Help!! Need to know what the California State Fire Marshal does!!

I am currently a student of Fire Tech 101 and I've been looking all over the web to find out what the Fire Marshal does. I also need to know to whom the Fire Marshal reports to. If these questions can be answered I would be greatly appreciated.

This is the homesite for the California State Fire Marshal whose mission is "to protect life and property through the development and application of fire prevention engineering, education and enforcement."

He'll answer ultimately to the Governor's office, since it's a State Agency, but of course there would be a tier of oversight between the two.
