Police Chases

I don't understand this idea of chasing a car until something happens like killing a few people during the chase. Why don't the police setup roadblocks ahead?

Just commandering a big semi to block the freeway could save lives and damage to innocent bystanders in cars or walking.

The chase I saw today ended in the chased car catching fire. Why wait for something like that to happen?

I'm sure that police have given this much thought. Could you tell me why the chase?
