wednesday to increase illegal-dumping fines up to 300% to address the messes, particularly in the downtown area and construction sites. The ordinance raises fines on violators prosecuted for illegal dumping to $250 for the first offense, $500 for the second and for three-time and subsequent offenders, $1,000, along with possible misdemeanor citation or six months in jail. The previous fines were sometimes less than three times that amount, Garcetti said. "This is a crime, let's be clear, whether it is committed by ones who use our public space as a dumpster, businesses that try to skirt the law or those who seek to come in from other cities and use L.A. as a dumping ground," Garcetti said. The ordinance can also fine offenders for cleanup of the illegal dumping in amounts of $500 for the first offense, $750 for the second offense and $1,000 for third and subsequent violations.
