L.A. traffic cameras may get the red light
The Los Angeles Police Commission has voted to kill the city's controversial red-light camera program, rejecting claims that the system makes streets safer while costing the city nothing. Tuesday's vote means that the red-light cameras installed at 32 intersections throughout the city could stop operating within a few weeks unless the City Council takes the unusual step of stripping the Police Commission of its authority over the issue.

State & Municipal Budget Crises

Jerry Brown says budget talks hit a new snag
Gov. Jerry Brown said Tuesday that budget negotiations have hit a snag over the issue of extending current sales and vehicle tax rates until voters have a chance to decide on them later this year. Those taxes are set to go down on July 1, but Brown wants to keep to current higher tax rates in place for three months, with the public weighing in this fall. Republican lawmakers want to let the taxes roll off as scheduled and be re-raised if voters give the OK.

California corrections mess: The 'gift' that keeps on giving
It seems like a triple witching hour for public safety in California. Instead of fixing the serious problems at the California Department of Corrections and Rehabilitation (CDCR), the state is giving up and dumping the parole supervision crisis on local governments. This began with the release of supposedly nonviolent prisoners to relieve overcrowding in state prisons. But the state's cost-saving measure has already proven too expensive for Californians who are losing their lives and livelihoods.

California may ask for more time to reduce prison overcrowding
The Brown Administration told a federal appeals court Tuesday that it may ask for more time to comply with a Supreme Court ruling declaring overcrowding in state prisons had resulted in "needless suffering and death." In the court filing, the state argued that Gov. Jerry Brown's proposed "realignment" of criminal justice programs - which would shift thousands of state prison inmates to county jails, while overhauling parole and probation policy - will reduce the state prison population by more than 30,000 inmates, but could take longer than the two years prescribed by the Supreme Court.

Immigration

LA City Council considers allowing local police to opt out of Secure Communities immigration program
The Los Angeles City Council Tuesday jumps into the debate over deportation. The Council considers a resolution that urges the federal government to allow local police to opt out of its Secure Communities program. Under that program, when police check the FBI's national database to see if an arrestee is wanted in another jurisdiction, the federal Department of Homeland Security also automatically checks to see if immigration authorities want that person.

Legislation

Bill moves forward to outlaw open carrying of unloaded handguns in California
Responding to a movement that promotes the brash public display of firearms, state lawmakers on Tuesday moved forward legislation that would outlaw the open carrying of unloaded handguns in public places. Four previous attempts in the Legislature to prohibit the practice have failed over the last seven years, but the proposal has taken on a heightened profile this year in the wake of organized efforts to encourage others to show up at rallies and meet up at restaurants while carrying guns in visible holsters.

City Government

Los Angeles, fighting blight, goes after Deutsche Bank
The city of Los Angeles is suing financial giant Deutsche Bank for allegedly letting many of the 2,000 houses it obtained through foreclosures to fall into disrepair, leading to crime and lower neighborhood property values. The city says it has repeatedly notified the company about the poor condition of the properties but the bank has not taken action to fix them. By neglecting the properties, Deutsche Bank has violated state law and city ordinances, according to the complaint filed in the Los Angeles County Superior Court.
