"Community Matters" - "Policing by Consent Decree" ~~ On June 15, 2001, following a number of scandals in the '90s, the Department of Justice put LACP under a Civil Rights 'Consent Decree' giving the DOJ control over the Department. There were significant accomplishments over the first four years, but it eventually took almost four more to institutionalize the required police reforms. A commitment to community-based policing was emphasized, as was revised police training and changes in the areas of integrity, use of force, duty to report misconduct, and critical incident management. LAPD preached that its officers cared about the community, and would do their job appropriately and in partnership with the community in the future. In the article they note the following: "After the recent murders of police officers in Dallas and Baton Rouge, La., and the devastating videos of the shooting deaths of black men like Alton B. Sterling and Philando Castile, the future of police-community relations in cities all over America hangs in the balance. But even as the country is still reeling from these traumas, this is no time for despair." "Community Matters" - "Openness and Transparency: Building Trust" (see: current articles) ~~ A big part of building trust between community and police is to encourage a sense of openness and transparency that assures accoutability. Around the country, there's been a call to provide vehicle and body cameras to police officers, especially those on patrol. But an inconsistency in policies makes it a less than perfect tool, and one that causes the community member confusion. Add to this the various surveillance systems in common use as well as the ability to record video on cell phones and to live stream events on social media forums and its easy to see how there are growing pains associated with employing a technology that most assume guarantees we'll understand a situation with an unreasonable degree of speed. After all .. we instantly see things with our own eyes and, as the saying goes, "seeing is believing." But is it? How many angles and how many perspectives from officers, surveillance systems and community members does it take? And where's the consistency in policy? Community based policing provides a forum for the dissemination of information, sharing of ideas and suggesting of ways Americans can become engaged in making our streets safer, & improve the quality of life.

"Community Matters" has two meanings. We'll discuss issues that concern the community, including local and current event topics, and encourage our participants and listeners to understand the important role volunteers and activists play. We all can make a difference on our block, in our neighborhood, in the towns and cities where we live, in our states, in our country and, finally, in today's world-wide "global village," on the lives of those around us, near and far.

The host of "Community Matters" is Bill Murray, founder of Los Angeles Community Policing (LACP.org), which began as his reaction to 9-11 and has since become the world's biggest grassroots effort devoted to community based policing. The web site features thousands of archived pages of articles and information, and has been continuously published since early 2002.

"I have long felt that America has an untapped inner resource, her people," says Bill, "whose contributions could be enormous if moderately supported. The universe responds when folks serve their communities, taking social service positions within them. All participation is important, and WHAT one does matters less than the fact that everyone can, and should, do SOMEthing."

"Please understand that community-based policing (policing with a small "p") means leaving something in better shape than you find it," Bill continues. "It's not just about public safety, although crime and it's prevention is certainly a prominent issue for LACP. But it also speaks to the many ways a community can become involved in watching over each other, participating in self-governance, lending a hand in neighborhood projects and improving the quality of life."

A note about Los Angeles Community Policing

The topic of 'community policing' has been in the news again lately .. and is often discussed as a new and even revolutionary idea. But it's been around a long time, and there's considerable experience to share about the inclusive philosophy that reduces crime and the fear of crime.

LA Community Policing's founder, Bill Murray, has been involved as a community-based policing activist since the 90's, and launched the LACP effort as his reaction to the attacks on 9/11/01. As a result, his first-ever web site (at www.LACP.org ) has been continuously published and updated daily since early 2002.

Originally started as a strictly local effort, it almost immediately began covering regional, then national (and even International) issues and topics. Years ago the Dept of Justice's COPS office identified LACP as the world's largest grassroots effort promoting the concepts of community-based policing.

There are thousands of articles, news stories, tips and resources offered on the web site, where the mission is to provide a forum for the dissemination of information, the sharing of ideas, and the suggesting of ways the community can become engaged in making America's streets safer, and improve the quality of life.

LACP.org is grassroots. We're unaffiliated with any other group or organization, and have no particular political point of view. We co-operate with many government offices, law enforcement groups and other non-profit efforts, and frequently offer our expressed opinions of the issues of the day.

But we also allow for, and even insist on, opinions from many different perspectives and walks of life.
