As I write the last message for the year, I proudly reflect on the accomplishments we have had over the last 12 months and I look forward to what 2013 holds for us on a professional and personal level.

In addition to a continued drop in crime, we had notable successes with the second hard closure of the 405 freeway, or Carmageddon II, and the transportation of the Space Shuttle Endeavour from LAX to the California Science Center.

These are just two examples of our ability to collaborate with other agencies and the community, in order to produce positive results.

L.A. Mayor's Crisis Response Team (CRT) Program is Recruiting Volunteers

Los Angeles: The Mayor's Office would like to invite the community to become a "civilian" volunteer member of the Mayor's Crisis Response Team (CRT) Program.

The Crisis Response Team (CRT) is composed of professionally trained "civilian" community volunteers who respond to traumatic incidents at the request of the Los Angeles Police and Fire Departments. CRT volunteers provide immediate on-scene crisis intervention, attend to urgent victim needs, act as a liaison between the victim and emergency personnel, and give referrals to victims and their families affected by traumatic incidents.

The CRT program is managed by the Mayor's Office of Homeland Security & Public Safety in collaboration with the City's Fire and Police Departments.

The month of September marks the beginning of fall and the exciting start of the new school season for many young children, but it is bittersweet because we will always remember the innocent civilians and our first responder brothers and sisters who lost their lives during the tragic September 11th terrorist attacks.

Despite the passage of 11 years, this loss still resonates with us today. Although, it motivates us to continue our fight to prevent current acts of terrorism both domestically and abroad.

The month of August marks the 29th year anniversary for National Night Out. This year's event will be held on August 7th, and will be our 13th consecutive year of participation.

Many of our geographic areas get actively involved by holding cookouts, block parties, open houses, and peace marches to name a few.

I urge you to take this time to engage with the communities we serve and celebrate our partnership.

As the Chief of Police, it is important to me that officers are constantly utilizing safe tactics in all of their daily activities. As a general rule when officers are riding in their patrol cars, the windows should always be rolled down and officers should be consistently scanning their surroundings for inherent dangers. Unfortunately the influx of new technological equipment, such as smartphones, has made it much easier to become distracted than in years past.

While I understand it is very tempting to check non-work related voicemails or return text messages from our loved ones, we must be diligent in maintaining officer safety and be aware of our surroundings in order to expect the unexpected and never be caught off guard. Moreover, as representatives of the finest police department in the nation, we are not above the law and LAPD officers should act accordingly.

Always remember, we can never predict when an event will occur on our shift that will forever change the course of our lives. It is much better to be prepared than to be caught off guard.

Los Angeles

Immediately following the shooting incident that occurred in Aurora Colorado, the Los Angeles Police Department dispatched officers to major venues where the movie “The Dark Night” was playing. No incidents occurred in the City of Los Angeles.

Today, and in the immediate future, the LAPD will be providing hi-visibility patrol to major theaters in Los Angeles, as well as other sporting events, concerts and crowded venues. Our presence will be both uniformed officers as well as undercover officers.

Colorado Wildfires Photos: The Waldo Canyon Fire in Colorado Springs
A three-day-old wildfire erupted with catastrophic fury Tuesday, June 26, ripping across the foothills neighborhoods of Colorado Springs, devouring an untold number of homes and sending tens of thousands fleeing to safety in what was shaping up as one of the biggest disasters in state history. “This is a firestorm of epic proportions,” said Colorado Springs Fire Chief Richard Brown. The Waldo Canyon fire in El Paso County — which had been growing in the forested hills on the city's west side — blew into an inferno late in the afternoon, raging over a ridge toward densely populated neighborhoods. An apocalyptic plume of smoke covered Colorado's second-largest city as thousands of people forced to evacuate clogged Interstate 25 at rush hour trying to get to their homes or to get out of the way. By nightfall, roughly 32,000 people left their homes, chased out by the flames.

Summer Night Lights Begins 5th Year of Violence Reduction Programming in LA July

32 LA Public Parks Host an Expanded Series of After-Hours Events to Reduce Crime and Violence during Peak Months for Gang-Related Activity

LOS ANGELES — Mayor Antonio Villaraigosa, along with LAPD Chief Charlie Beck, Deputy Mayor Guillermo Cespedes, and 352 Youth Squad members, today announced the start of the 2012 season of the Summer Night Lights program, an expanded series of after-hours events in 32 public parks located in areas with high rates of violent gang-related crime.

Since its implementation in 2008, Summer Night Lights has successfully reduced violence in communities most impacted by gang activity by extending park hours until midnight, four days a week (Wednesday - Saturday), during summer months. The program aids violence reduction by providing meals, mentoring, and activities, including athletics and cultural enrichment, during peak evening hours for gang activity.

False alarms down sharply -- LAPD Police Commission perspective June

Nearly 80% are
still false alarms
The number of false burglar-alarm calls to police has decreased by nearly 60 percent in the eight years that the city has been charging for them, the Police Commission said Wednesday (see PRESS RELEASE inside).

The city fielded fewer than 42,000 false-alarm calls in 2011 - compared with 102,000 in 2003 before a new police policy took effect.

That policy included charging alarm customers an escalating series of fines for false calls, and declining to send officers out if a location has already had two false alarms that year and the third alarm is not verified.

That policy was a compromise from the original proposal to stop responding to any unverified alarms.

With all that we have going on at work and in our personal lives, it seems as though the months fly by leaving us wondering where the time has gone.

It's hard to believe that we are already six months into 2012.

So, as we enter this half way point of the year I want to thank you for your continued dedication and sacrifices that you make for this Department and the citizens of Los Angeles, each and every day.

2012 Safe Summer Tip-Off Event
This year's Safe Summer Tip-Off basketball game is scheduled to take place on Saturday, June 9th at the USC Galen Center. Already in its third year, this collaborative event features the game itself, static displays of police and fire equipment, celebrity appearances, gift giveaways and a free BBQ lunch.

Police Memorial Month
The month of May is recognized as Police Memorial Month. During this period, we take the time to honor those who've made the ultimate sacrifice to our profession and those who we've lost while serving in the Military.

To date, 204 Los Angeles Police Department officers have died in the line of duty; 53 have passed during my time as a police officer. Many of those who have passed are friends, all of them are family. It is important that we honor them through our remembrance.

Police officers are asked to do extraordinary things. Police officers are asked to risk their lives for those that they don't know, and for their law enforcement brothers and sisters. That risk is only worthwhile if we honor them. Take time to visit the Los Angeles Police Department's Memorial To Fallen Officers, and recognize those who have given so much for so many.

Monica Harmon, a long time LAPD volunteer and Public Safety Advocate has been making presentations on Anti-Bullying at public schools, parks and town hall meetings for about a year now.

These eye opening presentations on ‘Bullying” have caught the attention of the Los Angeles Police Department, Los Angeles Unified School District and many community members throughout the City of Los Angeles.

LAFD Provides Additional Information Regarding 9-1-1 Response Times Apr

"Serving with Courage,
Integrity and Pride"

The Los Angeles Fire Department (LAFD) is currently being asked: have response times gotten worse since the budget was cut a few years ago? It's a question being posed to fire departments across the country that are all having to do more with less. The LAFD is no different.

The Fire Department's budget has been cut by nearly $80 million over the past three fiscal years. To adapt to these cuts the LAFD has used various iterations of deployment and coverage plans that have saved the Department millions of dollars while continuing to ensure the high level of protection and emergency response the public deserves and expects.

The LAFD responds daily to over 1,000 calls across 469 square miles. As calls for emergency medical services continue to increase, the LAFD uses response times to the most critical medical calls as a benchmark. A recent review of data under the newest Deployment Plan shows, as predicted, response time did increase, but the overall impact is minimal.

The Los Angeles Fire Department's CERT Program (free of charge) was developed because of the need for a well-trained civilian emergency work force. The CERT Program provides for community self-sufficiency through the development of multifunctional response teams who act as an adjunct to the city's emergency services during major disasters.

When emergencies happen, CERT members can give critical support to first responders, and provide immediate assistance to victims. CERT members can also assist with non-emergency projects that help improve the safety of the community.

Through this unique program, people from community organizations, business and industry, and city employee groups will become CERT members. They work as a team member and perform as individual leaders by directing untrained volunteers in the initial phase of an emergency.

ICE arrests more than 3,100 convicted criminal aliens and immigration fugitives in nationwide operation - Top Stories of the Week

WASHINGTON — As part of U.S. Immigration and Customs Enforcement's (ICE) ongoing commitment to prioritizing the removal of criminal aliens and egregious immigration law violators, the agency announced today the results of a six-day national "Cross Check" enforcement operation-which led to the arrest of more than 3,100 convicted criminal aliens, immigration fugitives and immigration violators.

"The results of this targeted enforcement operation underscore ICE's ongoing commitment and focus on the arrest and removal of convicted criminal aliens and those that game our nation's immigration system," said ICE Director John Morton. "Because of the tireless efforts and teamwork of ICE officers and agents in tracking down criminal aliens and fugitives, there are 3,168 fewer criminal aliens and egregious immigration law violators in our neighborhoods across the country."

In December 2011, the Managed Hiring Committee approved our repeated requests to grant some long overdue promotions and upgrades. Since then we have advertised 85 sworn upgrades, nine Detective IIIs and 76 Police Officer IIIs. Additionally, we have promoted 11 Lieutenants and 24 Sergeants. For Civilians we have hired a Police Administrator I to be the Risk Manager for the Department, promoted three Personnel Analyst I's and upgraded one Criminalist II.

Rest assured I will do everything I can to secure the future of our Department by continuing to work for the promotions you deserve.

I know that many of you are involved in commendable acts everyday but I wanted to acknowledge two that have occurred recently:

Despite weak economy, crime in Los Angeles County still declines Mar

There were thousands fewer crimes reported in 2011 than 2010 in areas the LAPD and Sheriff's Department patrol. The trend puzzles some but reinforces a common police view that other factors are at play.

EDITOR'S NOTE: Here at LACP we're not hard pressed to explain the consistent reduction of crime in the LA area. The same phenomenon has been seen across the county for at least the last decade. To our mind, the philosophy of "community-based policing" has been accepted and implemented by more and more agencies all around America ever since the events of 9-11. The fact is that the residents have more and more become partners with law enforcement. Their ranks now include thousands of individuals who serve as a "force multiplier" .. proof beyond a shadow of a doubt that community participation matters, and that it works!

There's no question we've got a lot to be grateful for when it comes to public safety in the City of Los Angeles. Our two principal agencies charged with keeping us safe, the LAPD (police department) and LAFD (fire department), have been doing a great job.

The statistics bear this out, and show both consistent reductions in crime and significant improvements in public safety over the last decade.

Mayor Villaragosa, LAPD's Chief Beck and LAFD's Chief Cummings announced the good news in press appearances yesterday. Here are the two press releases that followed their presentations.

As a world-class law enforcement agency, ensuring public safety is the mandate of the Los Angeles Police Department. A review of the 2011 End of Year crime statistics reveals, once again, that your hard work and dedicated service to the citizens of Los Angeles is paying off.

Crime in all of the major Part One categories, with the exception of homicides, was down for the ninth straight year. While year-to-date homicides increased by one, the overall homicide rate remains at levels that we have not seen since 1967. This is a remarkable accomplishment.

Particularly impressive are the gang-related statistics. Gang-related crimes account for a large portion of the City's total crime; this is why the 15.2% drop in criminal gang activity is a particularly impressive accomplishment.

With the new-year upon us and a successful 2011 in our rear view mirror, I would like to take this opportunity to set the table for the coming year. As I'm sure all of you are aware, I set specific goals for the Department when I first became your Chief. This year I would like to continue our focus on those goals.

Our commitment to constitutional policing remains steadfast and strong. Continued crime reduction and community engagement is a top priority. Vigilance in our efforts to prevent terrorism is key and maintaining the personnel strength of the Department is my top priority. Finally employee wellness is vital to our overall strength as an organization and is something I really want to continue to focus on.
