A. Consideration of the Fire Chief’s report dated August 11, 2003, requesting selection approval of Brian D. Heinz, dba Chemical Safety Training to provide Hazardous Materials Technical Training; and requesting authorization to enter into contract negotiations.

Department Recommendation: That the Board, 1. Approve Mr. Heinz as a contractor with the Department for the purpose of providing uniformed members with hazardous materials technician training. 2. Instruct the Department’s staff to enter into negotiations with Mr. Heinz for the purpose of drafting a contract with a term of three years, which will be submitted to the Board for approval.

B. Consideration of the Fire Chief’s report dated August 11, 2003, requesting selection approval of Jewish Vocational Service to provide Hostile Work Environment Training and Skills Development for Supervisors; and requesting authorization to enter into contract negotiations.

Department Recommendation
: That the Board, 1. Approve Jewish Vocational Service as a contractor with the Department for the purpose of providing the supervisory-level members with hostile work environment training and skills development. 2. Instruct the Department’s staff to enter into negotiations with Jewish Vocational Service for the purpose of drafting a contract with a term of three years, which will be submitted to the Board for approval.

C. Consideration of the Fire Chief’s report dated August 7, 2003, requesting approval of a Request for Proposal (RFP) for helitanker services for a term of up to ten (10) years.

Department Recommendation
: That the Board approve the RFP to select a contractor to provide helitanker services in Fiscal Years 2004-05 through 2010-11, subject to the City Attorney’s approval and legality; and 2. Upon approval, forward the RFP to the Mayor and City Council for their action thereon.

D. Consideration of the Fire Chief’s report dated August 7, 2003, requesting approval of a Special Resolution for Marc H. Segal, Captain II, EMS 13-C

Department Recommendation
: That the Board approve a Special Resolution for Captain II Marc H. Segal.

E. Consideration of the Fire Chief’s report dated August 26, 2003, requesting approval of the Unified Program Database Replacement Agreement.

Department Recommendation:

1. That this request be approved and the attached agreement be signed and processed.
2. Direct the Administrative Services Bureau to create a line item account to fund the annual fee.

F. Consideration of the Fire Chief’s report dated August 26, 2003, requesting approval of the 2002 and 2003 Noncompliance Fee Appeals and Brush Clearance Assessment Hearings.

Department Recommendation: That the Board,

1. Instruct the Fire Department to schedule the pending 2002 Noncompliance Fee Appeals forthwith.
2. Instruct the Fire Department to schedule the pending 2002 Brush Clearance Assessment Hearings during October 2003.
3. Instruct the Fire Department to schedule the anticipated 2003 Noncompliance Fee Appeals and Brush Clearance Assessment Hearings during March and April 2004.
4. Approve for employment Ms. Patricia Heyne and Mr. Donald Punaro as the Hearings Examiners.
