Crime alerts for Porter Ranch, Echo Park and 13 other L.A. neighborhoods
Crime reports are up significantly for the latest week in 15 L.A. neighborhoods, according to an analysis of LAPD data by the Los Angeles Times' Crime L.A. database. Nine neighborhoods reported a significant increase in violent crime. Porter Ranch was the most unusual, recording three reports compared with a weekly average of 0.3 over the last three months. Echo Park topped the list of seven neighborhoods with property crime alerts.

LA police want BB, replica guns painted brightly
The Los Angeles Police Department wants BB guns and imitation firearms to look a lot less like the real thing. In a memo set for review Tuesday by members of the Police Commission, police Chief Charlie Beck is asking for a new city ordinance that would require handgun-style BB guns and imitation weapons to be brightly colored. Capt. William Hart says the move follows two police shootings last year where the suspect was seen with what turned out to be a BB or imitation gun.

Panel blames poor oversight, limited police patrols for LAX safety violations
A panel tasked with evaluating safety and security at Los Angeles International Airport found poor communication between various agencies and limited police patrols were to blame for a number of violations, according to a draft copy of the report obtained by KNX 1070. KNX10's investigate reporter Charles Feldman reports the draft dated March 31 paints a very disturbing picture of security at the airport.

Bicyclist fatally shot in North Hollywood
Los Angeles police were looking Monday for the suspects who fatally shot a man on a bicycle in North Hollywood. Police were called to the 6800 block of Laurel Canyon Boulevard at 1:30 a.m. Monday in response to a call of multiple shots fired. A man in his 20s was found crumpled on the ground next to his bicycle, said Los Angeles police spokesman Bruce Borihanh. The man, who had not yet been identified, was pronounced dead at the scene, he said.

Puerto Rico judge releases suspect in North Hollywood killing of text-messaging teen
Zareh Manjikian, suspected in the 2009 shooting of a teenager, had been tracked to Puerto Rico and taken into custody. A judge there ignored a request from Los Angeles and released him on a $50,000 bond. The suspect has disappeared again. Los Angeles Police Det. Thomas Townsend, who has been investigating the killing, was beside himself. "How do you allow a murder suspect out on a no-bail warrant, how do you not honor that?" he said. "Where's the justice there?"

L.A. cops gave dopey museum show of graffiti the welcome it deserved by jailing a vandal it lionized
With impeccable timing, the Los Angeles Police Department packed a graffiti scrawler off to jail for 180 days just as that city's modern art museum featured the vandal's work in an exhibit celebrating "street art." Police Commissioner Ray Kelly should take note, because the Brooklyn Museum is set to welcome the same celebration of property crimes in March. That gives the NYPD time to bone up on the "artists" considered tops in the field - in order to slap them in cuffs should the occasion arise.

Kamala Harris makes key Justice Department appointments
Attorney General Kamala Harris has announced several senior Department of Justice positions, including Larry Wallace, the first African-American named director of the Division of Law Enforcement. Other appointments that Harris announced include: Jerry Szymanski, 37-year veteran of the Los Angeles Police Department who retired as a commander, will serve as Wallace's assistant for evidence-based law enforcement. He spent time with LAPD's Narcotics, Commercial Crimes and Burglary-Auto Theft divisions.

Countdown to 405 Closure

Motorists warned about 'nightmare' of 405 closure
Los Angeles city and county leaders did their best Monday to eliminate any ambiguity in their quest to warn motorists about the impending traffic "nightmare" over a weekend in mid-July, when construction crews plan to shut down several miles of the 405 Freeway for more than two days. "There's gridlock on the 405 virtually any time of the day, but particularly during the rush hour, and if you think it's bad now, let me just make something absolutely clear: On July 16 and 17, it will be an absolute nightmare," said Mayor Antonio Villaraigosa.

Young prisoners faced 24-hour confinement, classes in closets
Inmates in California's youth prison system were subjected to nearly round-the-clock confinement on hundreds of occasions and had to attend school in closets, showers and storerooms because of staff shortages and rampant violence among prisoners, according to a recent state audit. While Division of Juvenile Justice guidelines state that young prisoners can be confined to their rooms no more than 21 hours a day, the audit found 249 instances between January and April this year in which DJJ had violated its own policy.

State Budget Crisis

Countdown begins to strike deal on Calif. budget
California lawmakers on Monday kicked off the second half of their legislative session with their toughest issue ahead: resolving the state's remaining $9.6 billion deficit. The Legislature faces a June 15 deadline to pass a balanced budget, yet there are no signs that Democratic and Republican lawmakers are any closer to compromise despite the threat of lost pay and changing political lines.
