Los Angeles – On Tuesday, November 10, 2015, Police Commission President Matthew Johnson stated the following:

Nearly two months ago I took this chair for the first time and offered my thoughts on taking this very important position. At that time, I promised I would return to you with the initiatives I would like the Commission to support as we move forward. In that short time, I have dedicated myself to hearing the concerns of as many of our City’s residents as possible. I have spoken with community leaders, clergy, elected officials and everyday Angelinos. I have listened to those who have raised their concerns in our commission meetings. I have met with many members of the LAPD, from Command Staff to the rank and file. Today I am setting forth my agenda as Police Commission President. I am also requesting a series of audits and reports from both the Department and the Inspector General to achieve these goals.

Above and Beyond Medal of Valor and Purple Heart Awards Ceremony Luncheon

When you look back on the history of the LAPD, you will find countless examples of bravery and selflessness from those who have served our communities and continue to do so. As a Department, it is important to me that we recognize and acknowledge our personnel for those heroic acts that are above and beyond the call of duty. On Thursday October 1, 2015, on behalf of the Department, I will proudly bestow the highest law enforcement decoration upon 23 LAPD officers at the “Above and Beyond Medal of Valor and Purple Heart Awards Ceremony.” The ceremony will be held at The Ray Dolby Ballroom on the fifth level of Hollywood & Highland Center at 11:30am

Officer Involved Shooting in Hollenbeck

Los Angeles: On August 22, 2015, around 11:40p.m., Metropolitan uniformed officers were working a Crime Suppression Detail in Hollenbeck Area. As they drove northbound on North Soto Street, they observed a male individual obstructing vehicle traffic. The officers stopped the police vehicle in order to conduct a pedestrian stop for the observed violation. As the driver officer exited their police vehicle, he observed the handle of a handgun protruding from the suspect's (later identified as Alfredo Santibanez) jacket pocket and immediately voiced his observation to his partner.

Recently, we have come under sharp criticism regarding the training and abilities of the police officers involved in the fatal shooting of a homeless man on skid row. Critics opined that any four officers who could not take a single unarmed suspect into custody without resorting to deadly force must be incompetent. I will not comment on the specific officers involved in the shooting or whether the tactics employed were proper. As you all know the investigation is far from complete, but I would like to comment on this mistaken belief that physical conflicts are completely predictable and controllable. Los Angeles Police officers are the best trained in the nation, but with that training comes the realization that the dynamics of extreme physical conflict are such that every instance is different, and every situation has the potential to escalate quickly with deadly results. Because policing is done so publically and has been the subject of so many portrayals in works of fiction, everyone believes they are a subject matter expert.

ICE signs agreement to join Europol's efforts to target human smuggling

THE HAGUE, Netherlands. – U.S. Immigration and Customs Enforcement (ICE) Director Sarah R. Saldaña traveled to The Hague this week to sign an agreement to join Europol's Focal Point Checkpoint, which targets human smuggling networks.

ICE's request to join the network was unanimously approved Feb. 23. ICE also works with Europol's Operations Department in the areas of intellectual property rights, child sexual exploitation and cybercrime. The joint cooperation has already led to various successes, such as the seizure of 292 internet domain names for selling counterfeit products and the recent rescue of a sex abuse victim.

President Barack Obama's Task Force on 21st Century Policing Publishes Interim Report Noting Chief Charlie Beck's Recommendations

On January 30, 2015, President Barack Obama's Task Force on 21st Century Policing held a public listening session at the University of Cincinnati's Tangeman University Center Great Hall. Members of the Task Force heard testimony from five panels of witnesses on effective use of evidence-based research, use of force policy, diversity in law enforcement and best practices for police interaction during demonstrations.

Los Angeles Police Chief Beck discussed his continued effort to evolve and refine strategies to further the Los Angeles Police Department's mitigation of crime, the reduction of gang violence, the containment of terrorism, and the continuation of reforms. The Chief also spoke on turning a time of crisis into an opportunity to engage in dialog with the community and how the Department has taken a hard, honest look at what can be done better in terms of evolving the culture of policing and building greater trust and communication with the community.

I hope this message finds you well. Recent events in law enforcement across the country have spurred conversations, debates, and protests regarding the legitimacy of law enforcement today. I wish to discuss one key element as it pertains to OUR authority. The authority you earned from graduating the academy is legal authority. It is prescribed in multiple sections of law.

However, there is another authority that I believe is more important. That is moral authority. What is the difference between moral authority and legal authority? Legal authority is given to you by the State. Moral authority is given to you by the People. Moral authority is created by the public's general belief that you will do the right thing - that you will treat them fairly, that you will have compassion, that you will display empathy...that you will understand that no human being is perfect, including you and me.

I hope this message finds you well. I'd like to begin my message by congratulating Craig Lally, newly elected President of the Los Angeles Police Protective League. I really look forward to getting to know Craig and working closely with him on issues important to you.

Now that we are beginning to settle into the new year, I'd like to reaffirm the focus of our efforts as a Department in 2015. Each and every one of you owns a valuable role within this organization by being more effective in the performance of your duties while creating opportunities to build community trust.  You make this Department what it is, and you have the greatest ability to make an impact within our communities, so seize this opportunity.

I want to wish you and your families a happy and healthy New Year.  There is much to do in 2015 and I'm looking forward to the work we will do together.

The Future of the Department
As we look around the nation, we are reminded of the challenging work ahead of us within the law enforcement community.  You may find yourselves reaffirming your commitment to serve the people of this City.
For our Department to be truly successful, people by in large must willingly comply with the law.  They will not do so in significant numbers if they do not believe in you.  If  the community believes we are a legitimate authority  tied to the community, they will forgive mistakes.

HSI seeks public tips to help locate 10 human trafficking fugitives

WASHINGTON — U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) released the names and photographs of 10 fugitives wanted for human trafficking crimes, in the hope that tips from the public could lead to the identification and arrest of these individuals.

“The Department of Homeland Security and ICE take the crime of human trafficking very seriously. We have invested countless investigative hours and victim support resources into more than 1,000 cases this past year alone,” said ICE Director Sarah R. Saldaña. “Now we are asking you to assist us in bringing these fugitives to justice.” In fiscal year 2014, HSI identified more than 440 victims of human trafficking and arrested 1,770 perpetrators of this crime.

With my deepest gratitude, I want to express a sincere thank you to each of you for your hard work, commitment, and service to the communities we serve.  This was a difficult, challenging and at times, extremely heartbreaking year for many of us as an organization.  We endured these trying times together, and I know we will continue to do so together working towards a fresh and new beginning in 2015.

Keep in your prayers the nine Los Angeles Police Department employees who serve in uniform around the world, in harm's way, far from home. We thank them and their families for their continued sacrifices on our behalf and pray for their safe return.
