City Ordinance #174006 established regulations to implement the Plan for a Citywide System of Neighborhood Councils. It requires that a notice be prepared telling you that the Board of Neighborhood Commissioners will conduct a public hearing as follows:

The purpose of the hearing is to discuss, receive public comments, and vote on these applications. The application from the VOICES OF 90037 NEIGHBORHOOD COUNCIL ask that they be formally certified and recognized as a Los Angeles City Neighborhood Council. The public is strongly encouraged to participate.

SUMMARY OF THE LOS ANGELES CITY NEIGHBORHOOD COUNCIL SYSTEM In June 1999, the voters of the City of Los Angeles approved a new City Charter that created the Department of Neighborhood Empowerment (DONE), whose purpose is to promote more citizen participation in government, and make government more responsive to local needs through a citywide network of independent neighborhood councils. DONE, and its Board of Neighborhood Commissioners, developed a Plan for a Citywide System of Neighborhood Councils (“The Plan”). The Plan expects that the neighborhood councils system will, among other things, (1) promote public participation in City governance and decision-making, so that government will be more responsive to neighborhood needs; (2) promote and improve communication, interaction, and collaboration among all Neighborhood Councils regarding matters that divide them, and matters that will bring them together, (3) improve the delivery of City services and City government responses to Neighborhood Councils’ problems; (4) helps the Neighborhood Councils list their needs in priority order; (5) ensure the equal opportunity of all neighborhoods to form Neighborhood Councils; (6) ensure that each Neighborhood Council reflects the diversity of their area, and ensure that no single group will dominate their decision-making; (7) ensure that the public has an opportunity to receive the earliest possible notice about matters that will eventually be voted upon within City government, so that the public has time to understand, discuss, and take a position on items of importance to them; and (8) provide the Neighborhood Councils with the training and resources they need to be a strong and influential forces in the governmental decision-making process.

If you are unable to attend the public hearing, you may submit your comments in writing at least ten (10) calendar days before the public hearing date, so that it can be distributed to the Board in advance of the hearing. Please submit your written comments to: Board of Neighborhood Commissioners, 334-B East Second Street, Los Angeles, CA 90012. You may also send your comments electronically using the e-mail address or fax number listed on this letterhead. Include the name of the applicant, and the file number listed above. All correspondence submitted to the Board will become part of the official file and will not be returned. The file is available for public review by contacting the Commission Executive Assistant. Translators, sign language interpreters, and listening devices for the hard-of-hearing are available upon request. To ensure the availability of services, please make your request at least three (3) working days before the scheduled hearing date.
