Police Commission: Officer acted properly in fatal shooting near MacArthur Park
A Los Angeles police officer acted within department policy when he shot and killed a Guatemalan immigrant near MacArthur Park, the city Police Commission ruled today, prompting angry responses from the man's relatives and activists who claim deadly force was unwarranted. The commission unanimously agreed with LAPD Chief Charlie Beck's finding that Officer Frank Hernandez and other officers at the scene acted properly during the Sept. 5 confrontation that ended with Hernandez shooting 37-year-old Manuel Jaminez. The shooting prompted several nights of often-violent protests.

Crime alerts for Carthay, Montecito Heights and 10 other L.A. neighborhoods
Crime reports are up significantly for the latest week in 12 L.A. neighborhoods, according to an analysis of LAPD data by the Los Angeles Times' Crime L.A. database. Eleven neighborhoods reported a significant increase in violent crime. Carthay recorded three reports compared with a weekly average of 0.2 over the last three months. Montecito Heights was the lone neighborhood with a property-crime alert. It recorded six property crimes compared with its weekly average of 3.2 over the last three months.

2 West Hollywood medical marijuana dispensaries raided by federal agents
Federal drug enforcement agents Tuesday raided two West Hollywood medical marijuana stores in the first such action in the city since the Obama administration decided two years ago to take a hands-off approach to dispensaries that abide by state laws. The dispensaries -- Alternative Herbal Health Services and Zen Healing on Santa Monica Boulevard -- are among four that the city has authorized to operate.

Man convicted of murdering man, singer Al Jarreau's niece at Tujunga condominium

A British national was convicted today of murdering two people, including the niece of singer Al Jarreau, at a condominium in Tujunga more than nine years ago. The Los Angeles Superior Court jury deliberated about six days before finding Neil Graham Revill, 38, guilty of first-degree murder for the slaying of Kimberly Crayton and of second-degree murder for Arthur Davodian's killing. The two were found stabbed to death on Oct. 11, 2001, in the condominium in the 10100 block of Commerce Avenue, where Crayton's 14-month-old baby was found crying.

White House wants new copyright law crackdown

The White House Tuesday proposed sweeping revisions to U.S. copyright law, including making "illegal streaming" of audio or video a federal felony and allowing FBI agents to wiretap suspected infringers. In a 20-page white paper, the Obama administration called on the U.S. Congress to fix "deficiencies that could hinder enforcement" of intellectual property laws.

It'll soon become clear that 401(k) plans - into which millions of Americans workers were forced - have failed to meet their stated purpose of funding a dignified, secure retirement. The original purpose of 401(k) plans was to provide extra retirement money for highly compensated executives.

Amid furor over state pensions, Congress gets much bigger ones

Some members of Congress haven't been shy about criticizing underfunded state and local pension plans, even though they themselves enjoy much heftier retirement packages than most private-sector employees and state workers do. For all the theater, members of Congress, regardless of party, aren't saying much about their own retirement plans, which are much more generous than those held by most Americans.

Panel says California AG should promote rehabilitation
California Attorney General Kamala Harris should take on an expanded role by attacking the roots of crime while trying to keep parolees from returning to prison, according to a briefing document released Wednesday from law enforcement and reform experts. The advisory panel who wrote the paper said one of the top jobs of the state's chief law enforcement officer should be reducing recidivism, as Harris promised during last year's campaign.

Gov. Jerry Brown reaches deal with prison guards

California prison guards, who are represented by one of the largest and most politically powerful state-employee unions, have reached a contract agreement with Gov. Jerry Brown. Neither the California Correctional Peace Officers Assn. nor the governor's office would provide details of the long-awaited contract on Tuesday afternoon, but David Gay, a spokesman for the Department of Personnel Administration, confirmed a deal was struck early Tuesday morning.

Senate schedules budget vote today
Senate President Pro Tem Darrell Steinberg announced today that the Senate will convene at 1 p.m. today to vote on Gov. Jerry Brown's budget proposal. "There is no time to waste. Let's vote," Steinberg said in a statement. He called Brown's proposal to cut spending and extend temporary taxes "the only plan on the table that responsibly and honestly promises to put California's fiscal crisis behind us once and for all."
