Police Commission - a list of pending special reports, and when they are due to be delivered


At it's regularly scheduled meeting on Tuesday, September 12, members of the Board of Police Commissioners requested they be updated weekly with a list of pending LAPD special reports, and when they are due to be delivered.

Commission President Rick Caruso said he was aware of any number of issues before the Commission where reports had been promised, but tracking when they were due to be returned to the Commission, and when they might reappear on a Commission Agenda, was difficult.

The other Commissioners agreed, and Commissioner David Cunningham suggested creating an ongoing weekly list of pending reports with due dates.

Until now there was no tool listing them all in one place. Joe Gunn, the Commission's Executive Director, and Commission Secretary Edna Bernal, who was honored at the meeting as the Commission's Employee of the Month, said they'd establish a weekly sheet listing all pending reports and due dates for the Commissioners. This tool could go out to them in the packets they are sent prior to every meeting.

Many reports on conditions and plans at LAPD, as well as internal studies, commonly called "audits" in LAPD jargon, are required by the Consent Decree, or are requested by the Monitor. Consent Decree materials have dates certain, and are therefore due on a regular and recurring basis, every quarter, every six months or yearly, for example.

Others audits are done regularly by the Office of the Inspector General, which then generates reports.

When LAPD receives a request for a "special report" from the Commission itself , there is usually, but not always, a due date attached for delivery, often derived by asking the person who will provide the report for a comfortable time-frame.

Ms. Bernal tracks those reports that have a due date attached, and makes sure they reappear on Commission Agendas when the time is right.

But others, the Commission felt, need to be identified and tracked, too, even if a time-frame for delivery had not been established originally.

Here is the preliminary version of a Report List, with approximate due dates. These are presented as samples of special reports we know are pending.
