Daily News editorial: The police union's call for a summit should be heard and expanded upon
The union representing police officers in the Los Angeles Police Department is absolutely right that the department's resources and growth plan need a re-examination. And everything - from police hiring to current officer work schedules - should be on the table. The Police Protective League this week called for city officials and the police chief to hold a summit on the future of the LAPD in light of the budget crisis, which has ravaged other city departments while LAPD keeps on hiring.

Charles Manson had a cellphone? California prisons fight inmate cellphone proliferation
Contraband cellphones are becoming so prevalent in California prisons that guards can't keep them out of the hands of the most notorious and violent inmates: Even Charles Manson, orchestrator of one of the most notorious killing rampages in U.S. history, was caught with an LG flip phone under his prison mattress. Manson made calls and sent text messages to people in California, New Jersey, Florida and British Columbia before officers discovered the phone, said Terry Thornton, a spokeswoman for the California Department of Corrections.

State Budget Crisis

Brown to go public with California's dire budget news
Gov.-elect Jerry Brown, largely absent from public view since Election Day, next week will launch an unusual, highly public campaign to tell Californians how dire the state budget crisis really is. The event - a forum to which Brown is inviting the state's lawmakers - is at least in part a political measure by Brown to remind voters that the budget crisis is inherited. It also is to prepare the Legislature and the public for a January budget proposal in which Brown, facing an estimated $25.4 billion deficit, is almost certain to make highly unpopular recommendations.
