Police Seek Public's Help In Solving Van Nuys Cold Case Killing
Members of the Los Angeles Police Department's Valley Bureau Homicide Unit are holding a news conference Wednesday in Pacoima to ask for the public's help in bringing the killer of Kenneth Fulks to justice. At the 10:30 a.m. news conference at 10717 San Fernando Road, a $50,000 reward will be announced for information leading to the arrest and conviction of the suspect or suspects responsible for the murder of Fulks, who was shot to death on May 9, 2013, on the 15200 block of Vanowen Street in Van Nuys, police said. A new billboard asking for the public's help will also be unveiled. Fulks' family members will join homicide detectives, and two organizations — Justice for Murdered Children and Justice For Homicide Victims — that support family and friends whose loved ones have been killed. Shooting Reported Outside Watts Elementary School: LAPD
Authorities are investigating after a shooting was reported outside an elementary school in the Watts neighborhood of South Los Angeles Wednesday, prompting a lockdown of the campus, officials said. Police received a called around 2:40 p.m. about a shooting near the elementary school located at Compton Avenue and 103rd Street, Detective Megan Aguilar of the Los Angeles Police Department told KTLA. The suspected shooter was never inside the campus, police said. A preliminary investigation found that the man was shooting at people walking on the sidewalk outside the school, according to Aguilar. No victims were located, and the suspect left the scene in a vehicle. The school went on lockdown at 2:45 p.m. KTLA 5

Perfume Thief Stabs Security Employee In The Face At Northridge Macy's
Police are searching for a man who stole women's perfume at a Macy's store in Northridge and stabbed a security employee in the face. The man armed with a knife cut the security employee's face, narrowly missing his eyes, police said. The theft and brutal attack were reported at 9 p.m. Friday at the department store in the 9000 block of Shirley Avenue. The attacker was described as 22-25 years old, 6-feet tall and about 190 pounds. He was last seen wearing a black hoodie with a "Boss'' label on the front. He was captured on store security cameras. Anyone with information about his whereabouts or identity was asked to call Devonshire Robbery Division at 818-832-0874, or contact LA Crime Stoppers at 1-800-222-TIPS. NBC 4

Detectives Seize Security Video In Search For Woman Missing For Two Weeks, Heidi Plank
A woman dropped her son off at a flag football game and vanished. Heidi Plank from Palms has been missing for two weeks as of Wednesday. CBSLA has learned detectives with the Robbery-Homicide Division of the Los Angeles Police Department have seized security video from the downtown apartment building where her dog was found wandering around. Nobody can explain why the dog was there. Planck's ex-husband said investigators with the Securities and Exchange Commission have asked him about her job as the financial controller of Camden Capital Partners, a local investment company. They also asked where her laptop was. Federal court documents obtained by CBSLA showed Newport Beach resident, Jason Sugarman, a managing partner at Camden, is under investigation. Investigators believe he and others stole $43 million from unwitting pension funds over a three-year period. A prayer vigil for Planck will be held Sunday at 6 pm in the downtown LA apartment building where her dog was found. CBS 2

One Person Dead In Collision Near Hollywood Freeway
One person is dead after being ejected from a vehicle in a collision Thursday near the Echo Park neighborhood of Los Angeles. Los Angeles Police Department officers were called at 4:07 a.m. to Edgeware Road and Temple Street where the victim had reportedly been ejected from a vehicle during the collision near the southbound Hollywood (101) Freeway, said LAPD Officer Lizeth Lomeli. The victim was pronounced dead at the scene. Lomeli could not confirm if there were other people with injuries. LAPD's Central Traffic Division will be leading the investigation because there was a fatality, Lomeli said. MyNewsLA.com

Caught On Video: Man Waves Large Knife In Front Of Wendy's Drive-Thru Window In Lake Balboa
A worker at a Wendy's in Los Angeles had a frightening encounter with a man who walked up to the establishment's drive-thru window brandishing a large knife. The incident took place earlier this week at the Wendy's location near White Oak Avenue and Sherman Way in the Lake Balboa neighborhood, and was caught on video. The worker told Eyewitness News the man had asked for free food, but when the employee offered him cash from his own pocket instead, the man got agitated and started making slicing motions on the glass of the drive-thru window. The man left a few moments later, but the worker says he returned Tuesday. This time, he came inside the restaurant, bought some food and left.  ABC 7

LASD And LAPD Address Homeless Encampments On Westside
On Wednesday, the Los Angeles Police Department and the L.A. County Sheriff's Department met with concerned residents to talk about homelessness in West Los Angeles. Many of the residents had the same question on the top of their minds: what must be done to ensure the encampments don't return? “Outreach and intervention needs to begin early as people are settling into communities on the street,” said LAPD assistant chief Beatrice Grimala. “We cannot paint the homeless population with a broad brush.” Grimala and Sheriff Alex Villanueva addressed a crowd of West Los Angeles residents talking about the growing encampments in the area and how to prevent their resurgence “What will prevent individuals from moving to one encampment in one part of the city to another,” said one resident. Many residents praised LASD for the major clean-up on Monday, that cleared the homeless encampment in front of the Veteran Affairs in Brentwood, dubbed “Veteran's Row.” Both agencies agreed that more needed to be done, but also agreed that their hands were tied. Man Has Been Missing Since October
A 29-year-old man is missing Wednesday and authorities are seeking the public's help in locating him. Investigators from the Los Angeles Police Department's Missing Persons Unit say Alexis Rodriguez was last seen on Oct. 4 near East 25th Street in Los Angeles. Rodriguez is Latino, 5 feet 7 inches tall, weighs 140 pounds, and has black hair and brown eyes, police said. Anyone who has information about Rodriguez or his whereabouts is asked to contact the Missing Persons Unit during business hours at 213-996-1800. Venice Residents Concerned Homeless Encampments Will Return Even After Clearing
Sanitation workers cleared another large homeless encampment in Venice today, but neighbors, both housed and unhoused, are concerned the clearing will not last. While notices announced the cleanup and “No Parking” signs warning residents that their cars would be towed if they were not moved, the Los Angeles Police Department and Los Angeles Homeless Services said the new rules would not be enforced. However, some residents are concerned about their safety. “It isn't enough,” said resident Deborah Keaton. “This is only gonna last about 15 minutes and then he's gonna come right back.” The “he” Keaton refers to is the man that threatened to kill her husband Bob Gannon in September. The couple's doorbell camera recorded the threat. “I will kill your husband,” the man said. The same man assaulted another resident, David Mushegain, three years before. “I was attacked with a wrench,” said Mushegain. “My friend (was attacked) with a knife by somebody separately and we had to go to trial. [The attacker] went to jail for a small period of time.”  CBS 2

Los Angeles County Sheriff Won't Enforce Vaccine Mandate
Los Angeles County Sheriff Alex Villanueva said Tuesday he won't comply with a mandate requiring deputies be vaccinated against the coronavirus or face termination, claiming thousands could leave the department and that will lead to more crime. His defiance to the order that was approved last summer by the LA County Board of Supervisors brought a rebuke from Janice Hahn, one of the panel's five members who unanimously backed the policy. “He is putting both his deputies and the public they come face-to-face with every day at unnecessary risk,” she said in a statement. “What we need from the sheriff right now is leadership, for once.” Villanueva, who faces a reelection challenge next year, has defied other health orders during the pandemic. Last month, he said he wouldn't have his deputies enforce a mandate requiring vaccinated and unvaccinated people wear masks at indoor public settings. Vaccine mandates are rolling out nationwide for government employees and many cities are clashing with first responder unions over the requirements.  FOX 5 San Diego

Authorities Seek 4 Women Who Stole Balenciaga And Saint Laurent Handbags From Calabasas Boutique
Authorities sought the public's help Wednesday to identify four women who stole several handbags from a Calabasas boutique. The suspects entered The Kingdom located at 4719 Commons Way about 4:10 p.m. last Thursday and took four Balenciaga and two Saint Laurent handbags without paying, according to the Los Angeles County Sheriff's Department. The estimated value of the bags was not immediately known. Anyone with information on the theft was asked to contact the LASD Detective Bureau at 818-878-1808. K-9 Hero Stabbed Multiple Times While Taking Down 2 Suspects Wanted For Kidnapping, Torture Of Woman
At home, with his family, Sam is called Samuel, Samson, Slam. But after singlehandedly taking down two suspects in the kidnapping and torture of a woman on March 29 of this year — "K-9 Sam" is called a hero. Sam is one of eight K-9s working in San Bernardino's California Highway Patrol's K-9 unit. He's teamed up with his human partner, Officer EJ Murphy. When they got the distress call last spring of a dangerous chase in Hesperia — they sprang into action. Once the fleeing car came to a stop, the two suspects inside the vehicle fled on foot. Officer Murphy found the suspects hiding in the bushes. The CHP said that repeated efforts to get the pair to give themselves up were ignored. As a last resort, they sent in K-9 Sam. What followed was terrifying. According to officers, the female suspect first tased the dog to get him to stop. When that failed, she violently stabbed him multiple times, narrowly missing his aorta. Despite his life-threatening injuries, Sam stood at his post until the two suspects were arrested. Then the wounded dog was airlifted for emergency treatment and given first aid by a medic in the chopper to stop the bleeding which helped save his life. FOX 11

Texas Police Officer Dies 3 Days After Being Shot
A southern Texas police officer has died three days after being shot while responding to a reported domestic disturbance, police said Thursday. Kingsville Police Department Senior Patrolman Sherman Otto Benys Jr. died Thursday morning at a Corpus Christi hospital, according to a post on the department's Facebook page. Police said Benys was shot Monday afternoon as he and other officers responded to the call in the city near the Gulf Coast, about 370 miles (595 kilometers) southwest of Dallas. A 40-year-old man has been arrested in connection with the shooting, police said, and an investigation is ongoing.  Associated Press

Portland Mayor Proposes $7M Increase In Police Budget
Mayor Ted Wheeler will seek around $7 million in new public safety spending this fall focused on hiring back 25 retired police officers, buying body-worn cameras and bolstering recruitment to attract 200 more sworn officers and 100 unarmed public safety specialists in the next three years. The mayor told a community town hall this week that he believes he has the votes on the City Council to support the hiring spree. “This is the deadliest era in modern times for the city of Portland,” Wheeler said at a news conference Wednesday. “Many Portlanders no longer feel safe in their city. ... Without these investments, the outlook for violence in our city is grim.” “There is such a thing as too few officers,” he said, “and we've reached that point.” The key question is whether the Police Bureau could even reach that hiring goal should it receive the money for all those jobs. It hasn't been able to fill 128 vacancies it now has amid stiff competition for candidates in the region and nationwide. Wheeler acknowledged that the goal – endorsed by Police Chief Chuck Lovell — is an “ambitious” and “bold” one. Oregon Live

Proof Of Vaccination: Los Angeles County's Vaccine Mandate At Bars, Nightclubs, Breweries Takes Effect
New vaccination requirements took effect on Thursday in Los Angeles County. Los Angeles County now requires proof of vaccination for all customers and employees at indoor portions of bars, wineries, breweries, nightclubs, lounges and distilleries. In addition to showing proof of full vaccination, customers will be required to present a photo ID. Customers were required to have at least one dose by Oct. 7, and full vaccination was required by Nov. 4. Customers who do not provide proof of vaccination may still be served in and use the outdoor portions of the facility, "where the risk of exposure to the virus that causes COVID-19 is less likely when compared to being indoors," according to the county's health officer order. The county also requires people aged 12 and over attending outdoor mega-events of 10,000 or more people to show proof of either full vaccination or a negative COVID test taken within 72 hours of the event. This applies to ticketed sporting events, outdoor concerts, festivals and theme parks that have 10,000 or more people in attendance. FOX 11

Los Angeles Mayor Eric Garcetti has tested positive for the coronavirus while at a climate summit abroad, his office announced Wednesday. Garcetti, who is fully vaccinated, is isolating in his hotel room in Scotland, according to a statement from the mayor's office. KTLA 5

Motion Seeking Ban On 'Bicycle Chop Shops' Advances From Committee
Today the Los Angeles City Council's Public Safety Committee voted to ban bicycle chop shops in Los Angeles. The ban would prohibit the assembly, disassembly, sale, offer of sale, distribution of bicycles and bicycle parts on public property. Bike chop shops are spaces where individuals take apart stolen bicycles, sell parts and reassemble them often in the public right-of-way. “Thieves have little or no fear of repercussions of this activity,” said Councilmember Joe. The motion, which was introduced by Councilman Joe Buscaino, passed 4-1, with Councilman Marqueece Harris-Dawson dissenting. Harris-Dawson did not speak about the motion during the meeting, and his office did not immediately respond to questions about the basis for his no vote. The motion calls on the city attorney to prepare an ordinance similar to one already in effect in Long Beach to prohibit the assembly, disassembly, sale, offer of sale, distribution of bicycles and bicycle parts on public property or within the public right-of-way. It will next be reviewed by the Public Works Committee before reaching the full City Council. WestSide Current
