LAPD service honors officers killed in action
As President Barack Obama honored Sept. 11 victims at Ground Zero on Thursday, the Los Angeles Police Department remembered officers who had been killed in the line of duty, including two who died fighting in the war on terror. Staff Sgt. Joshua James Cullins, an LAPD officer who was assigned to Topanga Division and then Central Division before being deployed to Afghanistan with the Marine Corps, was the latest to be added to a list of officers killed in the line of duty during the department's annual memorial ceremony.

Bin Laden is gone, but the threat of terrorism remains
On the very day Osama bin Laden was killed in a precision Navy Seals operation, law enforcement agencies throughout the nation were recalling how one year earlier, panic was spread by the discovery of a bomb-laden SUV planted in the heart of Times Square by a homegrown militant. Faisal Shahzad's bombing attempt sent a wave of fear across New York City and shut down Times Square for 10 hours. The killing of bin Laden does not and should not diminish our worries about and preparedness for the next terror attack.

LA to hold gun buyback events throughout city on Saturday
The City of Los Angeles Gun Buyback program will offer $100 and $200 gift certificates to people who turn in weapons this Saturday at several locations. "This is designed to take guns off the streets," Los Angeles Police Department Capt. Ivan Minsal told the San Fernando Valley Sun. "If you have a firearm that you no longer use, maybe you no longer go to the shooting range or if your life has changed and you don't have any need for that firearm, this is an easy way and the proper way to dispose of them."

Man who shot at O.C. cop denied parole
A man convicted of shooting at a Huntington Beach police officer during a botched 1985 robbery was denied parole Wednesday and sent back to prison for at least five more years. Christopher Michael Sheehan, 49, has been in prison since 1986 in connection with the robbery and shoot-out, which left his alleged partner dead. The parole board at California Men's Colony in San Luis Obispo found him not suitable for parole during a hearing on Wednesday."

California 'Dream Act' clears Assembly
Illegal immigrants could receive college financial aid under legislation approved Thursday by the Assembly and apparently destined for the desk of a new Democratic governor who supports the concept. California could add fuel to the national debate over illegal immigrants' rights by signing into law the "Dream Act" measure, Assembly Bill 130.

State & Municipal Budget Crises

Local governments also feel budget pinch
As Gov. Jerry Brown and legislators struggle - so far unsuccessfully - to close the state's chronic budget deficit, local governments and schools throughout California face fiscal crises of their own. The stubborn recession that exacerbates the state's budget problem has also adversely affected local governments' property and sales tax income. Meanwhile, counties and schools have been hit by their dependence on Sacramento for support.

Study: Public-sector benefits better than private
California's state and local government workers make salaries similar to those at large private-sector employers but get significantly higher retirement benefits, a study issued Thursday concluded. Teachers, however, make far less after retirement than other public employees in the state. The conclusions were part of a report by consultants hired by the California Foundation for Fiscal Responsibility, a nonprofit involved in research on pension reform.
